It is this very same aspiration which has pushed a nation to topple STUDENT down a dictator. It is the very same one which has ALLIANCE fueled thousands to bring what they have learned inside FOR THE the University and apply it to reality. ADVANCEMENT OF DEMOCRATIC However this year, a different kind of change welcomes 1 ~ the student body. Amidst the hysteria surrounding the RIGHTS IN Influenza A (H1N1) pandemic, Charter Change and Commercialization continue to plague the country, plague our University. TUITION INCREASE In the College of Home Economics, we are welcomed by a pricier tag on education. The Board of Regents ap- proved last May the proposal to increase the graduate tuition fee from P550 to P2,500 per unit. The CHE Stu- dent Council was only informed about the proposal when it was already up for approval. The Graduate Stu- dents Circle was also not consulted as “they will not be affected by the said increase”, a reasoning one can yr compare to what was used back in 2006 before the pro- posal for the 300% tuition fee increase was approved. CAMPUS REPRESSION This year also brings new forms of repression in the ¥ shape of the 2009 Student Code of Conduct which was formulated entirely without a student representative. The code contains provisions which prohibit freshmen and transferees from joining organizations, and im- poses stricter requirements for org recognition. It also holds vague provisions which can be easily used and misinterpreted to repress the student body. In line with commercialization schemes, the Board of Re- gents, the highest policy making body in the University of the Philippines System, continues to refuse the confirmation of the unanimously selected Student Regent, Charisse Banez. With its supposed ministerial role, the only task of the BOR should be to welcome the selected SR, not to ques- tion her eligibility. Through this delay, the BOR disregards the student body’s decision in the concluded CRSRS referen- dum and bypasses the General Assembly of Student Coun- cils’ mandate over the selection of the student regent. d_ its Consequences”, ee OUR ALTERNATIVE Our situation only mirrors the situation outside the Univer- sity. In a time where the educational sector continues to riddle with problems, the Congress chooses to set its priori- ties towards a term extension and dubious economic provi- sions to confound the struggling nation. We, the Iskolar ng Bayan, realize that the problems with education can never be resolved if the political and economic situation of our country remains as it is.
