2 Maintenance
The Consilium VDR contains no moving parts like fans etc. and a day to day inspection and maintenance is uncomplicated. Anyway there is good practice to keep the equipment clean and free from dust. It is also important to make sure that all external cable and connectors are in good shape. Note! Be careful when opening the units for repair or replacement and make sure that general ESD practices are followed.

3 General description
3.1 System description
The VDR is designed to meet the performance and technical requirements stated in IMO Resolution A.861(20), MSC.214(81) and IEC 61996-1 for VDR and IMO MSC.163(78), MSC.214(81) and IEC 61996-2 for S-VDR The data items to be recorded are listed in IEC 61996-1 for full VDR and in IEC 61996-2 for S-VDR. It is valuable to now what equipment that is recorded to better understand the system.

The input units are divided into four different categories: Audio input Audio Mixer Unit (AMU) Video input Video Grabber Unit (VGU) Serial input NMEA Unit (NMEA) Digital/Analogue input Signal Converter to NMEA I/O modules (Signal converter) The system is configured from an external PC running a VDR configuration tool. The result of the configuration is a file that is stored in the central and used by the system every time it starts up. Make sure that correct time is set on the PC (laptop). The input unit capture and compress external sensor data according to the configuration, supervise the inputs and sends the data to the central. The central records and supervise the data flow, packs the recorded data into a file each minute and send the data file to the storage unit. The storage unit acts as a circular buffer and the storage time depends on the storage capacity and the storage file size. Minimum storage time is 12 hours.

4.3.1 Microphones
The microphones are connected to the AMU and are placed at the bridge work station and on outside bridge wings.
Note! A short test tone from the microphones will appear every 12 hours.

Backup - used to initiate a 12h backup of the last recorded data. Mute/Ack - used to mute the alarm buzzer and to acknowledge alarms and warnings. Scroll up and down used to scroll in display window. Moon and sun used for changing intensity for day and night mode settings. Press both buttons at the same time to perform a lamp test. The display will be lighten up if it is in night mode if an alarm appears. Power LED will shine with constant green light when Power is connected. The use of the buttons and messages on the display will be described more thoroughly in dedicated chapters in this manual. Caution! Checkpoint 1 - Daily: Time and date should always be according to UTC. Check the time and date in the right upper corner of the display window.

4.7.1 Capsules
The mandatory storage unit is the fixed capsule or for S-VDR alternatively a floatfree capsule. Both capsules have a storage capacity of 4 GB or 8 GB. The storage time is minimum 12h. The fixed capsule has an exceptional protection against fire and for the full VDR also requirements on mechanical penetration resistance. The float free capsule has a release mechanism that automatically releases the capsule from the bracket in contact with water and automatically starts to transmit a radio signal to simplify retrieval.

5 System process
Before the VDR system can be used it has to be configured by an authorized technician and also commissioned by a certified commissioning engineer. The number of types and signals to be recorded is stipulated in the regulations IEC 61996-1 for VDR and -2 for S-VDR. After the configuration the VDR is turned on and shall never be manually shut down as long as the vessel is operational. The system is an autonomous system that during normal operation requires no supervision. See regulations in chapter 12. Note! During normal operation the VDR records the configured data continuously. The only notable notification is a short test tone from the microphones every 12 hour and the Remote Control Unit shows Normal Operation. The test tone is generated to make sure that the microphones are working properly.

2. Decide if the USB memory stick shall be removed for copying its data to another medium, or remain in Main unit for downloading by an Investigative authority. The USB memory stick now contains the latest 12 hrs recorded data until removed from and placed back in its holder in Main unit.

Continuation if decided to remove USB memory stick: 3. Remove USB memory stick and put it into an external PC (Laptop). Save the content on the local hard disc. 4. Install the Player (see Professional Player guide) and view the data. Note! If the Backup button is pressed a second time without removing the USB memory stick for copying to other media, there is a warning: BACKUP IS NOT POSSIBLE While the USB memory stick is removed there is a warning: NO USB STICK Put the USB memory stick back into its holder in MU again. When the saved data includes information which can be subject to an authority investigation, to proof its unhampered origin, we strongly recommend not removing the USB memory stick from the holder in the VDR, unless for intentionally giving access to another incident/accident backup. The USB memory stick must be removed from and replaced in its holder, or replaced by another USB memory stick delivered by Consilium. The USB memory stick to be used in a Consilium VDR must be formatted and delivered by Consilium to assure a safe function. It is not allowed to use any other USB memory stick. When the USB memory stick is replaced after taken out from its holder in Main unit, the VDR starts streaming data to it, erasing the oldest data first. If the USB memory stick is removed from its holder in Main unit without a previous Backup procedure, NOT recommended, it will include the latest 12 hrs period up to that very minute. (System must then have been running for at least 12 hrs).

7 Download data
The last 12 hours VDR data is always retained on the Capsule. There are different methods (IEC 61996, 4.5.1. Operation) to download data to other memories: 1. USB memory stick. Action initiated from the Remote Control Unit and USB memory stick data can be downloaded to an external laptop, e.g. by the crew or Investigative Authority Inspector. See Backup procedure above. 2. Investigator download. Action from a temporarily connected laptop e.g. by Investigative Authority Inspector. Action initiated from the external laptop computer (see below). This procedure shall only be used by an Investigative Authority Inspector or a specially trained Service Engineer. See the Investigative Authority Guide. 3. PBB or external ship computer or network. This is an optional connection. Action initiated from the PBB/external computer. See special instruction in the PBB chapter above following such installation. 4. Capsule download. Direct connection to a rescued Capsule to an Investigator's computer. This should be performed only by a person specially trained by Consilium. If any risk that the Final Recording Medium (FRM) inside the capsule has been exposed to any damage, contact Consilium Navigation AB, Nacka, Sweden.

8 In case of an error
Caution! Checkpoint 2 - Daily: Confirm that Remote Control Unit shows Normal Operation. Check for Alarms and Warnings and follow instructions. In case of a deviation/error the VDR notifies the operator on the bridge, with a message on the Remote Control Unit. 8.1 Alarm
During an active alarm the Remote control buzzer is sounding and the red background is blinking. Turn off the buzzer by pressing the Mute/Ack button once. This will silence the buzzer for 5 minutes and if the alarm still is active the buzzer is turned on again. Acknowledge the alarm by pressing the Mute/Ack button a second time within 5 min. When the alarm is acknowledged the buzzer will not go active again and the red light will be steady. Investigate and if possible adjust the cause of the alarm (see Error list in chapter 9). The alarm will disappear when the alarm is acknowledged and the cause of the alarm disappears. The display will be lighten up if it is in night mode if an alarm appears. Mute/Ack button

10 System restart
10.1 Regulations
Danger! The recording process to the final recording medium in the capsule shall not be interrupted for more than 10 min during the saving process. Recording may also be terminated under the following circumstances: a) during essential maintenance purposes whilst the vessel is in port; b) when the vessel is laid up; c) upon request by an investigation authority, for example after the vessel had been involved in a marine incident.
It is good practice to switch off battery power before switching off the main power and turn on main power before turning on the battery power. This will minimize the load on the batteries.

Danger! Be aware of system interrupting regulations (10.1) above before turning off the system. Quick guide to switch OFF the system: 1. Switch off Battery by lifting up the breaker + and at the same time. 2. Switch off Power by lifting up the breaker L and N at the same time. Quick guide to switch ON the system: 3. Switch on Power by pushing down the breaker L and N at the same time. 4. Switch on Battery by pushing down the breaker + and - at the same time. Note! If only main power is switched off then the VDR will run for another 2 hours on battery before shutting down. If the VDR is left in this condition for a longer time the batteries will be drained and they have to be replaced in order to guarantee operation at the next start. The system voltage is nominal +28VDC instead of +24VDC. This higher voltage is needed to have an efficient charging and supervision of the batteries.

11 Power fail
If the external power to the system is lost the VDR generates a power fail alarm. During power failure all input units apart from the audio is shut off in order to minimize the battery capacity. After two hours of power fail the unit shuts off itself. This is done to make sure that if the power failure is caused by serious accident the data on the capsule is not overwritten.

12 Regulations
12.1 Purpose of VDR
According to IMO, the purpose of a Voyage Data Recorder (VDR) is to maintain a store, in a secure and retrievable form, of information concerning the position, movement physical status, command and control of a vessel over the period leading up to, and following, an incident having an impact thereon. This information is for use during any subsequent investigation to identify the cause(s) of the incident.
Older cargo ships built before 1 July 2002 can have a Simplified VDR (S-VDR), meaning
that at least Date and Time, Ship position, Speed, Heading, Bridge Audio, Communication Audio, Radar main display and AIS, shall be recorded by the VDR and stored in Final Recording Medium (FRM) and protected by a Capsule. (If more bridge information is available as IEC 61162 [NMEA] data signals, it must also be recorded).
Modern cargo Ships (built after 1 July 2002), all passenger ships and all ro-ro passenger
ships must have full VDR, meaning that more information available on the bridge must be recorded and stored in the FRM/Capsule. Such additional information is Echo Sounder, IMO mandatory bridge alarms, Rudder order/response, Main engine and Thruster order/response. If these ships are enjoined to have indicators on bridge for Status of Hull-Watertight- and Firedoors, Acceleration and hull stresses, Wind speed and direction, that information must also be recorded and stored.

During the course of an investigation, the investigator shall have custody of the original VDR information in the same way that the investigator will have custody of other records and evidence under the Code for Investigation of Marine Causalities and Incidents. How to replay data is described in the Professional Player Manual. The procedure how to save and download data is described in User Information. A special instruction for investigation officials is described in the Investigative Authority Guide.
12.6 IMO
GUIDELINES ON VOYAGE DATA RECORDER (VDR) OWNERSHIP AND RECOVERY 1. The Maritime Safety Committee, at its seventy-fifth session (IS to 24 May 2002), approved the annexed Guidelines on voyage data recorder (VDR) ownership and recovery which have been developed to support provisions of the revised SOLAS regulation VIIS, as amended by resolution MSC.99(73), and, in particular, to support the carriage requirements for voyage data recorders contained in the revised SOLAS regulation V 120, which are expected to enter into force on I July 2002. 2. These Guidelines reflect the five basic issues relevant to VDR ownership and recovery, which are ownership, custody, recovery , read-out and access to the VDR information, as envisaged by the revised SOLAS chapter V. 3. In view of the complexity of the matter, close co-ordination and co-operation among interested parties, as appropriate, in any recovery operation of a VDR is encouraged. 4. Member Governments are invited to bring the annexed Guidelines to the attention of all parties concerned.

13 Appendix
13.1 Procedure after Maintenance or Repair on the VDR or any sensor
Checkpoint 5 - After Repair, Maintenance and/or System changes on VDR system Instructions for downloading and verification of the final recording medium. These should be carried out whenever maintenance or repair has been carried out on any sensor or on the VDR itself. 1 Check for Alarms/Warnings on the Remote Control Unit. a. If an Alarm or Warning have occurred consult error list (chapter 9) and follow instructions. 2 Perform a Backup on Remote Control Unit by Pressing Backup button twice within 2 seconds. 3 Shortly after that the display shows: BACKUP READY 4 Remove the USB memory stick from Main Unit. 5 Put the USB memory stick into an external PC (Laptop). 1 General
1.1 Overview of this Manual
The Investigation Authority Guide is mainly intended for use by an investigative body. It contains information on how to download data from the VDR and necessary information about the downloaded data.

The Voyage Data Player (VDP) program provides an easy to use, interactive way of playing back voyage data from the VDR or a protective capsule on a PC (Laptop).
The information is presented in a user-friendly Windows interface, where different sensors are displayed in different windows. All information, including audio playback, is synchronized in time and simultaneously replayed. With the VDP it is possible to locate an event or a time sequence of interest using various search methods. It is possible to run the playback in normal, reverse, fast or step mode. It is easy to access data by date and time (see chapter 3 for data structure). The Voyage Data Player can be ordered from Consilium Navigation AB.

Special software is needed for replaying the data: - Consilium Voyage Data Professional Player (VDPP) is available for downloading from sent out CD, or - Consilium Voyage Data Analyzing Player (VDAP) can be ordered from Consilium Navigation AB. The VDR automatically records and stores data on the Capsule according to IMO Resolution A.861(20), MSC.214(81) and IEC 61996-1 for VDR and IEC 61996-2 for SVDR Such data is stored for 12 hours (optionally longer), and is then automatically overwritten by new data. The VDR also records data to an USB memory stick placed behind the locked door in Main Unit. In order to safely remove the USB memory stick follow the Accident/Incident Backup procedure (see User Information). That data will be saved on the USB memory stick until it is removed and put back again. Recorded and saved data can be downloaded to a PC (Laptop) in different ways: 1. Directly from the capsule it self, after capsule and/or data storing function has been exposed to a destroying accident (see 2.1). 2. By after a backup procedure removing the USB memory stick placed in the Main Unit and copying it (see 2.2). 3. From the capsule connected to the VDR Main Unit via an Ethernet output (see 2.3). 4. From USB stick via Ethernet output. Optionally other connected input sources can also be recorded, i.e. other radar-, ECDIS-, conning-displays, ITV, etc. Such data are normally not stored on the capsule memory, but on other internal or external e.g. on a Portable Black Box (PBB).

6. Mark source directory, mark Copy source data files and set a destination for the data.
Note! Never run the Player data directly from the USB memory stick. Always save it on a PC (Laptop). NOTE: The VDR records data to the USB memory stick. In order to safely remove the USB memory stick follow the Accident/Incident procedure. If the USB is removed from its holder in Main Unit without a previous Backup procedure, data might be missing or be corrupt. Note! When the USB stick is put back into the VDR holder, the saving process of the capsule memory starts directly, and the previous data will be gradually removed from the USB stick.

3 Data structure
3.1 File Types
All data is recorded when received or at preset intervals, and stored in folders for each minute of the hour. All input data is written in the form of digital files. It takes the following form: Navigational data, depth, speed, IEC 61162/NMEA-compatible data, etc., is stored as text files once per minute. The VDR makes no attempt to decode the NMEA data, it just stores it. At viewing time, it is up to the player application to decode the NMEA protocol data and display it. Sound information from microphones, VHF communications, etc., is stored in the form of compressed MPEG1 layer 2 sound files, once per minute, one for each of the four mixer output channels. Video from radar and other high-resolution video sources is stored as JPEG files once every 15 seconds, in one file for each of the input channels. Ship specific data and configuration of the data needed for replaying are saved as configuration text files (VDR config).

The lowest level in the file structure consists of a compressed folder named .zip. All files are stored in a common directory structure on the hard disk consisting of: One-minute directories for each stored minute of information, containing the audio channel files, high-res, low-res video files, and the Data file containing text. 100 (00-99) one-minute directories put into hundred-minute directories. 100 (00-99) hundred-minute directories put into ten-thousand-minute directories 100 (00-99) ten-thousand-minute directories put into one-million-minute directories 100 (00-99) one-million-minute directories put into the main directory.
There is no way of telling the exact time that data was recorded by looking at the directory names. The time stamps are in the Data file of each minute directory. The interpretation of the data should be left to the Voyage Data Player. After 12 hours of data has been stored, the oldest data is removed as the next minute is recorded.
4 Appendix
4.1 Change IP
Connect the PC to the Ethernet switch in the Main unit.
Make sure that Your PC TCP/IP settings are set as follows: - Open your Networks connections from the Control Panel on your PC. - Right-click on Local Area Connection and select properties.

2 General Description
2.1 Voyage Data Pro Player
The Voyage Data Pro Player is a PC program for playback of VDR data, recorded by any model of Consilium Voyage Data Recorders. The Voyage Data Pro Player is designed for replays where a general apprehension is needed of an accident or incident, in what order episodes has happened and actions has been taken etc. All recorded data can be presented as requested by IMO regulations for VDR and S-VDR. All data, configuration files and event files in the VDR can easily be displayed in the program. Most information is presented in pictures, values or status corresponding to the value or status shown on the bridge. Some of them are shown on animated meters and displays similar to that on the bridge. The presented information is split in the Player in following preset sections for easy overview, finding and comparison of essential data: Video Navigation/ Manoeuvring Alarms/ Indications Composite/ Animation Radar(s) and other video displays if recorded Position, Heading, Speed, Depth, Engine controls etc. Bridge Main Alarms, Door indicators Presentation of data on displays and meters like on bridge

3.1 Install the program
The Voyage Data Pro Player is supplied on a CD or on an USB stick together with the VDR data. Should the installer not start automatically, start the installation manually.
Click on Start/Run.
Enter d:\install.exe (where d: stands for your drive where the VD Player software is inserted).
After the installation is finished, there will be a Player icon on your desktop and a Consilium item on the Start menu.

Make the recorded VDR files available from the same computer as the player program. Open the Player program by double clicking on the Player Icon: When the program opens, choose File on the menu bar and then Import VDB on the drop down menu. Write the path in Source Directory box or use the Browse function to find the Voyage Data Base directory (VDB) which contains the recorded VDR files.
Click OK. If the directory does not contain recorded data following dialog box is shown:
The VDB can be given a new Data Base name, e.g. the name of the vessel and/or incident and date. If the VDB is collected from a source outside the own computer memory (e.g. network, DVD, CD, USB stick) it can be copied to own computer by marking Copy source files and by defining Destination data directory. Further Description (notations) can be connected to the saved version (configuration) of the VDB.

The caption of the Player at the top of the main window shows the type of Player and the name given to the replayed data (VDB) - normally the name of the ship, plus incident and date if needed. The command interface has four toolbars controlling various functions of the Player. The toolbars may be docked below the menu bar or can be ripped off and used as free-floating objects. All functions on the toolbars can be handled from the curtain menus at the menu bar. Several functions can also be handled by double or right clicking at actual window (see detailed instruction below). The toolbars and their functions are:

The recorded data is assigned to four pages. There are four selectable pages (bottom left of the screen) showing: The page will change by clicking on the page tab at the left bottom of the screen: Before starting the replay there are no values or pictures in the displayed windows. When stopping the replay all values/pictures will remain, corresponding to the time shown in the time window. When a new starting time is chosen all values will disappear until the replay is started again.

Replay is stopped by clicking on the black square to the right. (Playback menu: Stop) The exact displayed date and time UTC is shown to the right on the time bar:
As default the total recorded playback range (UTC) is shown on the time ruler. The grey inspection pointer present actual playback time on the time ruler. The pointer can be moved to another time position by left-click and drag. (Playback mode: Set current playback time). For easier handling a specific time sequence in a long recording, the playback time range on the time ruler can be changed by using the buttons on left side of the time bar:
Click on OK. The selected playback speed remains at every start until changed by or set back to normal. The Fast mode initialization window is returned to by clicking on the hammer icon on the playback bar.

Normal playback speed is returned to by clicking on the other (now blue) speed icon on the playback bar.
The audio channels can be toggled on/off directly on the Audio bar , or from the Audio dialog box available from the button to the right on the Audio bar. Each channel can be turned on/off separately or in any desired combination. Audio volume can be adjusted by the computer/Windows volume control. Note! It is recommended to listen to one channel at a time since the sound might get distorted when listening to more than one channel.

Close the VDB by pressing the Close VDB-button to the right on the VDB bar. (File menu/Close VDB) All changes made in the Player e.g. Data windows turned on/off, resized or moved to different positions on screen, changed replay time range etc. can be saved. Next time that VDB is opened the Player pages will appear in the same way as when it was closed. Therefore there is a dialog box requesting to save the current VDB configuration each time the present VDB, or the complete Player, is closed.
The VDB configuration can also be saved while running the Player and not closing the VDB:

Select File menu/Save VDB configuration As. In the dialog box a new name can be given to the VDB as well as new Description/notations.
The new VDB will be added to the Select database-list when opening a VDB and the previous VDB will remain on the list as it was last time it was saved.

Start the player without any VDB selected. Select File menu Open VDB and click on the database to be renamed:

Press the Rename -button. Close the window or open a VDB by selecting it and press OK.

Press the Delete-button and then, in next dialog box, press Yes.
The actual version of the VDB with its configuration files will now be deleted. Note! The source database is referred to in every VDB version, created from that imported source data. If that source data also shall be deleted, mark delete source database before pressing the Yes button. Another dialog box will now tell the location of the VDB directory to be deleted. If correct, press Yes.
