normative and interpretative approaches to studying such social phenomena.
To overcome these difficulties, there is suggested using a normative - interpretative

phenomenon.

EDUCATION AS A FACTOR OF GENESIS AND OPERATION

OF THE SOCIAL CAPITAL OF NETWORK STRUCTURES

I. Valdman (Novosibirsk), T. Kaukenova (Almaty)

Social capital as a key characteristic of the substantive field of network
structures is increasingly identified as one of the basic resources that determine
the capabilities and status of individuals in modern society. This paper examines
the role of education in formation and functioning of social capital, the authors
give an overview of the evolution of this concept in conjunction with the vision
of the role of education as a factor of its formation. To identify the basic
correlations, the authors used the concepts of symbolic capital and symbolic
power proposed by Bourdieu. On one hand, education is considered as a factor
of growth of symbolic power for the individual, on the other hand, as a factor of
formation of network structures, often acting as the agents of symbolic power.
The authors consider also some variants of the influence of education on the
possible application of social capital.
Key words: network structures, network society, education, social capital,
symbolic capital, symbolic power.

OF THE STATE OF THE INSTITUTION OF EDUCATION

V. I. Ignatyev, S. A. Kuzin (Novosibirsk)

There are presented a critical analysis of the economy-centered conception of
the higher education functions. It is suggested to interpret the current status of

on the dominance of a virtual model of the education institution. There are
demonstrated the effects of the social space break at the age of total
informatization, which consist of splitting the social practices into the spheres of
virtual and actual social actions.
Key words: social reality and actuality; institution of higher education;
virtual models of reforming the institution of education; break of the social
space; virtual and actual systems of action.

A PHENOMENOLOGICAL METHODOLOGY OF THE ANALYSIS

OF SOCIO-CULTURAL PHENOMENA

S. P. Kushnarenko (Novosibirsk)
In the article a phenomenological approach to studying the phenomena of
culture is considered. It is indicated that the purpose of interpretation of a product
of culture is to revive in ones own activity that primary spiritual activity, thanks
to which the corresponding product was created and which was hidden as a
result of depositing (sedimentation) and layering of the meanings attributed to
the product by each subsequent generation. The purpose of education then is the
reproduction of not the meaning of the product as a tradition element but the
ability to create meanings.
Key words: phenomenology, creative product, meaning, culture, personality,
evidence.

INNOVATIVE ACTIVITY IN THE PHILOSOPHICAL AND LINGUISTIC

CONCEPTS: THE THEORETICAL AND EDUCATIONAL ASPECTS

E. A. Maznaya (Novosibirsk)
It is claimed in the article that the existence of the person in the world is
actualized in the aspect of innovative activity of the subject. Freedom from the
dogmatism of authority presupposes the presence of dialogue where freedom can
exist and demonstrate itself as positive activity of the subject. Dialogue reveals
the subjective nature and the features of authorial semantics of the persons activity.
Key words: the category of existence, innovative activity, liberalism, the
relation of the person to the world.

THE PROFESSIONAL WORLDVIEW AS A GOAL OF MODERN

HIGHER EDUCATION (ON THE EXAMPLE OF EDUCATION
IN THE FIELD OF PUBLIC RELATIONS AND ADVERTISING)

G. B. Parshukova (Novosibirsk)
There is offered some reflections on the aims of higher education on the
example of education in the field of public relations and advertising. There is
shown the gap between the quality of education for new specialties and the
requirement of employers there. However, the complaints of business about the
level of knowledge and skills of the graduates, about the sets of disciplines studied
by the students are not always justified. The logical gaps stem from the differences
in goals between education and business. The author believes that education in
the university should create a professional image of the world, which is formed
through the integration of theoretical knowledge.
Key words: higher education, advertising, public relations, training,
knowledge, professional picture of the world, social functions of education.

AN ALGORITHM OF TRANSITION TO THE COMPETENCY-BUILDING

MODEL OF SPECIALIST TRAINING

L. A. Osmuk (Novosibirsk)
The article addresses the problem which Russian Universities have already
faced (or will face): adoption of the competency-building approach to educational
process. It is emphasized that, as the majority of innovations, this process has
both positive and negative sides. The article offers a potential algorithm of
transition to a new model of specialist training, which has been tested at the
Novosibirsk State Technical University. The basic principle of this algorithm is
the professional analysis of the context with the involvement of experts.
Key words: educational system, competency-building approach, competencybuilding model, competences, algorithm of transition, evaluation of competences.

which testify to the accruing crisis of readers culture. The author connects the
reasons for the decrease in the role and quality of reading, decline of the
significance of literature in the present cultural space with the process of
strengthening of the feeling of presentism entailing the radical value relativism.
Simultaneously with ascertaining the accruing systemic crisis of readers culture
the author reveals the potential of media-culture, its creative resources, where
paradoxical strategies of reading and understanding are formed.
Key words: transitive society, cultural and generational gap, post-mass
literature, readers competencies, the game-like poetics of reading/writing.

EVOLUTION OF THE VALUE AND MEANING ORIENTATIONS
AND THE COMPONENTS OF CREATIVITY IN THE COURSE
OF VOCATIONAL TRAINING OF THE STUDENTS-PSYCHOLOGISTS

A. V. Tarakanov (Novosibirsk)
In article there are considered some pressing issues of personal growth of the
students getting higher psychological education. Developing the ideas of A. K.
Markova and E. A. Klimov, the author comes to a conclusion that certain
components of personal sphere (in particular, value and meaning orientations
and creativity), on one hand, influence the professional formation of the
psychologist, and, on the other, are subject to change in vocational training and
formation process. The data of empirical research confirming the theoretical
positions developed in article are cited. The analysis of the results is carried out
using the methods of mathematical statistics.
Key words: values, semantic orientations, creativity, professional
orientation, professional development of the person.

AN ANTHROPOCENTRIC APPROACH TO THE TEXTUAL

COMPETENCE OF THE HIGHER EDUCATION STUDENT

G. M. Mandrikova (Novosibirsk)
The paper addresses the problem of forming the textual competence of the
native speaker (in our case, the higher education student), its lexical level in
particular; the latter is understood as elementary lexical skills within the
framework of the anthropocentric approach, i.e. comprehension of the scientific
text, interpretation of its vocabulary, understanding new concepts based on the
ability of personal language awareness predetermined by the current personal
world-view.
Key words: anthropocentric approach, lexical competence, agnonyms,
lexical lacunas, lexicon of the native speaker.

EDUCATION IN THE CONTEXT

OF SOCIAL ADAPTATION OF THE YOUTH

E. A. Kansiyarova (Novosibirsk)
The purpose of the present article is to study the role of education in social
adaptation of the youth. Education is considered as a resource of social adaptation
of the youth, and the knowledge, in turn, as a meta-means. The features of
natural and organized education of the youth in the social adaptation context
are outlined. The opposition of traditional and nonconventional education
systems is analyzed. The author suggests using the normative-interpretative
approach on the basis of the general scientific principle of complementarity.

TRAINING

Yang Fang (Shenyang, China)

Improving the methodical system according to the principle of mastering the
foreign language together with learning the corresponding culture is acquiring
the status of a strategic task. Since the culture as a whole is studied by the
science of culturology, the usage of the linguo-cultural approach is very important
now for the system of teaching Russian as foreign language. Thanks to this
approach a close connection between language and culture is established in the
process of training.
Key words: language, culture, communication, teaching.

during the research on the social-cultural adaptation (on the example of foreign
students of the Novosibirsk State Technical University). There is analyzed a
formed contradiction in understanding of the process of support of the sociocultural adaptation of foreign students as an administrative resource or as a
simple adjustment of interpersonal relations.
Key words: socio-cultural adaptation of foreign students, barriers for the
socio-cultural adaptations in another ethnical environment, cultural distinctions.

THE ROLE OF TRANSLATION ACTIVITY IN THE PROCESS

OF BUILDING THE LANGUAGE COMPETENCE OF THE REGIONAL
STUDIES SPECIALIST

O. V. Dubkova (Novosibirsk)
The recent development of psycholinguistics and knowledge engineering allows
us to construct a new approach to the process of building the language competence
of the bilingual specialist. One of the major components of the speech activity is
the translation activity which, according to our opinion, allows formation of
new cognitive structures reflecting systemic links on the lexical, grammar and,
most importantly, national and cultural level. The translation activity not only
gives students the opportunity to discover new elements of cognitive experience
but also establish intra-lingual and extra-lingual systemic links, which should
become the basis for the language competence of the specialist.
Key words: translation, bilingualism, cognitive experience, language
competence, national and cultural component.

SOME ASPECTS OF TEACHING HISTORICAL DISCIPLINES

A. P. Ostromenski (Novosibirsk)
It is indicated in the article that, under the conditions of mass higher
education and realization of its neo-liberal model, the history education
experiences considerable difficulties. They are caused by both general decline of
student erudition and obvious non-marketable nature of historical knowledge.
The author analyzes the practices which help students eliminate the gaps in
their historical knowledge and raise the general level of their culture which is
one of the traditional problems of higher education.
Key words: historical knowledge, thesaurus, educational practices.

TEACHING INTERNATIONAL HISTORY IN THE HIGHER EDUCATION

INSTITUTIONS: THE LOGIC AND THE PROBLEMS

I. V. Oleynikov (Novosibirsk)
One of the first problems in teaching international history in the higher
education institutions is the framework of concepts and terminology. After its
working out and formulating independent problems for the further search of the
answer, the acquaintance with the developed concepts is carried out (it is more
logical to do this in the educational process within the framework of a lecture
course), and the formation of an independent hypothesis starts; i.e., the search
of a possible solution of the problem begins. Thus the main condition, which any
hypothesis should satisfy, is its validity. There is no necessity to proclaim validity
of any hypothesis: in this case it becomes already a part of the theory. It is necessary
to foster the ability of the students to comprehend the set of facts by means of
hypothesis. And as a result, within the limits of an educational paradigm it
suffices to achieve the ability of the students to connect the hypothesis, the problem
and the framework of concepts and terminology. This is the requirement whose
value is often underestimated.
Key words: international history, framework of concepts and terminology,
hypothesis, educational paradigm.

DO NOT DO HARM, OR PHILOSOPHICAL REFLECTIONS

ON THE FATEFUL NATURE OF RUSSIAN LANGUAGE

V. P. Rachkov-Apraksin (Moscow)
A book has been published which deserves the closest attention. It causes a
special interest not only due to its author being a widely known Russian teacher,
academician Ya. S. Turbovskoy but, first of all, because it is devoted to the
problems which are important and significant today as, perhaps, never before
and which concern each of us, the entire society to the problems of Russian
language.
