Collette Flanagan has filed an ethics complaint against Chief of Police David Brown for purposely failing to notify the FBI Civil Rights Office of the shooting death of unarmed Clinton Allen on March 10, 2013. The initial police report was not completed until March 12, 2013, putting into question how a shooting summary could be submitted beforehand.
Ms. Flanagan demands that the ethics complaint not be dismissed at the preliminary hearing held on June 7, 2013, and that a evidentiary hearing on the issuance of a "Shooting Summary" to the FBI in regards to Clinton Allen, be held in accordance with Ethics Code Chapter 12-A. A mere statement that a "Shooting Summary" was completed is insufficient to discredit the evidence submitted in the Amended Ethics Complaint filed on May 24, 2013.
The Ethics Advisory Commission preliminary hearing does not accept testimony or physical evidence from either the complainant or defendant, but rather decides if just cause is shown. The documents attached show just cause.
