MISSION STATEMENT

The Department of Housing Preservation and Development (HPD) preserves, upgrades,

and expands the City's affordable housing stock. The Department rehabilitates private
and City-owned occupied buildings and develops new housing through gut rehabilitation
of vacant buildings and 'new construction. The Department also manages buildings taken
through tax foreclosure, provides housing for homeless families and individuals, and
monitors and enforces code compliance.
