    It's the great depression and things are not going well on the island financially, but they're getting a boost from prohibition smuggling. One little boy doesn't see it as a benefit but rather as a problem because the smuggler's have taken control and everyone is afraid of them. He works in secret to help government agents catch the criminals, putting himself and his brother at quite a bit of risk.
