CHARTER OF DEMAND FOR THE WORKMEN OF M/S U.C.I.L. 1. PENDING ISSUES Some important issues which have not been settled and remain pending from the last round of wage negotiations such as i.e. May Day as closed holiday, medical benefits to retired workmen at par with officers, Pension as third benefit to workmen as given to senior officers, promotion avenues, etc. which have been included in the following charter of demands again but they should be settled on a priority basis before other demands. 2. DURATION OF SETTLEMENT The duration of Settlement should be from 01.04.2013 to 31.12.2016. 3. MINIMUM WAGE & SCALES OF PAY a. Minimum Basic of lowest pay-scale should not be less than Rs.17,500. b. Revised Basic Pay of the respective scales w.e.f. 01/04/2013 should be arrived at by merger of pre-revised Basic with D.A.at AICPI and addition of Guaranteed Benefit. c. The existing 11 scales of pay should be reduced to 6. 4. GUARANTED BENEFIT Guaranteed Benefit should be @ 50% of pre-revised Basic pay to all employees w.e.f. 01/04/2013 (Min.Rs.5000/-). 5. FITMENT IN REVISED SCALE Fitment of individual workmen in revised scale by adding pre-revised Basic plus G.B. plus respective D.A. at AICP as on 1.1.2012 with fitment in the next higher stage if falling in between two stages. 6. DEARNESS ALLOWANCE Dearness Allowance should be paid on the basis of 100% neutralization for rise in AICPI above . D.A. should be revised quarterly on the basis of rise in AICPI. ? 7. ANNUAL INCREMENT a. Annual increment should be @ 6% of their respective scale of pay. b. Employee whose date of annual increment falls between first January 2013.to 31st March 2013 should be given revised rate of increment at the time of fitment. 8. ADDITIONAL INCREMENT & SERVICE WEIGHTAGE a. In addition to their normal annual increment all workmen should be paid two (02) Additional increments in the revised scale of pay w.e.f. 01/04/2013. b. Service weightage should be given in the form of one additional special increment w.e.f. 01/04/2013. for every eight (8) years of completed service.

9. CAREER ADVANCEMENT 1

a. The period of service in a scale of pay for up-gradation to next higher pay-scale under SLAS should be reduced to 5/6 years for underground/surface respectively. b. Two increments in higher scale be given at the time of upgradation under SLAS. c. All workmen should get at least four (04) promotions in 30 years of service. 10. ATTENDANCE BONUS a. Attendance bonus should be paid @ 10% of the revised basic pay per month w.e.f. 01/04/2013. without any restriction. 11. UNDER GROUND ALLOWANCE a. Under ground allowance should be paid @ 25% of revised basic pay to all eligible employees. b. No amount should be deducted from basic pay for computation of under ground allowance. c. Under ground allowance should be treated as part of the basic pay of the workmen and taken into account for the following purposes: i. Calculation of earned leave/casual leave/sick leave wages. ii. Payment of National and Festival Holidays. iii. Injury on duty wages and other payments iv. Overtime wages v. Gratuity and post-retirement benefits vi. Contribution towards Provident Fund. d. Under ground allowance should be exempted from Income Tax. 12. JADUGUDA ALLOWANCE /URANIUM ALLOWANCE. Jaduguda allowance should be re-named as Uranium allowance and increased to @ 10% of revised basic pay per month to all employees. 13. REMOTE AREA ALLOWANCE Remote area allowance should be introduced and to be paid @ 10% of revised basic pay per month to all employees. 14. NEWSPAPER &PERIODICALS ALLOWANCE Should be introduced and paid to all workmen @ Rs.200 per month 15. OTHER ALLOWANCES a. HOUSE RENT ALLOWANCE . i. Workmen who are not provided companys quarter should be paid House Rent Allowance @ 15% of their revised basic pay per month and House Maintenance Allowance @ 10% of revised Basic. i. House rent recovery should not be made to residence of 0 (Zero) value houses. ii. No recovery of perquisite tax on accommodation from workmen and should be paid by the company if required.. b. TRANSPORT SUBSIDY Workman who do not utilize companys transport and do not claim reimbursement of local traveling expenses should be paid transport subsidy @ Rs.25/-per day. c. SHIFT ALLOWANCE/ADDITIONAL TRANSPORT SUBSIDY i. CShift duty-Rs. 100/- per night ii. BShift duty-Rs. 70/- per day 2

iii. AShift duty-Rs. 50/- per day iv. GShift duty-Rs. 40/-per day d. REIMBURSEMENT OF LOCAL TRAVIELLING EXPENSE MOTOR CYCLE /SCOOTER/ MOPED -Rs.2000/-per month or actual price of 25 ltrs. Petrol. e. WASHING ALLOWANCE Washing allowance should be increased to Rs.200/- per month for Nurses, Security staff and all Drivers/Operators and to Rs.150/-per month for other workmen. f. PROJECT ALLOWANCE Project allowance should be paid @ 20% revised basic pay to the concerned employees working in the project. g. SITE ALLOWANCE Site allowance should be paid @ 10% revised basic pay per month to the Ministerial staff who are performing 48 hours duty in a week including junior Clerk /Office clerk, Peon and Sweeper also. h. CASH HANDLING ALLOWANCE Cash handling allowance should be paid @ Rs.500 p.m. to the workers handling cash. i. DUMPER DRIVING ALLOWANCE Drivers who are driving Dumper should be paid Rs.80/-per shift as Dumper allowance. j. PARADE ALLOWANCE Parade allowance should be increased to Rs.80/-per parade day for Security Personnel who attend the parade. k. RESCUE AND FIRST AID ALLOWANCE i. Rescue allowance should be increased to @ 10% of revised basic pay of the workmen per month. ii. First aid allowance should be paid @ 10% of revised basic pay to those who are performing duty in first aid center per month. l. REHABILITATION ALLOWANCE Rs.50000/- should be paid to the workmen who have declared rehabilitated as one time measure. m. COMPUTER ALLOWANCE Computer allowance should be paid @ 10% of revised basic pay per month to the Personnel handling computers. n. CHILDERN EDUCATION ALLOWANCE The dependents/wards of not studying in AECS JAD/NWP/TMD but studying out side should be paid children education allowance as per following: i. Primary school- Rs.100/- per child per month. ii. Middle school - Rs.150-per child per month iii. High school-Rs. 300/ per child per month iv. Degree level -Rs. 500/- per child per month. o. DUST,FUME,GAS,HEAT,AND HAZARDS ALLOWANCE 3

Should be introduced and to be paid @10% of revised basic pay per month to all the concerned workmen. p. RAISE/WINZE AND DRIVE /DECLINE ALLOWANCE Should be paid @ 10% of revised basic pay to concerned workmen per month. 16. ADVANCE a. FESTIVAL ADVANCE Rs.12000/-should be paid to all employees who desire to avail of the same. b. HOUSE BUILDING ADVANCE i. For purchase or construction of house/Flat should be enhanced to Rs.10 Lakhs or actual cost price of house/flat. ii. For enlargement /Extension of existing accommodation should be enhanced to Rs.4 Lakhs. iii. The rate of interest of house building/purchase advance should not be more than 2.5% per annum. iv. The budget for house building /repairing advance should be increased to cover up more and more workmen. c. CONVEYANCE ADVANCE i. The amount of advance for purchase of motor cycle /scooter should be paid Rs.60000/- to all the workmen. ii. The interest of the advance should not be recovered more than 2.5% per annum. d. CONVEYANCE REPAIRING ADVANCE i. Rs.10000/-should be paid as conveyance repairing advance to all workmen. 17. LEAVE AND HOLIDAYS a. EARNED LEAVE i. E/L for underground workmen- 1/8 days. ii. E/L for surface workmen-1/10days. iii. Earning of leave - sanctioned leave of all kinds, including unfit due to IOW should be counted as attendance for E/L calculation and other benefit. b. SICK LEAVE i. S/L for all workmen should be enhanced to 18 days in a calendar year. ii. No fitness certificate should be required for two days S/L. c. CASUAL LEAVE C/L should be enhanced to 18 days in a calendar year and allowed to affix with any kind of leave due. d. RESTRICTED HOLIDAY R/H should be enhanced to 04days in a calendar year and rest leave convert in C/L. e. PAID HOLIDAY/CLOSED HOLIDAY i. May Day should be a closed holiday. ii. Closed holidays/ National holidays should be enhanced to 08 days in a calendar year. f. HALF PAY LEAVE 4

Should be introduced @ 30 days in a calendar year. g. MATERNITY / PATERNITY LEAVE i. Maternity leave should be increased to 180 days with effect from 01/04/2013. The date of commencement of this leave will be 45 days before expected date of delivery and upto 135 days from the actual delivery. ii. Paternity leave should be introduced for male employees for 30 days during the period of confinement of the wife. h. ENCASHMENT LEAVE AT THE TIME OF RELEASE/VR/DEATH All balance E/L and S/L should be encashed at the time of release from service in all cases. 18. LTC a. L.T.C. for home town should be given once in every year to all the workmen and their family without any restriction. b. Encashment of home town L.T.C. should be increased to Rs.3000/-per year. c. Other than home town L.T.C. for workmen should be given once in every two years. d. Encashment of other than home town L.T.C. should be increased to Rs.20,000/in every two years without bar of family members. e. L.T.C. advance for availing actual journey should be paid 100% of train fare. f. Conveyance should be provided up to TATA NAGAR railway station and viceversa at the time of availing L.T.C. g. Journey period of L.T.C. should be treated as special leave and /or on duty 19. MEDICAL a. More specialist Doctors to be appointed in JAD/NWP/TMD hospital. b. Doctor and staff should be provided in Mill/Mines first aid center during working hours at JAD/NWP/TMD. c. Numbers of beds should be increased in JAD/NWP/TMD hospital. d. Blood bank facility should be provided JAD/NWP hospital. e. Ex-employee , widow of deceased employee and their dependents should be given medical facility and referral facility like permanent employee without any restriction. f. Workmens daughters first delivery should be given free treatment. g. Casual labour should be treated and referred like regular employee with family. h. Cancer patient should be referred to TMH Mumbai in semi-private/private wards only not general ward. i. Free diet should be provided to the attendant of child patient admitted in UCIL hospital and other hospital. j. Referral patient for out side treatment have permitted attendant should be paid full lodging, TA, DA and special leave. k. TB, Cancer, Leprosy, Paralysis and long sickness should be paid full wages till their cure. l. Full cost of Dental prosthesis, Ophthalmic, spectacles, artificial limbs, pacemaker and other medical prosthesis, implants and other such medically advised equipment should be paid /reimbursed.

m. Rs.3000/- should be paid per year to the dependent of employee staying away from colony as medical assistance. n. Two special revised increment to be given to the employee for family planning operation. o. At the time of release from the service by any cause X-Ray plate and medical book should not be taken back from the workmen. p. Suitable identity card should be issued to Ex-servicemen of UCIL. q. Ex-employee and dependants should be treated and referred like regular employee in all respects. r.Medical facility should be pay @ Rs.10 Lakhs for after retirement employee per annum. 20. STATUTORY BENEFITS a. Contribution of provident fund should be enhanced to 15% of wages. b. Provident fund loan should be liberalized/simplified and enhanced. c. PF should not be moved to any private sector agency/establishment except govt. securities. d. Non refundable loan should be liberalized/simplified and enhanced. e. PF recovery on under ground allowance should be made @ 15%. f. Gratuity should be calculated at the rate of one month wages for workmen who have completed 30 years of service without any ceiling for service period. g. Pension scheme should be introduced as third benefit for UCIL workmen and should be pay employer at the rate of 10% as pension scheme to be implemented from back date. h. The amount of Rs. 10,000/-should be given to employee at the time of retirement by the management. i. The respective personnel section of the individuals concerned should obtain no objection certificate. j. Final settlement should be paid within 15 days to the workmen and until then workmen should not be treated as relieved. k. Death benefit under life cover scheme should be paid Rs.300000/-to all category of workmen irrespective of their salary. l. KPSY scheme should be extended to the retired/VR/Resignation workmen also. 21. EDUCATION/ TRAINING a. Free education up 10+2 class should be provided to wards/ dependent of workmen studying in AECS JAD/NWP/TMD. b. School building should be extended with all facilities at JAD/NWP/TMD. c. Free bus facilities should be provided to the wards of employees living out side of colony within 10KM radius of JAD/NWP/TMD to attend the school daily. d. Adequate no. of scholarships and amount should be increased without any bar of basic pay. e. Stipend facilities should be provided to SC/ST/OBC students as per Govt. directive studying in AECS. f. Degree college/polytechnic and Mining training center to be started at Jaduguda. g. TA/DA and special leave should be increased for unit level classes and industrial tour.

h. Number of seats for employee wards/dependent to be increase at ITC Turamdih. 22. SERVICE /RECRUITMENT a. On death of employee during the service immediate employment should be given to the nominee/dependent. b. All the pending issue of employment of deceased employees should be given immediately. c. One employment should be given to dependent of the workmen who have completed 20 years of service in the corporation. d. At the time of recruitment 100% preference should be given to dependent of workmen and local persons. e. Displaced person should be given recruitment immediately. f. Educational qualification should be considered at the time of recruitment of Displaced/Nominee/dependant of employee. 23. HOUSING / ACCOMMODATION a. All workmen should be provided accommodation in housing colony immediately. b. All unfenced quarter should be fenced with brick wall. c. Sufficient Vehicle garage to be constructed in all type of quarter at JAD /NWP /TMD. d. The flat rate recovery of quarter should be decided with the Union before its revision. e. Quarter depreciated Zero value should be free of charges. 24. MISCELLANEOUS a. Rural Development work such as education, road, drinking water electricity and medical facilities to the provided to villagers 10 KM radius. b. Bus facility up to Rakha Mines and Tata Nagar railway stations should be provided to attend all trains daily. c. Sports and athletic activities for the employees of UCIL should be increased and tournament to be organized by the management every year. d. Special leave should be granted to participants on the day of tournament. e. Lodging charges of Kolkata/ Delhi guest house should be equal for all employees. Disparities between officers and workmen should be removed. f. Electrical crematorium should be built at GARA NALA river (near barrage). g. T.A. / D.A. rates should be revised to cover actual current costs. h. C S R. 25. CONTRACT LABOUR / OUT-SOURCING a. Contract/casual labour should be abolished in all perennial/regular/non-casual jobs. b. Minimum wage of contracter worker not less than @ Rs. 350/- per day (as per coal) c.No contracter should be allowed without legal labour licence. d. Contracter worker employeed on permanent and prelinear nature of work should be made permanent. e. Ratio of regular and contracter worker is 80:20 26. JOINT/REVIEW COMMITTEE 7

Joint /review committee should be formed to review any anomalies in wage revision at the time of settlement. 27. GENERAL a. Pending issues of previous settlement should be implemented before starting negotiation of these demand. b. Union has reserve the right to addition and alteration of demands on the negotiation table. c. Telephone facility local and P&T should be provided to Union Office and residence of union officials. One computer should be provided to the Union. d. Suitable stage with shed, water tap and lighting arrangement should be provided by the management in Union Ground at JAD /NWP /TMD. e. The memorandum of settlement to be printed and distributed by the management among the workmen free of cost. f.
