EDUCATION

1.1. Pre-school (Kindergarten Level)

a. School minimum lot area- 500 square meters. The area may be divided into a minimum
of 140 square meters for the classroom and 360 square meters for the playground. This
area is only good for not more than 4 classes.

b. Space for playground must be provided, otherwise, easy and safe access to the nearest
part of the open space or not more than 200 meters walking distance from the school
site maybe presented as an alternative.

c. Ideal class size is 25-30 children per teacher. Class size may be increased to 30-40
pupils per teacher if there is a teacher aide.

d. Classroom size should be 1 ½ square meters per child.

e. There should be atleast one toilet seat for every 25 children at one time, preferably with
separate bathroom for boys and girls.

f. Lighting and ventilation should be proper and adequate. There should be natural and
electrical lighting. For a classroom 7 x 9 meters, there should be atleast 2 flourescent
lamps and one window & electric fans to allow cross ventilation.

1.2 Elementary and Secondary

a. The school site should be accessible to the population it serves. The maximum
distance for a pupil or student to walk from residence to school site is three (3) km, while the
maximum time from residence to school on board of public conveyance is thirty (30) minutes.

b. It should be located beyond 200 meters of places of ill-repute, recreational


establishments of questionable character, manufacturing, and industrial plants or military
barracks.

c. The ground area occupied by school buildings and other structures should not exceed
40 % of the school site in order to provide adequate open spaces for assembly and co-curricular
activities, as well as to conform with the national and local regulations and standards pertaining
to setbacks and distances between buildings.

Standards for Sizes for School Sites

a. Elementary

1 or 2 classes & no grade above Grade IV 0.5 hectare


(Rural School)
6 or more classes (for central school) or 3-4 1.0 hectare
classes (for non-central school)
7 to 9 classes 2 hectares
10 to 12 classes 3 hectares
More than 12 classes 4 hectares
In special cases where there is difficulty in meeting the above standards, the following
may be allowed:

For Rural Areas:

6 or more classes (central school) or 3-4 0.5 hectare


classes (non-central school)
5-10 classes 1.5 hectares
More than 10 classes 3 hectares

For Urban Areas:

6-10 classes 0.5 hectare


11-20 classes ¾ hectare

b. Secondary Schools

For Urban (Minimum):

12 sections 0.5 hectare


13-25 sections 1.0 hectare
26-50 sections 1.5 hectares
51-75 sections 2.0 hectares

Provide additional 0.5 hectare for every 25 sections above 75 sections

For rural (minimum):


Barangay 1.0 hectare
General/Trade 3.0 hectare
Agricultural 3.0 hectare campus 2.0 has for freshwater
fishponds and/or 2.0 hectares for brackish water
fishponds

Minimum Standards for Instructional and Administative Spaces:

A. Elementary

schools with more than one shift, the basis for
computingf thae area is the shift with the largest
enrollment.
6. Corridors Not required at ground level if appropriate
access to enclosed spaces is provided. Above
groundlevel, the minimum clear width is 2.0
meters provided with the provisions of the
National Building and Fire Codes of the Phil.

1.3 College and Universities

The area of school site as a general rule is as follows:

500 or less students 0.50 ha.


501 to 1,000 1.00 ha.
1,001 to 2,000 2.0 has.
2,001 to 3,000 3.00 has.

As a general rule, the same ratio should be maintained for enrollment in excess of
3,000.

For larger colleges and universities the campus should be at least 7.0 has. on the
minimum number of students which is 10,000. ( In the utilization of the 7.0 has., the
regular open space minimum dimensional standard needed for any activity of the
school is determined by multiplying a constant of 2.50 sq. m./student. On the other
hand, the minimum standard for indoor facility is multiplied by a constant of 0.90
sq.m. to the total nu,ber of students.)
