LDR(load reshuffling) Principle

Reason: When the cell is in the congestion state, new coming calls could not be easily rejected by system. Purpose: Optimizing cell resource distribution. Decreasing load level, increasing admission successful rate. Triggering: Power(TCP) DL threshold = 70 % UL threshold = 55 % Action: Do the CS IRAT HO (3G 2G)

We found the CS Power Congestion was improved.

From the improvement of CS Power Congestion, so the CS Congestion was improved.

Conclusion
We found the CS IRAT action of LDR can improve the CS&PS RAB congestion by power. The impact to the customer point of view: If the customer in 3G coverage make the CS call during the load reach the LDR triggering, the call will be forced to do the CS IRAT HO to 2G and the call will be reselect back to 3G after hang up the phone.
