    Chapter One - Basic Considerations

    Security Advance Party and Advance Planning

    When the Boss makes a trip of any distance and duration, to dinner, theatre, or a business trip in town or abroad, it is advisable for the BG to travel to the site in advance. The Security Advance Party or SAP may consist of one man or a team. The term SAP describes the principles and procedures for the BGs making the necessary administrative, logistical and security-related arrangements in advance of the Boss’ arrival. The prime objective is organising the logistical support and minimising the risk. A well-executed, detailed advance plan has direct bearing on the smooth execution of the Boss’ trip and program. A proper advance reduces the risk of intentional and unintentional injuries and embarrassing situations to an acceptable level. Not taking the time to conduct a proper advance, not obtaining all the information required, doing shabby or lazy advance planning, is openly inviting disaster. Experienced and successful BGs consider this part of Close Protection to be one of the most important aspects of their work.

    Hotel Arrangements

    The security advance work covers arrangements for travel, lodgings, meals, and vehicles, meetings for the Boss and the CPT and just about any kind of service that the Boss may require including liaison with police services, local emergency services, ambulances, emergency doctors and brothels and decides what routes the Boss will take. Every advance is an individual and unique situation. However, the principles and procedures are always the same, regardless of activity, location or threat level.

    A properly conducted SAP is dependent on several factors:

    What is the threat level/perceived threat against the Boss?

    How many BGs are available to do the advance work?

    How much time is available to obtain the information?

    If you are a one-man show, you may have to do the advance work yourself taking time out from some other aspect of your employment or you can contract it out to another BG who you trust to do right and complete the work for you.

    We will use the following example: The Boss lives in Berlin, Germany and would like to visit London, England for a day. There is one BG in his employment. In this situation the BG can make several telephone calls; send faxes, e-mails or use the Internet to collect as much information as possible in advance of the Boss’ arrival to London. Or the BG can jump on a plane and conduct a 24-hour advance to London and possibly bring in another professional BG in his absence to cover for him. However, unless you trust your replacement to the death, this option is not advisable. The third and probably the best option is to contact a BG in London, present the Boss’ programme and contract him/her to do the advance work. However, it is advisable to know that BG from having worked together in the past and perform advance work in a similar manner. If the Boss employs two BGs, the solution is fairly simple, one remains with the Boss and the other is sent on ahead. Good advance people pay extra attention to details and are flawless in their planning. There are BGs who specialise in doing advance work, working out details and planning for any unforeseen circumstances. At higher threat levels, the time and manpower for advance work should be increased.

    Sometimes you will only have a few minutes to complete your advance work like in this situation: The Boss arrives home from work at about 1700 hrs. He and his wife decide to go out for dinner at a Turkish Restaurant in the Muslim part of the city. They agree to leave the house at 1900. In this situation, a BG operating alone, will conduct a quick time appreciation. He has about two hours to complete his advance. The BG should personally drive to the restaurant, check the seating arrangements, the parking lot and should be back in time to pick up the Boss and his wife.

    Or the BG may not have any time at all if the Boss wishes to leave for dinner straight away. Then he will drive the Boss and his wife to the restaurant and dash in just before them to have a quick check of the place. In this case the so-called panic check is called for, going through the restaurant as quickly as possible just before the Boss enters, or best the Boss should wait in the car until the check is completed. However, do not count on it. Another alternative is for the Boss and his wife to wait in the secure area of the bar and the BG conducts a quick look around the place to establish where the wash rooms, emergency exits and the best seats for the Boss are, from a protection point of view. Is this good enough in this situation? The answer in most cases should be yes, looking at a tactical and common sense point of view. The Boss decided at the spur of the moment to go out to dinner at this particular restaurant. Therefore, the chance of a planned attack is practically zero.

    For Bosses with higher threat levels, the advance work can be very complicated and time consuming, even take days to complete. Should
