In this work we want to consider a comparative study between The UnitedStates of America and Mexico in the XIX century, beginning from Alexis De Tocqueville concept of democracy. According to this author, “costumes” were the key factor tokeep democracy, but there was impossible in Mexico because it was an aristocraticsociety, while The United States of America was a democratic and modern societythanks to their “costumes”.However these, like a historical‐cultural result that manage our behavior,activate contradictions and socio‐cultural frontiers, who prevented black and Indian people to gain access to democratic opportunities in both countries. Hence, the“cultural democracy” proposal likes a way to raise the distances between society andState, so yesterday like today
