Followingdecisionweretakeninthemeeting : 1. Aspertheclause1.3.5ofRFPdocument,itismentionedthatincaseofnon availability of suitable bidder, a bidder can be considered for award of consultancyformorethanonecluster. Itwasdecidedinthemeetingthatonebidderwillbeconsideredtoawardthe workforoneclusteronly. Itwasdecidedthatrateswillbequotedexclusiveof ServiceTax.ServiceTax willbepaidasperprevailingratesatthetimeofpayment. Biddersweresuggestedtoensuretheavailabilityofcoreteammembersatthe timeof bidding.If it is foundthatCV(s)ofanyteam member is included in thedocumentsofanyotherFirm,bothFirmswillbeawardedzeromarksfor thatposition. With referencetoclause16.1,itwasagreedthatonlyonesetofapparatusmay beprocuredwhichwillremainwithMaterialEngineer. Itwasmadeclearthatlistofcoreteamrequiredforparticularclusterasgiven inclause4.1.2in tableonpage4,willbetreatedasfinal.

Revised evaluation criteria of key staff (Page8 & 9 of RFP document & financial bid (Annexure4.B) are annexed at AnnexureP & AnnexureQ respectivelyfordifferentclusters. Apart from above, following clarification was made by EPCO during the discussion: a. b. Joint Venture: Status of the firm at a time of empanelment will only be considered. Provision of team leader/coordinator: As per clause 4.1.2 of RFP document (Noteii) Number of personnel given in the table is only for technicalevaluationofthetechnical bid.Consultantsare free to deploystaff asperrequirementoftheproject. Turnover:ThebiddershouldhaveminimumannualturnoverofSupervision and Quality Control / Project Management Consultancy fee amounting to Rs.2.00Crore(Rs.TwoCrore)ormoreduringeachofthelastthreefinancial years. Experience:Experienceofkeypersonnelasselfemployedprofessionalmay beconsiderediftheprincipleclientisaGovernmentBody. WorkOrder:BeforeissuingtheworkordertoSQC,theclientshallconfirm with the PMU that the land required for execution has been allotted to PIU and it is ready for execution. EPCO shall also ensure thatthe workorderto commencetheexecutionhasbeenissuedtoContractor. Payment: Paymenttothe SQC shall be made only on recommendation of PIUwithrespecttoPhysicalProgressofwork,Progressof SQC,Presentneed ofSQCandamounttobepaid. Progressalert:TheConsultantshall prepareand submit monthly progress report duly certified by PIU. This report will include the progress as per approvedpertchart,causeofdelay(ifany)andrevisedtarget.

Ans. Yes.TheCVsshouldbesignedbothby theemployeeandtheemployer. Q.10 Shall Consultanthavetoestablishlaboratoryatsite? Ans. Asperclause16.3,theConsultantshallhavetoestablish amobilelaboratory. ThemeetingendedwithavoteofthanksbyExecutiveDirector,EPCO.
