TCP/IP is an acronym for Transmission Control Protocol/Internet Protocol
.
Protocol is a series of rules governing some tasks. In the TCP/IP case, this protocol regulates the communications between computers.
TCP/IP has two protocols in its name. In fact, there are more than 200 protocols in TCP/IP. So, it will be better to call it a protocol stack
. Every protocol in it tackles a single, well-determined task.
The roots of the TCP/IP go back to the end of 1960s. It is frequently told that US goverment, in those years, tried to find a solution for the computer communications to work in case of a nuclear war. Now, we see that this target has been achieved and many more things have been accomplished in this period.
What the US goverment created was the Internet. TCP/IP has been the underlying protocol of Internet.
TCP/IP and Internet, for a long time, had been financed by and under the control of US Government. In 1990s, government stopped financing and the control had been transferred to some independent regulatory bodies. For now, nobody owns Internet. In other words, everbody owns it.
