HLURB and its role in comprehensive land use planning

Comprehensive land use planning and CLUP

It is a structured decision making process that deals with how land is used in a specific planning area such as an LGU in order to answer three basic questions: 1. Where are we now? 2. Where do we want to go? 3. How will we get there? It focuses on the arrangement of buildings, roads, water and sewer lines A CLUP on the other hand is the end product of the planning process. It consists of a map showing how the use of land in a specific area will be regulated, as well as a written document containing a profile of the community, its vision and the strategies on how it will achieve its vision. A CLUP is also accompanied by a zoning ordinance.

Value of CLUP for LGUs

Provides legal justification for zoning laws Provides a guide for investors where businesses can be located

Helps a community define itself, it can help a community maintain the character or quality of life desired by residents and the power to chart their own future It can help a community inventory its assets and serve as a springboard for economic development strategy (SWOT)
It can help leverage grants
