South Belut Project ITB No. CS15651867 Engineering, Procurement, Construction and Installation Subsea and Topsides Facilities Stage 1, Technical and Administration Exhibit C Scope of Work 1 1.1 General Introduction The South Belut field is an offshore development located in Block B of the Natuna Sea approximately 10 Km south of the North Belut field. The South Belut reservoir is about 10km east to west and 3 to 4 km north to south, in 102 m deep water. Four (4) commercial zones have been identified. ConocoPhillips holds a 40% working interest in the Block B PSC and acts as the operator. The development partners are INPEX with a 35% working interest and Chevron with a 25% working interest.

Figure 1-1: Location Map of South Belut Field The South Belut field is part of Companys Block B Development Phase 5 and upon installation it will supplement gas deliveries to the SembGas GSA-1 contract, whereas the currently producing North Belut field is dedicated to the SembGas GAS-2 contract.

Figure 1-2: Block B Development Plan Company has completed the FEED of the South Belut Field Development Project, and a solid basis of engineering, cost-estimating and scheduling has been packaged to realise successful completion of the project via EPCI contract. The FEL 3 final concept comprises an 8 sub sea well development with the ability to add 3 future wells via a common pipe line tie back to the North Belut Central Processing Platform (NBCPP) for processing. The project requires installing new subsea wells, a subsea pipeline and umbilical, and the associated subsea and topsides infrastructure to receive, control, and measure South Belut gas on the existing NBCPP. South Belut gas and liquids shall be measured and commingled at NBCPP, and the combined production will then be exported to the existing Belanak FPSO for onward treatment and sales. 1.2 Nomenclature Following nomenclature has been used where applicable throughout this Exhibit C document only. All other abbreviations will in the first occurrence include a full description. Refer to Terms & Conditions document provided as for a full list of definitions and terms used in this Contract. Work Designation EPCI Work Packages Company intends to realize the project through execution of two major work packages; Subsea & Topsides Facilities EPCI Scope (which is the subject of this Contract) and the Subsea Wells Scope (which is not the subject of this Contract). The Subsea Wells Scope is a combination of contracts under Companys Drilling Department and these are referred to either individually or collectively in this Exhibit C as Subsea Wells. Packages shall be tendered out separately, and Contractor shall undertake all Work necessary to deliver and integrate its designated Work scope only. The matrix below in Figure 2.1 is a summary of Subsea & Topsides Facilities EPCI and the Subsea Wells scope. The scope split shown below in Figure 2.1 is for clarity only. Contractor shall be fully responsible to perform the Work and deliver the Contract Objects to Company as defined in the entire Contract, including Company Supplied Data provided in Exhibit G.

Figure 2.1: EPCI Workpackages Matrix 2.2 Scope Designation This Exhibit C provides the technical Work requirements from the Contractor in executing Subsea & Topsides Facilities EPCI Scope of the two work packages described above in Section 2.1 of this document. Subsea Wells Scope is not part of Contractors scope of Work. There will be the need to manage interfaces with Companys providers of Subsea Wells Scope, and Company Furnished Materials vendors, as set out in Section 7, Interface Management, of this document. The matrix shown below in Figure 2.2 summarises interfaces which predominantly exists between or amongst Subsea & Topsides Facilities EPCI Scope, Subsea Wells Scope, and Company Furnished Material for Subsea & Topsides Facilities EPCI Scope in relation to the existing North Belut CPP. This is a high-level matrix for guidance only, and does not show every interface, nor does it show all of the inter-contractor administrative and verification interfaces.

South Belut Project ITB No. CS15651867 Engineering, Procurement, Construction and Installation Subsea and Topsides Facilities Stage 1, Technical and Administration Exhibit C Scope of Work 2.3 Company Furnished Material To improve or maintain over all project schedule, some equipment required under this Contract has been classified as Company Furnished Material for the Contractor to integrate into the Contract Objects and over all facilities design. Contractor shall be responsible for the land and marine transportation of Company Furnished Material from the Delivery Point defined in Contract, Exhibit J - Company Furnished Material. 3 3.1 Description of Work Work Objective The objective of the South Belut Field Development Project is to install gas gathering, receiving and metering facilities to recover South Belut field gas reserves needed by Company to fulfill its Block B PSC commitment to SembGas. As described above in Section 2 of this document, Work shall be undertaken through execution of Subsea & Topsides Facilities EPCI Scope to realize an integrated South Belut Field Development. This Contract describes the Contractors obligations in executing the Subsea & Topsides Facilities EPCI Scope. Contractor undertakes, in performing the Subsea & Topsides Facilities EPCI Work scope, to cooperate actively with Company in seeking beneficial ways to keep capital and operating costs for the Contract Objects as low as reasonably practicable. 3.2 Work scope and Responsibility Contractor shall carry out, in accordance with this Contract, all project management, project services, coordination with Company and Companys other contractors, Company Supplied Data verification, detail engineering, procurement (excluding Company Furnished Material), construction, installation, pre-commissioning, commissioning support and start-up support as required to perform the Work and deliver the Contract Objects, as described below in Section 4 of this document, to Companys satisfaction. Other support activities required of the Contractor to realize its Contract Objects are, but not limited to, mobilization and demobilization of Contractors Spread, Contractors Items and Contractor Group Personnel and insurance. The Marine Warranty Survey and MIGAS inspection and certification shall be performed by Company through its appointed contractors; Contractor must cooperate with Company and Companys designated contractors in these matters. Contractor shall provide all required resources and do everything necessary to perform and complete the Work satisfactorily in accordance with this Contract, including the Company Supplied Data provided in Exhibit G. Contractor shall assign qualified and experienced personnel, Key Personnel, facilities, equipment, supervision, tools and consumables, supplies, materials and other resources required to realize the objectives of this Contract. All permanent, temporary, support and consumable materials, equipment and goods not defined as Company Furnished Material in Exhibit J shall be procured by Contractor. 3.3 Provision of the ASV for Performance of the Work. Contractor shall provide an ASV at the Installation Site (details as described in Attachment 2 of this Exhibit) for Contractor Group Personnel and Company Group Personnel. The ASV will be the sole accommodations available to Contractor.

South Belut Project ITB No. CS15651867 Engineering, Procurement, Construction and Installation Subsea and Topsides Facilities Stage 1, Technical and Administration Exhibit C Scope of Work Any Contractor downtime (labour, equipment, vessel etc.) as a result of Contractor failure to mobilize the ASV in accordance with the Contract, or failure to maintain the ASV fully operational at the Installation Site, will be to Contractor account. The ASV is required to be available for use by Contractor Group Personnel and Company Group Personnel through completion of Commissioning and Start Up Work. Contractor shall be responsible to perform all modifications on the host North Belut platform as required to enable safe connection of ASV walkway. 3.4 Subsea Production Control System (SPCS ) The Subsea Production Control System (SPCS) is Contractors Supply and will be procured by Contractor from Companys preferred manufacturer. Technical details are included in Company Supplied Data B-84535-BS-KK0-GN-33-001 Functional Specification Subsea Controls System. An indicative listing containing summary descriptions of the types and estimated quantities of equipment and services that Contractor shall purchase from Companys preferred manufacturer are included in Attachment 3 of this Exhibit. The following items are part of the SPCS which are individual Contract Objects or part of a Contract Objects in section 4: 1. Master Control Station (MCS) 2. Subsea Power Supply (SPS) 3. Hydraulic Power Unit (HPU) 4. Topside Umbilical Termination Unit (TUTU) 5. Subsea Controls (Subsea Distribution Units (SDUs), ElectroHydraulic Flying Leads (EHFLs), Infield Umbilical Terminations (IUTs), and Umbilical Termination Assemblies(UTAs) complete with subsea protection structures) Ancillaries, test equipment and spares required for the SPCS shall be an integral part of the SPCS supply as specified in Attachment 3 of this exhibit. References to SDUs, UTAs and venturi flowmeters in this Exhibit are deemed to include any associated subsea protection structures. Within five (5) Business Days of the Effective Date, Company will provide Contractor all technical information required to issue a formal request for quotation (RFQ) to Companys preferred manufacturer. Thereafter, Contractor will immediately issue the formal RFQ. Upon receipt of the quotation from Companys preferred manufacturer, Company and Contractor shall jointly review the proposal received from Companys preferred manufacturer, in response to the RFQ, and Contractor shall prepare a summary recommendation. Company shall approve the final Purchase Order (PO) award, including price and schedule, prior to execution of the PO between Contractor and Companys preferred manufacturer. Upon written approval of the final PO award by Company, Contractor will immediately issue the PO The PO shall be issued no later than thirty (30) Days after Effective Date. The technical information provided by Company to Contractor for inclusion in the RFQ will include complete SPCS design. Contractor shall procure, deliver and perform all detailed engineering required to incorporate the SPCS design into the Works in accordance with the Company Supplied Data. Contractor is responsible to interface directly with the SPCS supplier and ensure overall EPCI design compatibility and integrity with the SPCS design.

South Belut Project ITB No. CS15651867 Engineering, Procurement, Construction and Installation Subsea and Topsides Facilities Stage 1, Technical and Administration Exhibit C Scope of Work Contractor is fully responsible for the management of the SPCS PO and incorporation of the SPCS into the Work in accordance with the provisions set out in this Contract. Contractor will provide adequate resources and systems covering, but not limited to, the following areas: project management, interface management, engineering, procurement, material controllers, quality management, onshore integration testing, QA/QC inspection, operability assurance, HSE, expediting, logistics and transportation and project controls. The delivery of the SPCS under the PO will be Ex-Works Singapore and Contractor shall be responsible for onward transportation and incorporation into the Work. The required delivery date Ex-Works Singapore is set out in Exhibit H, Contract Schedule. Compensation to Contractor is set out in Exhibit E, Compensation. 3.5 Conformance of the Work Contractor shall engineer, procure, fabricate, construct, install, integrate, test and commission (where indicated) the Contract Objects to conform to the Company Supplied Data and all other requirements of the Contract. All material and equipment supply, fabrication, construction, installation, integration, pre-commissioning and any designated commissioning work shall be in accordance with the plans, engineering documentation, drawings, specifications, reports, procedures, and regulatory requirements issued by Contractor and approved by Company. No deviations to the Company Supplied Data, the Contract or Contractor issued deliverables approved by Company are to be made by Contractor without prior written approval from Company. 3.6 Contractors Work Execution Plans Contractor shall prepare relevant Work plans for Companys approval, described in detail elsewhere in this document. The plans shall address in detail each component or stage of the Work and all areas where interfaces are required to enable seamless completion of Work to achieve the safe, reliable and efficient delivery of an integrated South Belut facility. All plans and supporting documents shall cumulatively set out all Contractors engineering and management, planning and scheduling, internal control, interfacing and quality, safety, regulatory and other systems and processes required to ensure the proper performance and completion of the Work, in accordance with the Contract, including the Company Supplied Data. Contractor shall update the plans as necessary during the performance of the Work securing Companys acceptance of any proposed deviations prior to their implementation. Contractor shall carry out the Work in accordance with the approved updated Work plans 3.7 Contract Schedule, Contract Value and Compensation Contractor shall perform and complete the Work in accordance with the Contract Schedule set out in Exhibit H. The Contract Value and Compensation methodology are set out in Exhibit E. 3.8 Allowance for Complexities Contractor shall be responsible for all allowances required to incorporate all project complexities.

The listing of Contract Objects set forth in this Exhibit C is not fully exhaustive and Contractor shall be fully responsible to deliver the Contract Objects to Company as defined in the entire Contract, including the Company Supplied Data. Contractor shall be responsible for all loading and transportation of Contractor Supply and Contractor Items required for performance of the Work. In addition, Contractor shall be responsible for the transportation of Company Furnished Material as required, from the Delivery Point defined in Exhibit J to the final location of the tangible work product. Contractor shall design and allow for deviations of up to 50 meter radius from the current Well coordinates provided in Company Basis of Design (Document No. B-84535-BS-GG0BOD-00-0001). In the case Company updates the current Well coordinates within the 50 meter radius stipulated above, Contractor shall perform all required Works to implement such updates without any Change to the Contract Schedule or Contract Price. The Work shall consist of validating FEED, detailed engineering, procurement, fabrication, construction, testing, installation, subsea integration and pre-commissioning, and commissioning support of the Contract Objects in accordance with the Company Supplied Data. 4.1.1 Flowlines, Flowline Tie-In Spools and Venturi Meters Well-fluids shall flow via the subsea Pipeline through individual Flowlines and their Tie-In Spools from all subsea Wells. Each Flowline and the Tie-In Spools shall consist of multiphase lines of adequate lengths and paths, and constant adequate bores over their respective lengths, commencing from downstream of the Wellhead Choke Valve through to the upstream connection of the Check Valve located at the Barred Tee Assembly. Each well stream shall be provided with a dedicated Venturi Meter in the Tie-In Spool section upstream of the Flowline. Venturi Meters shall provide well-stream monitoring through instrumentation tied back to the respective Wellhead module. Flowlines, Flowline Tie-In Spools, Venturi Meters and associated connections shall be of an adequate mechanical strength to operate over their intended design life. External corrosion control shall be provided with the combination of anti corrosion coating (including field joint coating) and cathodic protection. The corrosion protection system shall be designed and provided to meet the design life of the flowline. Venturi Meters are part of the SPCS and shall be procured by Contractor from Companys preferred manufacturer as described in Section 3.4 of this Exhibit C. Contractor shall procure, deliver, perform all detail engineering, to incorporate the Venturi Meters into the Works including installation, topsides integration and pre-commissioning, and commissioning support of the Contract Objects in accordance with the Company Supplied Data. Contractor shall provide a new dedicated PCS, PSD and SCS to minimise interference between North Belut field and South Belut field automation systems and improve reliability/availability. The ESD/F&G functions shall be a under a single integrated sub-system for both North Belut and South Belut fields. South Belut fields Automation System development shall follow and refer to the North Belut philosophies and manufacturers without exception. Modifications to North Beluts existing ESD/F&G system shall be undertaken by Contractor where necessary to enable the tie-in and provide coverage of this common SIS sub-system in a safe manner without interruption to the existing systems. SIS shall be designed to the required SIL Level. MCS and SPS shall be procured by Contractor from Companys preferred manufacturer as described in Section 3.4 of this Exhibit C. MCS and SPS are part of the SPCS which shall be procured and integrated into the Work by Contractor from Companys preferred manufacturer as described in Section 3.4 of this Exhibit C. Contractor shall take custody and control (including preservation) of Company Furnished Material at the location specified in Exhibit J to complete the Work. Prior to Demobilization, Contractor shall restore the Work Site to its original condition, free of any construction debris. Contractor is responsible for the proper management and execution of the Work and shall have the appropriate level of representation at all Work Sites under its supervision (including adequate supervisor to workers ratio) to ensure the safe, efficient and timely performance of all elements of the Work in accordance with Contract requirements. Contractor shall keep Company fully informed at all times of progress and areas of concern in accordance with the requirements set out in Exhibit F.

Company shall be kept fully abreast by Contractor of all Work internal interfaces, be invited to attend Contractors regular interface meetings and Company shall be provided with unrestricted access to technical data and documentation. Company may furnish this information to its other contractors. An Internal Interface Management Plan shall be submitted to Company by Contractor within thirty (30) Days from the Effective Date, for Companys review and approval. Contractor shall incorporate Companys comments and re-submit to Company for approval. Upon Companys approval, Contractor shall issue the Internal Interface Management Plan to all persons to whom Contractor has an internal Scope interface obligation, or who have an internal Scope interface obligation to Contractor. Table 7.1 below shall be used a basis for development of the Contractors Internal Interface Management Plan. Provide a system that will be applied during all phases of the Contract; through detailed design, procurement, fabrication and testing, construction and installation, hook-up, pre-commissioning and commissioning, and handover of the certified Subsea & Topsides Facilities. It will address all the internal interfaces within Contractor Group. Establish a framework that promotes efficient management of internal interfaces, ensuring that the requirements of all Contractor and its parties for data, information and equipment are met timely. Establish a system that proactively identifies Scope interfaces in project execution, enhances communication on interface issues and ensures that items of Work are executed correctly, first time. Provide a simple, user-friendly and a transparent management system to minimize mismatch and rework in works executed by Contractor and its entities, and thereby minimize the potential for project schedule and cost overruns. Establish Work procedures and systems set up in a manner that ensures interface management between and amongst the Contractor Group. Contractor shall pay the highest regard to HSE and perform the Work without accident or incident in accordance with Companys Health, Safety & Environmental Requirements as set out in Exhibit M. Contractor shall implement their HSE Plan after approval by Company. HSE principles shall be applicable to all phases of Work through Commissioning and Start-Up. Contractor Group shall be familiar and comply with Companys offshore safety requirements, procedures and regulations at all times.

Operability Assurance Company has implemented a systematic Operations Assurance (OA) process involving all aspects of the South Belut Project. The OA requirements defined within Exhibit K of this Contract shall be implemented by Contractor and Contractor Group.

11 11.1

Engineering Management Scope of Work General Company has established a basis of engineering, cost-estimate and schedule needed by Contractor to execute the Work. Contractor shall verify FEED (Company Supplied Design Basis) and perform the detailed engineering required for the Work. Contractor shall be responsible for completeness, integrity and accuracy of the engineering to execute the Work. Contractor shall ensure that all engineering conforms to all requirements of the Contract and Quality Management System General Requirements, including particularly those of MIGAS and any other Indonesian Governmental Authorities. Contractor shall ensure that there is adequate engineering support during the Offshore Hook Up, Commissioning and Start Up phase to address any outstanding technical issues or queries. Company Furnished Material integration shall be the responsibility of the Contractor. Where there are anomalies or design interface issues, Contractor shall immediately inform Company and recommend any rectification. Contractor is responsible for the validation and development of Company Supplied Data, Contractor shall not deviate from Company Supplied Data unless it has obtained Companys prior written acceptance of the proposed deviation in each case. In the event of inconsistency, discrepancy or conflict between any information and/or requirements in documents having equal priority as set forth in Section 1.2 of the Contract Signature Document, the most stringent requirements shall govern unless Company agrees otherwise in writing. Contractor shall immediately notify Company in writing of any known inconsistency, discrepancy or conflicts, and Company shall promptly determine any ambiguity or uncertainty, subject to the preceding provisions above, and confirm in writing. Table 11.1 below provides a general summary of engineering activities to be performed by the Contractor.

Table 11.1: General Engineering Activities Contractor shall produce AFC engineering data and documentation necessary to perform the Work, and submit these for Companys review and acceptance, in accordance with the Contract Schedule. Contractor shall produce the commissioning and systems turnover procedures, Contractor shall be responsible for, but not limited to, generating the pre-commissioning, commissioning and start-up scope as follows; Draft and produce the commissioning procedures. Generate a mechanical completion hand over plan to facilitate early pre-commissioning and commissioning. Assemble the data dossier for mechanical completion, Identify the subsystems boundary limits on all required drawings. Populate the Completion Mechanical Systems with blank MC-ITR and PC-ITR multidiscipline templates to be completed and executed by the Contractor.

Detailed Engineering Management

Contractor shall establish a central engineering office for the Work at Contractors Central Location, in South Jakarta.

Contractor shall propose to Company appropriate personnel from its engineering organization to be mobilized to the construction Sites. Such personnel shall participate actively in the development of detailed procedures for, and in the execution of, all hook-up, mechanical completion, pre-commissioning and commissioning activities. They will also participate in development of start-up, operating and maintenance procedures and manuals. Contractor shall also designate and assign an experienced Commissioning Manager to manage and oversee the smooth and efficient onshore preparations and offshore execution. The nominated Contractor Commissioning Manager will report to Company Commissioning Manager. Company will assign full time Representatives who will be actively involved in all phases of the Work, and will be stationed at Contractor Sites as required. Contractor shall cooperate fully with Companys Representatives at all times.

11.2

Safety Reviews and Safety Studies Contractor is responsible to perform detailed and comprehensive safety reviews, studies and analysis for assessment and implementation. Contractor shall, within 90 (ninety) Days after the Effective Date, submit to Company a Process Safety Review plan for approval. The plan should detail, as a minimum, milestones for types of reviews to be conducted, attendees (including representative(s) from Contractor and Company), procedures, methodology and agenda. Wherever applicable, safety studies shall be updated based on the existing safety studies of North Belut to include the South Belut facility to demonstrate the facilities have been designed, constructed, and installed with all risks reduced to As Low As Reasonably Practicable (ALARP). Studies shall include but not be limited to Gas Dispersion/Flare Radiation Studies, Escape Temporary Refuge Evacuation and Rescue Analysis (including Smoke Dispersion modeling for TR Impairment), Pipeline and Ship Collision Risk Analysis, Fire and Explosion Risk Analysis (including CFD analysis for blast overpressure), Noise Study, SIMOPS and Human Factors Engineering. This shall require the use of risk assessment techniques such as Quantitative Risk Assessment (QRA) Contractor shall also evaluate requirements for passive fire protection. Contractor shall determine the actual type, extent and solution required, based on the risk analysis that it shall carry out as part of its engineering Work. Contractor shall carry out all engineering activities and studies related to HSE in accordance with the Safety Design Philosophy and associated philosophies. In addition, Contractor shall carry out engineering activities and analysis as per IEC61508 Functional Safety of Electrical/Electronic/Programmable Electronic Safety Related Systems. Contractor shall also document the results from each step of third party verification. SIL Classification Report in Company Supplied Data shall be reviewed and updated accordingly during detail design using Layer Of Protection Analysis (LOPA) method. The SIL Verification study shall be performed and documented for each SIF by calculating the designed integrity level (reliability), the required critical function test interval and

This calculated integrity level must meet or better the target SIL classification required for each SIF as per SIL Classification Review. As per COPI Policy on Safety Critical Elemernt and Performance Standard (Document No. ID-G-BU-00000-00000-01318), Contractor is required to identify and list the Safety Critical Elements (SCE) related to South Belut facilities and how these control the risks by defining the Performance Goal for each SCE through specific Performance Standard. As per Operations Philosophy (Document No. B-84535-BS-PR0-PHY-GN-00-001) Contractor shall also update the Company Supplied Safe Operating Limit Table as per Upstream A&OI guideline - Safe Operating Limits (Document No. OE-AOI-GL-107). Based on all available engineering documents and studies, Contractor shall deliver a Safe Operating Limit table to clearly define safe operating limits to enable the coordination of proper maintenance, establishment and maintenance of the correct settings for protection systems, and the provision of a sound basis of operations procedures and training of field operational personnel. Contractor shall provide Company with a minimum of 14 (fourteen) Days notice of an impending Safety Review and advise the review location. Costs of Contractors Personnel participating in the reviews shall be included in the Lump Sum component of the Contract. Reviews shall be formally structured and chaired by a Company approved, independent, third party. All action items and responses developed during these reviews shall be documented. and submitted to Company Representatives. All action items arising out of the reviews shall be resolved and fully implemented prior to commencement of mechanical testing activities by Contractor. A Start-Up HAZOP in addition to the Pre-Start-Up Safety Review, shall be held and included as part of the lump sum component of the Contract. When attended by Company, such review processes shall not be used as a forum for promoting contractual responsibilities, cost issues or the design of various action items arising out of the reviews. Reviews shall be held upon substantial completion of the detailed design process. The reviews shall encompass a complete and thorough review of the total facilities forming the Work. The following documentation, as a minimum, shall be made available to Company before any review can commence: Written design guidelines consisting of safety philosophies and criteria and operating basis and criteria. Contractor is responsible for incorporating any changes as per Contract requirements. Implementation and follow-up of any corrective action including responding to the person who identified the hazard. Process Engineering & Flow Assurance Contractor shall carry out all process discipline design and engineering associated with the South Belut production facility and its integration and impact to the existing North Belut production facility The subsea and topsides Process and Flow Assurance design shall be based on the Basis of Design, PFDs, preliminary P&IDs, specifications and studies developed previously during FEED as provided in Company Supplied Data as set out in Exhibit G. The Contractor shall immediately notify Company if Contractor determines that the process design will result in any product(s) not complying with the export specifications; and must do so before any detailed study or implementation of changes to achieve compliance. Contractor shall update the process engineering package during detailed engineering to incorporate information developed during the design and as Supplier information is obtained. Contractor shall revalidate and update all Process simulations, and Heat & Material Balance calculations. Process simulation shall be prepared using HYSYS, OLGA, PIPESIM, FLARENET or other Company approved simulation programs. Simulation runs and updates shall be made at anytime a change occurs or a modification is proposed and approved by Company during the detailed design that may affect the design basis. Table 11.3 below provides a list of non prioritized studies and engineering tasks to be performed in a logical sequence such that rework is minimized and important studies are completed first. Contractor shall develop simulation model(s) in order to review and validate the heat and material balances in the Company Supplied Data. Contractor shall complete and update the South Belut subsea and topsides steady-state and dynamic simulations based on Company provided well test data, in order to update the Basis of Design, PFDs and P&IDs, and other supporting documentation. Simulations shall include all existing North Belut CPP equipment that will be affected by the new South Belut facilities. Data for actual purchased equipment shall be used for the model updates and final sizing. PFDs provided by Company shall be reviewed and revised based on the results of the process simulations. PFD's shall be updated as required to incorporate any design changes, or as Company Furnished Material design information is received. Contractor shall maintain the process simulations, progressively incorporating the latest Supplier and piping information, and updating the process design to accurately reflect the process simulation results. Flexibility to meet changing chemical injection requirements during the life cycle of the facilities shall be incorporated into the design. Contractor shall review all flow assurance work provided in Company Supplied Data and validate or advise of any issues arising from the review. Wherever necessary, the steady state and transient analysis shall be updated and re-evaluated by Contractor based on fluid properties, operating parameters, varying water cuts, chemical selection and any additional vendor updates. Contractor shall provide pipeline temperature profiles to support Cathodic Protection design. Contractor shall provide transient analysis and procedures for pipeline start-up, shut down, de-pressuring and re-pressurising, pigging and all required surge control. Transient analysis, utilizing OLGA software, shall be performed by Company approved qualified personnel. Contractor is responsible for preparing a report which identifies and quantifies the South Belut contributions to NB CPP emissions and discharges to the environment. The report shall address atmospheric emissions from compression gas turbines and power generation facilities as well as an estimate of flare emissions, discharges to the sea, and waste transported to shore. Contractor shall establish the settle-out pressure the pipeline systems once the subsea layouts and sizes are confirmed. Contractor shall develop detailed control system descriptions. Contractor shall review, update and finalize the Operating and Control Philosophy Report supplied by Company to reflect any changes due to design development or issues identified as a result of the dynamic modeling studies. Contractor shall develop detailed Black Start-Up, start-up, operating, and shut-down procedures for the South Belut Production Facility. The layout of the equipment shall be developed taking into account code requirements, safety requirements, operating and maintenance access requirements, equipment spacing requirements, and good engineering design. The 3-D model shall be continuously updated and submitted to Company in As-Built status. Contractor shall develop a naming convention for the PDMS database setup. Load Determination Contractor shall confirm that the existing UPS and electrical power capacity of North Belut facilities is sufficient to supply the additional South Belut electrical power demand. Contractor shall summarize the power consumption in all operating conditions for South Belut and North Belut simultaneous operation. Contractor shall establish all physical locations for system tie-ins, including but not limited to North Belut CPP space availability for cable routing, lighting and provide all relevant data. Subsea & Pipeline Engineering Contractor shall perform detailed subsea and pipeline engineering to design, procure, fabricate, install, pre-commission and commission all equipment required for the Work. Preliminary Company Supplied Data including Specifications, Data Sheets, and Drawings for subsea structures and pipelines shall be reviewed, updated and additional documents developed as needed to completely define the Work. Table 11.4 below provides a summary of minimum subsea and pipeline Engineering requirements by Contractor.

All subsea equipment shall have non-glare external coating, colour contrast and visual detail definition to eliminate potential parallax problems for divers and ROVs operators. Gratings, platforms, protection bars shall be designed to minimize impact from environmental conditions (strong currents, poor visibility) during diving and ROV operations. Subsea equipment shall be designed for manipulation by ROV or diver and include grabber bars/docking platforms where required. Contractor shall provide a detailed installation plan for the pipeline, flowlines, umbilical, manifolds, tie-in spools and other subsea infrastructure. The plan shall be based on Company Supplied Data and information. Contractor shall implement and manage a Pipeline Construction Information Management (PCIM) system capable of collecting and tracking pipeline data from the fabrication stage to the construction stages. The PCIM systems minimum requirement is specified in A-84535-BS-GG0-STR-GN00-0001 South Belut Pipeline Construction Information Management System (PCIMS) Requirements. Umbilical shall be buried to a depth of 0.5 m by non aggressive means. Mattresses shall be installed for untrenched/unburied umbilical sections.

Contractor shall be responsible for managing the procurement of goods and services conforming to the Company approved Procurement Plan. Contractors Procurement Plan shall conform to the stipulations described in Companys Procurement & Importation document as set out in Exhibit O, and the latest applicable BPMIGAS supply chain regulations from the Effective Date. Contractor shall procure material and equipment only from manufacturers identified in Companys Preferred Manufacturers-Fabrications List. Contractors Supply includes the provision of additional quantities of the material categories and types included in Exhibit J which may be required to supplement the Company Furnished Material and complete the Work. Contractors procurement procedures shall include provisions covering management of surplus materials. Such provisions shall include reconciliation of Company Furnished Materials delivered and actual quantities incorporated into the Contract Objects. Contractor shall return all surplus Company Furnished Materials to Company at Company designated facilities. All associated costs are deemed included in the Lump Sum component of the Contract Value. Contractor is responsible for procurement of all equipment and materials, support services, manpower supply required for the performance of the Work. Contractor is responsible for permits, administration costs and applicable customs and importation/re-exportation fees required to support its procurement activities. Contractor shall obtain approval from appropriate Governmental Authorities for the material and equipment Master List, Company supplied covering letter. All associated costs are deemed included in the Lump Sum component of the Contract Value. All items purchased by Contractor shall meet or exceed Companys technical requirements and quality specifications. Items that do not meet technical requirements will be rejected by Company and shall be replaced by Contractor at no extra cost to Company. Contractor shall implement shipping and importing procedures as described in Exhibit O. A Procurement Plan shall be submitted to Company by Contractor within twenty (20) Days from the Effective Date, for Companys review and approval. Contractor shall incorporate Companys comments and resubmit to Company for approval. Upon Companys approval, Contractor shall issue the Procurement Plan for use and ensure it implementation throughout the Period of Performance. Table 12 below shall be used as a basis by Contractor for development of a detailed Procurement Plan. Refer to Exhibit O - Companys Procurement & Importation document. Procedural

Any air freight undertaken by Contractor to remedy its delay in obtaining any and all of Contractors Supply and Contractors Items shall be to Contractor's account. Contractor shall ensure qualified resources available for the equipment and Vendor document expediting requirements. Contractor shall submit for Company review the methods and procedures to ensure the equipment & material deliveries and the vendor data are managed adequately inclusive offshore material control system. Contractor shall maintain a vendor document control index to identify all documentation submitted by Subcontractors including a unique vendor document control number. The index will include document number, revision number, date received, date returned, approval status, quantity, vendor name, vendor drawing number. All equipment shall be labeled for identification in accordance with Companys supplied format. Contractor shall be required to provide all spare parts and consumables for pre-commissioning and commissioning. Table 12: Procurement Plan Basis 13 Construction Management Scope of Work Contractor is responsible for the construction of all the Contract Objects. Contractors engineering team shall generate and issue AFC for procurement and construction activities. Contractor shall fabricate and construct utilizing Approved For Construction documentation only. Contractors project management organization shall include an experienced Construction Manager with the necessary support organization in place from the Effective Date. At each work location, Contractor shall have a construction organization fully capable of directing and undertaking construction activities in order to achieve satisfactory completion of Contract Objects in accordance with the Contract Schedule. Contractor shall manage construction using an industry recognized construction management system to track, record and control the fabrication, mechanical completion and testing process. A Construction Execution Plan shall be submitted by Contractor to Company for review and approval within thirty (30) Days from the Effective Date. Contractor shall incorporate any Company comments and resubmit to Company for approval. Upon Companys approval, Contractor shall issue the Construction Execution Plan for use and ensure implementation throughout performance of the Work. Table 13 below shall be used a basis by Contractor for development of a detailed Construction Management Plan. Refer to Companys Completion of Work as set out in Exhibit D. The Construction Execution Plan will also include Contractors Constructability Plan. Identify aspects of the Work that offer significant opportunities for constructability (modularization pre-fabrication, pre-assembly, onshore/offshore, logistics, lifting, vessel selection for offshore installation etc.). This shall include interfaces between new and existing facilities, weather windows and constraints, Construction and Installation methods optimization and sequencing. d. List of lessons learned from previous projects with direct application opportunities related to the Work clearly identified; e. Tracking method to assure selected opportunities are incorporated and the effectiveness evaluated. Quality and HSE Procedural Refer to Section 8 and Section 9 of this document. Cleanliness is a quality and safety issue and Contractor shall adhere to the Company Build Clean procedure and Valve Management procedure. Contractor shall establish a Mechanical Completion and Handover program to be reviewed and approved by Company. Central to the Mechanical Completion program shall be the principle objective to maximize the amount of onshore fabrication, pre-assembling, testing, and pre-commissioning. Contractor shall establish a construction-specific work planning and interfacing procedure for the development and management of system/sub-system work packages on a weekly, fortnightly and monthly look-ahead for anticipated Work conforming to the Master Baseline Schedule. The Work Packages shall include all required procedures and documentation including views from the 3D model of the specific piping, equipment or subsea area to be installed. Any special tools and Company Furnished Material integration shall be clearly highlighted along with QA/QC requirements that must be adhered to. Work packages shall initially be organized and prioritized on an area based completion basis. Upon reaching seventy percent (70%) Construction completion, Work packages shall be organized and prioritized on a system based completion basis. Planning of work shall take into account existing routine North Belut Operations work.

Fabrication and delivery schedules for equipment and bulks should be closely evaluated against the construction schedule to minimize double handling and long term offshore storage. Bulk material shipments shall be identified by area, system, location, structure, line number. Contractor shall establish an exotic materials handling procedure. Loose material from Contractors Suppliers shall be bagged, tagged and tracked by bar-coding. Contractor shall establish procedures for verifying the functional requirements of all components, sub-assemblies and constructed Contract Objects, and the integration of individual components, into an over all operational system and the integrity of the completed system or Contract Object. Contractor shall provide means of undertaking rectification or modification in areas if Work where defects and non-conformances exist. Contractor shall establish specific procedures for system and/or equipment testing under simulated operating scenarios, and plan tests in a manner that minimizes test duplication. Contractor shall establish a robust document control procedure to facilitate collection, checking, validating and signing off copies of relevant manufacturing and fabrication data, and test reports required by Company for its application of MIGAS certification. Company may, at its discretion, consider verifying these through its appointed QA/QC Contractor to satisfy the quality of its applications. All subsea and topsides items shall be fabricated, inspected, tested and coated (painted) and preserved by Contractor in accordance with Company Supplied Data. Linepipe and piping spools shall be hydrotested onshore and flushed clean prior to box-up and loadout. Prefabrication of subsea and topsides piping spools shall be maximized and fabricated in a manner that will minimize the number of field welds. Topsides piping spools that have been painted shall be handled with care to avoid damage to the coating and wire slings shall not be used. All piping spools are to be coated (painted) hydrotested, flushed, cleaned and preserved onshore. Flushing of pipework and vessels shall be carried out onshore. Materials of fabrication shall be suitable for the intended service and shall be fully compatible throughout the Contract Object and with all interfacing equipment.

Contractor shall be responsible to incorporate any Company Furnished Material data and requirements into the Work. All mechanical test results shall be reviewed and approved by Company before final cleaning and coating application. The use of Field Proven equipment is preferred to minimize qualification testing on the project. Contractor shall provide all required qualification test reports. All piping flanged connections shall be in accordance with the Flange Management procedure included as part of Exhibit G in this Contract. Testing and inspection of all fabricated assemblies and equipment items shall be in accordance with Company specifications. This includes valve function/torque testing at Fabrication Site, and MIGAS hydrotest certification of complete tie-in spools assemblies. Sufficient spare materials shall be prepared in the event that in-field modifications are required and shall be blasted and primed as a minimum prior to field shipment. Operate a robust inspection and testing program for maintaining quality of Work. Methodologies shall establish a framework for verifying the correctness of manufacture and construction of all components, sub assemblies and constructed Contract Objects, in accordance with approved detailed AFC documentation, Quality Management Plan and Procurement Management Plan. Contractor shall establish an FAT plan covering the Work to prove that a unit or its components satisfy all specified requirements. . Vessels shall be inspected to ensure all internals are in place and installed correctly, and all flanges shall have plastic covers or plywood blanks to protect and preserve the flange faces and ring grooves. The vessels shall be then closed for shipment. Manholes shall be closed with temporary gaskets until a final inspection is completed by Company personnel after installation and all open nozzles shall be protected with plywood blanks as a minimum. Piping spools shall be cleaned internally of debris after blasting and painting. Pre-shipping preparations include, but are not limited to, temporary bracing required for load-out and transportation. All equipment shall be fitted with protection systems designed by Contractor to minimise potential transit damage during transportation to offshore, and during any unforeseen offshore hold up.

This includes all lifting operations required for the execution of the Work. Any craneage, winches or lifting gear provided by the Contractor shall be verified for suitability by Company and where applicable have MIGAS certification. Contractor shall develop and maintain detailed Lift Plans identifying each lifting operation required for execution of the Work. The lifting operations shall be categorized as SIMPLE, COMPLICATED or COMPLEX. Contractor shall comply with all requirements as described in document no. ID-G-BU-GG0-PROGN-00-0033. With exception of lifts performed by the Contractor's Heavy Lift Vessel, the Contractor shall utilize the permanent NBCPP pedestal cranes for lifting equipment, prefabricated items and materials from the Contractor's supply boat or transportation barge on to the NBCPP, as well as for internal lifting operations on the NBCPP. Everything that is lifted off the supply boat or transportation barge shall be packed in containers or baskets certified as per DNV 2.7-1 or BS EN 12079. No slinging on the supply boat or transportation barge will be allowed, other than attachment of a container lifting set masterlink to a crane hook. For these lifting operations, contractor shall provide containers certified as already stated complete with all required lifting accessories (slings, shackles, masterlinks etc). The above requirements shall also apply for lifting operations performed by temporary winches provided by the Contractor. Suitability and planned installation of these winches on NB CPP shall be approved by Company. For any lifting of personnel, Companys requirements are found in document no. ID-G-BU-00000-00000-00418 Table 13: Construction Management Plan Basis 14 14.1 Installation Management Scope of Work General Contractor shall perform all necessary Work to install, integrate, mechanically complete and pre-commission, and Handover the Contract Objects in accordance with the Company Supplied Data, all Company-approved Contractor-issued engineering and construction data, and all other provisions of the Contract. Contractor shall take direct responsibility for transportation, completion and handover of offshore installation Work scopes, including direct supervision and attendance at offshore sites. Commissioning and hydrocarbon introduction shall be Company led with Contractor providing assistance.

Lifting Operations

South Belut Project ITB No. CS15651867 Engineering, Procurement, Construction and Installation Subsea and Topsides Facilities Stage 1, Technical and Administration Exhibit C Scope of Work Contractor shall be responsible for execution of the complete offshore installation according to Company approved Contractors Installation Plan and Company approved Contractors Marine Operations Plan. Contractor shall be responsible for all its vessels, ASV, materials, transportation (crews and materials), Subcontractors, victualling, consumables, utilities, fuel, water, and the like required for the offshore installation Work. Contractor shall also be responsible for all clearances, port fees, taxes, permits, crew changes, logistics, insurance, etc, required for the Work at the Installation Site. Access to Companys facilities shall be coordinated by Contractor through Companys offshore field Representatives. All associated costs are deemed included in the Lump Sum component of the Contract Value. All vessels included in Contractors Spread (Attachment 2) shall comply with relevant Company specifications and legislative requirements and shall possess all permits required by Governmental Authorities to conduct operations at site. Any equipment without valid certification shall be either re-certified and Company clearance granted prior to sail-away or removed from the Work Site and replaced with an equivalent that which has valid certification. It is mandatory that Contractor use a DSV for transportation and installation of the umbilical, umbilical system hardware and SPCS. It is mandatory that Contractor use a DLB with sufficient crane capacity to perform the pipeline installation and heavy lifts on to the North Belut CPP. Contractor shall supply sufficient equipment, material, spares and consumables to ensure a continuous uninterrupted Work program. All vessels shall work on a twenty-four (24) hour continuous basis. Contractor shall immediately report to Company any spillages from Contractors Spread and be responsible for clean-up. Contractor shall supply a written report and photographic evidence of all such incidents within twenty four (24) hours of the incident. Any and all downtime of Contractors Spread, except that which Company accepts as Company Standby Time, shall be to Contractors account. 14.2 Work Requirements at Company Work Site South Belut topsides facilities shall be installed, hooked-up and commissioned (HUC) on the NBCPP in a live plant environment. Contractor shall comply with platform HSE and PTW requirements. SIMOPS shall be prepared by Contractor and approved by Company prior to commencement of installation and HUC activity. Table 14.2 below provides a summary of Contractor minimum work requirements at Company work site. Company Work Site Permit-toWork All work at Company Site requires daily permits issued by Company authorized personnel in accordance with Companys Permit-To-Work (PTW) System. Contractor is required to have a full-time PTW coordinator on site at all times during the execution of the Work.

Contractors Work areas shall be segregated with taping off or temporary barricading by Contractor to enable it undertake its Work safely whilst allowing unimpeded routine operation of North Belut facility. Contractor Group shall comply with Company rules and procedures, including all Company site work safety standards. Failure to adhere to these rules and procedures will result in shutdown of Contractors activities, to Contractor account, until full compliance is confirmed and accepted by Company. Procedures and schedule for tie-ins that require North Belut platform shutdown shall be developed by Contractor and approved by Company. Any shutdown required in the performance of the Work shall be carried out during the Company scheduled shutdown. Contractor shall notify Company at least thirty (30) days prior to commencement of any tie-in activity that requires North Belut facility shutdown or reduced throughput of existing North Belut facility. Contractor shall notify Company at least seven (7) days prior to commencement of any tie-in activity that does not require North Belut shutdown or reduced throughput of existing North Belut facility. Contractor shall have a designated Contractor safety supervisor and safety inspector on site to oversee the Work at all times to meet the Companys HSE Requirements as set out in Exhibit M. Contractor shall be responsible for ensuring Site cleanliness and for the disposal of garbage and excess materials to a site designated by Company. The Lump Sum Price includes for Contractor performance of these heavy lifts and for Contractor compliance with these requirements. 14.3 Marine Operations Management Contractor is responsible for marine activities including but not limited to the preparation of all marine transportation, installation, execution, and liaise with Companys Marine Warranty Surveyor to validate the safe and timely completion of the Work. Contractor shall perform a HAZID study for all marine transportation and installation activities. All HAZID action items shall be closed out to the satisfaction of Company and Companys appointed Marine Warranty Surveyor prior to the commencement of any marine activity. Contractor shall prepare a detailed offshore Marine Operations Management Plan in accordance with the requirements of this Contract. The plan shall include but not be limited to all activities, durations, and description of all required vessels, materials, equipment and personnel. The proposed Contractors Spread plan is subject to Company and Companys Marine Warranty Surveyor approval. Customs clearance and provision of all documentation to ensure port authority clearance for shipment of all goods, plant and equipment, temporary imports, vessel sailing clearance is the sole responsibility of Contractor. Contractor shall incorporate the Work onto the applicable Indonesian Marine Charts including support for the process through the Directorate General of Sea Communications. Table 14.3 below shall be used a basis by Contractor for development of a detailed Marine Operations Management Plan. Refer to Company Supplied Data as set out in Exhibit G. Contractor shall be responsible for: Procedural Procedures for personnel transfer to and from all vessels. Procedures for surveys and positioning. Procedures for load-out, tie-down, transportation, lifting and installation based on engineering analyses and calculations. The proposed tow routes and tow contingency plan to the offshore installation locations, including procedures for the test program and removal of all sea fastenings. Procedures for transportation of installation and support vessels and barges including associated load-out and tie-down drawings. Contingency procedures to ensure that the Work will continue without risk to personnel and equipment.

Marine Warranty Surveyor Contractor shall interface with Marine Warranty Surveyor in all required areas of the Work. Marine Warranty Surveyor shall approve the seaworthiness of Contractors marine vessels and cargo. Contractor shall provide the plans and supporting calculations, equipment specifications, loading charts, weather limitations and all other planning and technical materials to facilitate the review and approvals process prior to commencement of marine activities. Contractor shall comply with all recommendations made by Marine Warranty Surveyor at Contractors cost. Contractor shall not commence marine activities without a Certificate of Approval from Marine Warranty Surveyor. Contractor shall design sea-fastening for all Contract Objects and obtain Marine Warranty Surveyor approval in accordance with criteria approved by Company and the respective Supplier. Contractor shall supply all materials and equipment necessary for sea-fastening and shall fabricate the sea-fastening in accordance with the approved designs. Contractor shall install the sea-fastening immediately after the components are loaded out. Contractor shall be responsible for the load-out, sea-fastening and transportation to the installation Work Site offshore of all Contractor Supply, Contractor Items and Company Furnished Materials. All sea-fastening required for the performance of the Work shall comply with Company specifications and shall be 100% NDT tested by a Company-approved testing agency and shall be witnessed and certified by Marine Warranty Surveyor Contractor prior to departure from port. All equipment, materials, containers, baskets and lifting equipment shall be provided with properly designed and certified lifting points. Contractor shall provide valid third party approved certification/proof testing for all lifting equipment and devices for the Work. Contractor shall conduct a survey and update the alignment sheets and pertinent data to reflect the as-installed details. Contractor, subject to Company approval, may optimize the proposed Pipeline route. 14.6 Installation Preparation Contractor shall determine the scope of installation of the Work and coordinate all interfaces to ensure that the installation and testing phases of the Work are properly designed, planned and sequenced in the Contractors Installation Preparation Plan. Work site surveying visits shall be conducted as required and approved by Company in support of the plan development. Installation preparation deliverables consist of documents such as transportation procedures and formalities readiness and clearances, installation and integration manuals, job cards, site preservation requirements, and Contractor pre-commissioning and commissioning support. Pre-commissioning work such as loop testing, motor bump tests, hydro testing, debris flushing, N2/He leak testing, etc, shall be conducted in Contractor construction yard prior to loud-out and transportation to field. Table 14.6 below shall be used as a basis by Contractor for development of a detailed Installation Preparation Plan. Refer to Company Supplied Data as set out in Exhibit G..

Survey shall cover all routes, target areas, subsea positions, deck locations, lifting envelopes and lay-barge anchoring pattern. All deviations shall be approved by Company prior to implementation. Company shall provide umbilical and pipeline routes and geotechnical survey data to Contractor as part of the Company Supplied Data. It shall be the responsibility of Contractor to verify the accuracy of the information and obtain required additional information. Contractor shall be responsible to interpolate or extrapolate route survey and geotechnical data to assess the soil condition, bearing capacity, shear strength, friction capacity of the seabed and substrata along the final pipeline and umbilical routing and at all subsea locations. Seabed Preparation Contractor shall be responsible for performing all seabed preparation work including trenching, dredging, blasting or removal of any sand waves/mega ripples. These activities shall meet the schedule and minimize the environmental impact of the Work. Contractor shall dump any excess trenched materials as required. Contractor shall perform a comprehensive as-built survey within three (3) days of completion of subsea installation of each element of the Contract Objects, and provide the as-built data in a format and media in accordance with Company specifications refer to Section 19 of this document. PostInstallation Survey

Table 14.8.1: Installation Surveys and Seabed Preparation Basis 14.8.2 Subsea and Topsides Facilities Installation Table 14.8.2 below provides a summary of Contractor minimum work level in relation to Subsea and Topsides Facilities Installation. Laying shall be initiated from the Company approved starting locations, along the approved corridor or route and on to the intended termination points or target locations. Laying outside of the approved corridor or route is not permitted. Similarly subsea structures may only be positioned at the approved locations in an approved order. Pipeline and Flowline installation shall utilize the automatic method of welding pipe joints and AUT (Automatic Ultrasonic Testing) system on the lay barge. Installation tolerances, maximum tension and dead band setting shall be in accordance with Company specifications provided in Company Supplied Data and latest revision DNV OS F101. Stress in the pipeline and flowines shall be controlled during the lowering, laying and repairing to prevent yielding, buckling or

During laying, equipment which will ensure adequate line protection from external forces which might cause buckling, weakening or overstressing shall be provided as necessary. All equipment used in handling and cradling coated line pipe shall not damage the coating. Pipe shall be handled in a manner to prevent damage to the pipe walls and bevels. Damaged line pipe ends shall be re-beveled before welding. When laying is interrupted and abandonment of line is decided, the open end of the laid pipeline or flowline shall be securely closed and shall not be opened until laying is resumed. Any pipe end lowered in the water shall have watertight caps, installed with provisions for flooding and dewatering. In case of accidental water ingress any impacted sections shall be swabbed or pigged before that section is tied into the line, as per Company approved Contractor submitted procedure. A line pipe traceability management database, developed at the Engineering stage shall be further utilized during the laying sequence to record information such as joint number, mill/ heat number, joint details, anode details, and time and date of installation. At each welding station the key quality control details shall be recorded such as weld number, welder identification number, batch number of welding rods, weld procedure used, and final weld NDT results. Contractor shall be responsible for the loading of Subsea Umbilical as per defined in Exhibit J Company Furnished Material. Contractor shall perform all required offshore platform preparations prior to the J-tube pull of the umbilical. These preparations, shall include, but are not limited to: Installation and connection to utilities of umbilical pull-in winch Fitting of all sheaves and rigging Checking messenger lines and running pull-in cables Construction of all safety features, hand rails, scaffolding, work platforms etc necessary to perform the work. Installation of the umbilical shall be by a powered carousel and shall be initiated by means of a dead man anchor. The excess umbilical shall be deployed on the seabed as required to position the UTA suitable for pull in to the SDU/Tree or as per Subsea System Vendor guidance. Redundant safety features shall be integrated to prevent free unreeling of the reel during laying. All laying and unreeling

During installation, the umbilical hoses and tubing shall be maintained with an internal pressure in accordance with the Umbilical Vendors installation guidelines. During the laying of the umbilical, the hydraulic tubes and electrical cables shall be continuously monitored. Contractor shall perform all the tests necessary at any stage of installation to demonstrate to Companys satisfaction that the umbilical conforms to the specification requirements. Contractor shall provide umbilical jetting equipment for burial of the umbilical without impact to umbilical integrity. Equipment shall be suitable for the expected seabed conditions and soil bearing capacity. Jetting spread shall not sink during operation and shall bury the umbilical to a minimum depth of 0.5 m. Unburied umbilical/ Electrohydraulic flying leads shall be protected using bitumen mattresses. All equipment in contact with the Umbilical shall be selected and configured to prevent damage of the external sheath. During Umbilical pull in bellmouth entrance shall be continuously monitored by ROV. Only Chinese fingers and fit for purpose designed clamps shall be used to transfer the pulling loads to the Umbilical. Subsea equipment shall be free of projections, sharp edges or any structure that may pose a potential risk to ROV umbilical and/or tether. All rigging shall be certified and color coded in accordance with Contractors procedures. Contractor shall undertake lifting operations per the approved lifting procedures as listed in Exhibit G. Lifting Plans shall be submitted by Contractor for review and approval by Company. Storing inflammable and hazardous products, and the layout of construction equipment and its links (generator sets, compressors, welding sets) shall be defined so as not significantly to increase the level of risk to personnel and installations. They shall be marked on the project's installation drawing. Any equipment that is not essential to the work shall be returned or stowed away to keep the working areas clear. Contractor shall test, paint, install, passivate and clean all the interconnecting piping between equipment in accordance with the Project piping specifications.

14.8.3

Installation Monitoring, Free-Span Correction and Weather Monitoring Table 14.8.3 below provides a summary of Contractor minimum work level in relation to Installation Monitoring, Free-Span Correction and Weather Monitoring. Routine departure from the stinger, laying profile and touchdown monitoring shall be performed using an ROV and/or diver where applicable during umbilical and pipeline laying. In areas where the facilities must be laid within tight tolerances and in areas of rough seabed, a LBL positioning system and ROV touchdown monitoring shall be used. All ROVs shall be minimum work class and suitable for carrying out its tasks in the expected environmental conditions for the field. Contractor shall determine all such environmental conditions such as currents, visibility and the like in order to deploy the appropriate ROV. ROV or divers shall monitor the installation of all structures. Contractor shall utilize both a bulls eye and supply a suitable means of measuring installation tolerances in terms of translational position and orientation in both horizontal and vertical planes. Quality of the ROV equipment and the operation of the ROV shall be demonstrated to Company not less than five (5) days prior to mobilization offshore. Company may reject ROV equipment if deemed not suitable for the expected environmental conditions, and a suitable replacement shall be provided by Contractor at Contractors expense. Contractor shall comply with Company-approved anchor-mooring patterns, submitted for approval at least sixty (60) days prior to offshore mobilization. Contractor shall provide a suitable vessel to carry out span rectification works in accordance with Company specifications. All pipeline spans exceeding the maximum allowable free-span length shall be corrected by Contractor using a method approved by Company, and prior to flooding of the pipeline. Contractor shall utilize a real-time seabed profiling software during laying and free-span works for span assessment. Contractor shall demonstrate that the time period between pipelay and free-span correction shall not conflict with design requirements. Free-span reduction supports shall be of either inflatable grout bags or any Company approved alternative devices. Grouts bags shall be installed where required and shall achieve the required lift-up values. These must be installed as soon as practicable after laying and prior to water filling for the pipeline hydrotest.

Approved equipment shall be provided to continuously monitor the environmental data during laying operations such as wind speed and direction, current speed and direction, air and sea temperatures, and wave heights near the barges and other vessels. An accurate weather prediction system (12 hours forecast) shall be continuously available in order to enable safe contingency measures such as standbys, temporary abandonment and recoveries. Links between these systems and The Pipeline Stress Monitoring System shall be available for decision making purposes during the pipelay works.

Weather Monitoring

Table 14.8.3: Installation Monitoring and Free-Span Correction, and Weather Monitoring Basis 14.8.4 Pre-Commissioning Table 14.8.4 below provides a summary of Contractor minimum work level in relation to PreCommissioning, commissioning and start-up. Contractor shall use these requirements in preparation of its detailed Installation Plan for Company review and approval; refer to Company Supplied Data for detailed work completion requirements. 14.8.5 N2/He Leak Testing of New Topsides Hydrocarbon Facilities Contractor shall carry out a N2/He leak test (at 95% of the design pressure), using Company approved N2/He leak test service company, from the South Belut Riser RESDV up to including the actuated isolation valve into the suction manifold of the Booster compressor for system integrity check of the new Topsides Hydrocarbon facilities. The N2/He pass criterion is < 30 scf per year unless given a waiver by Company. 14.8.6 Commissioning Contractor shall provide the necessary personnel as required to support Company with the commissioning Work. The commissioning scope will include, but not be limited to: 1. The testing of the chemical injection pumps offshore with an agreed test medium 2. Flooding of the slug catcher and metering scrubber liquid section with potable water or diesel (medium with be provided by Company) and moving by pressure to their designated liquid receiving vessels. 3. Functional test of the new deluge system 4. Function testing of the Sub sea wells It is a mandatory requirement that the Contractor adheres to the Project Commissioning & Handover Execution Plan (A-84535-BS-XX1-PLN-GN-00-0001) and the Handover to Operations procedure (A-84535-BS-RX1-PRO-GN-00-0001). Any deviations will need Company approval.

South Belut Project ITB No. CS15651867 Engineering, Procurement, Construction and Installation Subsea and Topsides Facilities Stage 1, Technical and Administration Exhibit C Scope of Work 14.8.7 Start - Up Prior to start-up, the Contractor shall support the Pre-Start-Up Safety Review process. Part of the Start-up will include back pressuring of the South Belut pipeline to 50 psig with Topsides fuel gas. Also at present prior to start-up and after the PSSR has been signed off, the new hydrocarbon systems will be pressured up, and then a blow down sequence shall be activated to check the integrity of the ESD system and the timing of the blowdown. Contractor shall provide all necessary equipment at the subsea locations and the North Belut CPP topsides to enable all PreCommissioning Works to be completed. All the products to be introduced in the subsea facilities during the pre-commissioning shall be free from oil and contaminants. Nitrogen or methanol shall have a purity of 99% minimum and only introduced upon Company approval. Following the completion of tie-in spool installation and the satisfactory result of offshore tie-in leak test, Contractor shall carry out bulk dewatering, drying and inerting of the pipeline system from and including the PLEM, through up to where the Riser terminates at top of North Belut CPP in accordance with Company Supplied Data. Contractor will be required to dewater, dry and inert the Flowlines. During dewatering, all Subsea Valves shall be tested in the full-open position. Contractor is responsible for operating all valves during this stage. At all times, Contractor shall provide a manual hand wheel diver held hydraulic torque tool and ROV hydraulic torque tool for Subsea Valve intervention. Pigging shall be performed with enough back pressure to control pig speeds. Calibrated hydraulic torque tool shall be supplied complete with hydraulic power pack, counter and umbilical and other equipment as necessary to allow Subsea Valve operation. Contractor is responsible for valve turning before and after each stage of the PreCommissioning to final Handover. After hook up of the umbilical, electrical cables shall be subject to insulation resistance and TDR test; fibre optic cables shall be subject to OTDR test. When several umbilicals are to be installed and connected together in series, each umbilical shall be installed, tested and accepted by Company before installation of the next umbilical. After installation, testing and connection of umbilicals, a final test of the umbilical chain shall be performed. Contractor shall perform the pre-commissioning of all topsides facilities defined in the Contract. Contractor personnel shall be required to draw off technical support from Vendor equipment representatives onboard the North Belut

Contractor shall supply all hydraulic test and flushing equipment, pumps, manifolds, filters, particle counters, hoses, fittings, Hydraulic Control Fluid, certified/calibrated pressure monitoring and recording equipment and all electrical test equipment required, as specified by the Company, to perform systems testing and continuous monitoring of the umbilical hydraulic, chemical hoses, power and communication cables during umbilical Pull-in to platform and installation subsea. Contractor shall undertake the testing of all electrical and hydraulic systems installed as part of the Subsea and Topsides EPCI to verify integrity. Contractor shall perform conformity checks on each item of equipment or component, such as instruments, packages, motors, cables, vessels, etc, to visually verify the condition of the equipment, the quality of the installation, the compliance with Project drawings and specifications, Vendor's instructions, safety rules, codes, standards and good practice. Contractor shall perform static or de-energized tests on equipment to ensure the quality of a number of critical components. This "cold" testing concerns all disciplines, e.g. calibration of ESD and HIPPS instruments, piping and equipment alignments, setting of safety valves, pressure testing of piping, cables continuities, etc. All discrepancies, damaged or missing equipment, malfunctions, missing documents, etc, shall be corrected immediately or recorded by the Contractor in the form of a punch list. Punch list shall be kept updated during the pre-commissioning s to monitor status of each subsystem at the Ready for Commissioning stage. Contractor shall compile all documentation pertaining to precommissioning in a specific "Pre-commissioning Dossier as set out in Exhibit D. Contractor shall prepare and issue a register no later than thirty (30) Days from the Effective Date, identifying the current version of all documents that contain applicable regulatory, certification, and permitting requirements. The register shall be fully updated at all times throughout the performance of the Work. The editions of these documents that are current at the Effective Date shall serve as the basis of the Work. Revisions that are issued will be reviewed by Contactor and evaluated by Company. Contractor shall have a kick-off meeting addressing these requirements no later than 45 (forty-five) Days from the Effective Date. Secure certification from MIGAS for welders, and MIGAS acceptance for welder qualification tests and welding procedures, specifications and qualifications for the Work done in Indonesia . A third party inspection agency approved by Company shall approve all WPS and welders for any fabrication outside Indonesia. In all cases the WPS and welder certifications will be submitted to Company for review and approval. Previously qualified Welding Procedure Specification (WPS) can be accepted by Company if they meet specifications and code requirements. Previously qualified welders can be accepted if they retain a valid certificate. Secure equipment and Operator certification or licenses for Contractor items such as vessels, barges, cranes and lifting equipment to be used in conjunction with Contractors Work. Table 15.2: MIGAS Certification Requirement 16 16.1 Regulations and Permits Scope of Work Regulations Contractor shall observe, be familiar and comply with Indonesian regulations of the Department of Mining and Energy, Directorate General Oil and Gas MIGAS, Department of Communications and Directorate General Sea Communications, Directorate General Air Communications and Ministry of Environment as well as regional regulations wherever applicable that apply to the scope of Work of this Contract. Requirements related to the Master List and importation of Contractors Supply and reporting thereof are covered elsewhere in the Contract. 16.2 Permits Contractor shall identify any permits required for performing the Work and is responsible for obtaining all such permits, documents and licenses. Such documents shall include but not limited to visas and work permits for Contractor Group Personnel; licenses and the like for importation of marine vessels, equipment and material into Indonesia, permits to operate Contractors Spread in accordance with the applicable cabotage law and for re-export of Contractors Spread together with any equipment, materials and supplies. Any consequences for noncompliance by Contractor Group in respect of the required permits, documents and licenses to perform the Work shall be to Contractors sole account including payment of fines. Contractor shall develop and maintain a Permit Schedule identifying permits required, need dates, and submittal and expected processing durations. Contractor shall describe in detail the principles, assumptions and methods used to plan, develop and report progress against the Contract Schedule Baseline, which shall be in accordance with Exhibit F and the applicable documents included in Company Supplied Data as set out in Exhibit G. 17.4 Progress Measurement and Reporting The procedure shall set out the methodology for measuring the true progress of the Work using a scientific process that reasonably reflects the percentage of Work completed against the total Work planned. Progress measurement shall be in accordance with Exhibit F and the applicable documents included in Company Supplied Data as set out in Exhibit G. 17.5 Cost Control Contractor shall develop and maintain accurate cost control records for the Work. Contractor shall implement controls, systems and procedures to capture and control all costs incurred and cost trends under the Contract. Contractor shall record commitments, record actual expenditures, document project expenditures and produce cost forecasts in accordance with Exhibit F and the applicable documents included in Company Supplied Data as set out in Exhibit G. 17.6 Cost Forecasting and Trending Contractor shall provide a cost and trend forecast each month in accordance with Exhibit F and the applicable documents included in Company Supplied Data as set out in Exhibit G. 17.7 Document Control and Information Management Document Control and Information Management shall be in accordance with Exhibit F and the applicable procedures included in Company Supplied Data as set out in Exhibit G. 17.8 Engineering and Drafting Controls Contractor shall develop and issue Engineering Control and Drafting Control procedures within thirty (30) Days after the Effective Date for approval by Company.

Master copy of each set of as-built marked-up drawings shall be maintained in a central location and be available to all interested parties. Design changes shall be agreed with Company prior to implementation and subsequent mark-up of drawings. Maintain a log of all changes made after completion of AFC activities. As-built modifications shall be distributed to all affected parties. Where changes may have a significant impact on a subsequent phase Contractor shall revise the applicable drawings, including the PDMS model, and re-issue AFC. At the completion of the engineering activities prepare an AsBuilt Register of all project documents and drawings that require as-built and/or update for the scope of Work. As-Built Register shall be submitted to Company and once approved shall form the basis of as-built activities. As-Built Register shall include a priority for all items, identifying key, or critical, documents, drawings and data that should be given priority.
