Organizational Capacity Development Brief narrative description Grants would be made to the national AIDS Council Secretariat in order to increase their capacity, something which would help to support their prevention targets. Grants would also be make to small local NGOs and other organizations that deal with the HIV/AIDS problem to increase their ability to respond effectively to the issue. Rationale: Building up organizational capacity is important to ensure that the problem can be faced in a way that is costeffective for UNAIDS. If UNAIDS is working to building capacity in all of these organizations, it gives UNAIDS a smaller footprint and allows the PNG organizations to spearhead most of the activities. Additional comments : We cannot achieve any level of scale without this step. Without relying on the existing capacities of local organizations, UNAIDS cannot possibly achieve its goals with the budget and timeframe allotted to it. This education will be geared toward improving demand for condoms, as well. Rationale: It is important, especially, for the Ministry of Education to work with USAIDS to develop a comprehensive HIV/AIDS curriculum so that correct knowledge regarding the disease can be given to young people (ideally before they become sexually active). Radio and community plays help to reach an audience that may not be educated or know how to read and present information about HIV/AIDS in an instructive, yet entertaining way. Additional comments: Scale is the biggest potential accomplishment of these activities. If every school in Momase can incorporate HIV/AIDS education, many thousands of children will be educated at a relatively low cost. Radio plays, also, are a huge accomplishment, as far as scale goesespecially considering that radio is the most popular form of electronic entertainment in Papua New Guinea.

UNAIDS would also print brochures about HIV/AIDS and distribute condoms in areas where they are difficult to find. Rationale: UNAIDS needs to carry out most of these activities because it is the only organization that has the resources to do so in this area of Papua New Guinea. We are targeting at-risk groups with condom and brochure distribution because the vast majority of new HIV infections comes from these groups. Additional comments: Aggressively targeting high-risk groups would have the effect of putting out the biggest firesso to speakat the very beginning of the project, thereby helping to stem the HIV infection rate early while other aspects of the

This activity cluster would mostly consist of a training of trainers approach. Focus of this training would be on HIV-prevention techniques.

Rationale: A training of trainers is important because it allows much of the groundwork of HIV/AIDS education to be handled directly by individuals at the local level. We are focusing on community leaders because they have alreadyexisting legitimacy amongst their people. Private-sector employersespecially large oil companiesare a key ally because they have at-risk employees and do not wish to see them become sick with the disease. Additional comments: This is a key sustainability step because this training can go on long after UNAIDS has exited the program. The trainers that we train can, in turn, train more trainers, etc. Obviously, this also has scale implications. PART TWO Scale Plan The scale plan involves several facets:

Getting a comprehensive HIV/AIDS curriculum implemented in every school in Momase Successfully airing radio plays about HIV on popular radio stations Training trainers who will do the same with more potential trainers Capacity development, especially of the National AIDS Council Secretariat, will help to dramatically scale up their operations.

Exit Plan

Our exit plan is a phase down and phase out plan. Ideally, as we enter the third year of the program, we will have succeeded in slowing down the rate of new HIV infections quite substantially (with our aggressive targeting of high-risk groups). Once that is done, we will be able to reduce our operational footprint and pass most parts of our program on to both the national government and small community-based organizations. If the spread of HIV has been reduced enough, the cost of maintaining the program's benefits will be negligible. Therefore, the benefits of the program should be maintained without much trouble.
