    Tochangethetaxstatusofvirtualcurrenciesfrompropertytocurrency BeitenactedbytheSenateandHouseofRepresentativesoftheUnitedStatesofAmericain Congressassembled,
    SECTION1.SHORTTITLE. ThisActmaybecitedastheVirtualCurrencyTaxReformAct. SECTION2.CONGRESSIONALFINDINGS. Congressfinds: Theclassificationofvirtualcurrenciesaspropertymeansthatuserswouldberequiredtopaycapitalgains taxonanytransactionusingthevirtualcurrencybasedonanygainoverthevirtualcurrency'svalueformthetimeof purchase. SECTION3.DEFINITIONS. Thetermvirtualcurrencyisdefinedasadigitalrepresentationofvaluethatfunctionsasamediumof exchange,aunitofaccount,and/orastoreofvalue. SECTION4.GENERALAUTHORIZATION. TheInternalRevenueServiceshalltreatvirtualcurrenciesascurrencyforfederaltaxpurposes. SECTION5.EFFECTIVEDATE. TheprovisionsofthisActshalltakeeffectatthebeginningofthefiscalyearfollowingenactment.
