A new wave of miniseries lends clarity to a muddled medium

THE EMMYS HAVE NEVER BEEN PARTICULARLY HOSPITABLE to the new. Part of that is just an awards-show problem, the consequence of a group of thousands of Hollywood types reverting to the familiar choices on their ballots.
