WHEEL BEARINGS KEEP ON TURNING

I have a problem with wheel bearings turning on the stub axles. I have tried installing new bearings and the inner race still turns on the axle. I have also tried centre punching the axle lightly to get a snug fit but still the bearing inner is turning and wearing the axle.

This is mostly happening on the outer bearing; the inner bearing is pressed against the seal shoulder and doesn’t seem to turn. The bearings are checked, cleaned and repacked at regular intervals. Changing the axle, which is welded to the
