He sets the scheme in motion under the cover of the commotion being caused by a rainmaker hired by the mayor to call down the thunder and wash away everyone's troubles.

    I received this book as on the Early Reviewers. Unfortunately, this book did not grab my attention as I thought it might from its title. Although I tried several restarts of reading this e-book, I was unsuccessful in getting through it. Perhaps another reader will be able to provide a more positive review.
