Subject:- Improvement in service structure of Civil Judges.

Considering the present service structure in the Province , the process of promotion of civil judges is in ordinarily slow, practically like the movement of a snail. There are about nine hundred civil judges in the Province and only thirty posts of senior civil judges. For moving upward a civil judge is bound to cross the ladder carrying the designation of senior civil judge , which is very time consuming and practically unachievable even after a meritorious service of twelve years.

In the year 1955 a post of guardian judge was created for Lahore district, incumbent whereof a senior civil judge, which thus had the effect of adding to the number of posts of senior civil judges. In the wake of the creation of the Family Courts, pendency of family court cases has increased manifold. Considering the great increase in the number of guardianship case, especially those dealing with property of minors, appointment of guardian judges, at the district levels seems to be call of the day.

If the authorities consider the advisability of adoption of the measure so suggested, this would have the effect of doubling the number of senior civil judges in the Province and might possibly ameliorate and assuage the state of despondency presently gripping the

subordinate judiciary.
