Section I
INTRODUCTION A. Purpose.

This course management plan (CMP) for 88M30 Motor Transport Operator, BNCOC is designed for use by the Total Army School System (TASS) when providing individual training for Total Army Training System (TATS) Instructional Elements. The training program within this plan is compatible with resident instruction by the U.S. Army. B. Scope.

The MOS 88M30 course is designed to enable qualification to members of the Total Force with prior service to the requirements of skill level 3. The course contains the combat critical tasks of this MOS and presents them in a training sequence compatible with available training time in the TATS school environment.
C. Course Structure.

This course presents a series of combat critical tasks for training during the two major training phases, Phase I: Common Leader Training (CLT) (IDT for RC), and Phase II: Technical Training (ADT for RC). Phase I consists of the 85-hour Common Leader Training (CLT). Phase II consists of a 2-week technical training period. Evaluation of task proficiency is determined through annex tests and/or practical exercises. Physical readiness is determined according to Army Regulations 600-9 and 350-41.

Section II
QUALIFICATIONS AND DUTIES A. Instructor.

1. All personnel assigned to the Total Army School System as staff and faculty members must meet the following qualifications according to TRADOC Reg 351-10; Office of the Chief of Transportation (OCOT) Memo: a. Complete a TRADOC approved Instructor Training Course. b. Eligible to hold the instructor identifier (ASI 5K for commissioned officer, SQI 8 for warrant officer, or SQI H for noncommissioned officer instructors). c. Complete training in small group instruction for those personnel assigned to facilitate small group instruction. d. MOS/specialty qualification. e. Compliance with current standards for APFT, height, weight, security clearance and those specified in AR 614-200. f. Certification also requires one of the following: 1) Be a graduate of the course. 2) Be a subject matter expert competent to teach at a specified level (certified only for specific blocks/lessons). 3) Test out to proponent standard 4) Instructor certification requirements other than Military Occupational Specialty Qualification (MOSQ) will not exceed 1 years available training time to complete (1 Annual Training (AT) and 12 Inactive Duty Trainings (IDTs). g. Appear before and successfully pass a local Instructor Certification Board as specified in Memo, Office of the Chief of Transportation (OCOT), par 4c. 2. Instructors duties will include, but are not limited to: a. Cadre should maximize the use of shared training activities to enhance leadership training. b. Small Group Leaders (SGLs) mentor and counsel students during and after the normal academic day. SGLs, personally or through student leaders, control the duty day from first call to lights out.

c. NCOA cadre will demonstrate and enforce Army standards including the wearing of uniforms and equipment required of students. Cadre will not use demerit or hazing systems. Training and leadership techniques must set the example for NCO leadership, training and maintaining standards Army-wide. d. Be involved personally in planning, executing and assessing training. e. Ensure achievement of training standards. f. Cadre will, as a minimum, conduct after-action reviews (AAR) after each training session when the student performs in performance oriented training or as a student group leader. Cadre will require students to lead AARs as part of leadership training. g. SGLs will evaluate ANCOC, BNCOC, and PLDC students drill and ceremonies, inspections, and physical training skills. h. Coordinate and properly use and maintain material and equipment (Section III, paragraphs C). i. Provide timely input to the school proponent before issuing certificates of training. j. Continuously evaluate course effectiveness and provide evaluation data and any requirements for course changes to the school proponent.
B. Students.

1. All students must be: a. Physically qualified and meet the physical standards of AR 600-9, and AR 611201. b. Assigned or pending assignment to MOS 88M30 and not have been awarded the MOS. 2. Enlisted personnel having a troop-program unit assignment will be attached to the TASS school for training purposes only. Individual Ready Reserve (IRR) members and enlisted Army National Guard (ARNG) members are also enrolled in an attached status, with the approval of Commander, U.S. Army Reserve Personnel Center (USARPERCEN), or State Adjutant General, respectively. 3. All students must have completed: a. An initial period of active duty.

b. Weapons and/or other mandatory training prescribed in FORSCOM Reg 350-2, an applicable Army training program (ATP), and an Army training and evaluation program (ARTEP). 4. The average Total Force student receiving MOS 88M30 training will have: a. A physical demands rating of very heavy. b. A physical profile of 222222. c. Red/green color discrimination. d. A qualifying score in aptitude area OF. e. A valid US Government motor vehicle operators permit (not due to expire prior to completion of training).

C. Course Materials.

1. Materials to be furnished by the service school:

a. Course Management Plan, 88M30, Motor Transport Operator. b. Program of Instruction (POI), 88M30, Motor Transport Operator. c. Instructor Materials (lesson plans and vugraph transparencies) are detached as separate documents. d. Student Materials (classroom materials: assignment sheets, practical exercises, handouts, etc.) are detached as separate documents. 2. Materials to be obtained by the instructor: (see master list of materials and resources). In addition, all equipment listed in the POI Equipment Summary is required to train this course. 3. Materials to be obtained by the unit for the student are all applicable soldier training publications (STPs). It is essential that the TASS school determine the units ability to provide STPs and assist, as required.
D. Training Facilities.

1. General Instruction Building (classroom) will be provided for most POI file numbers. 2. A driving range and motor pool is required for some of the hands-on training (see POI Facilities Summary). 3. Appropriate vehicles used for some of the hands-on training.
E. Instructors/Other Personnel.

1. Military End Strength: 0 - Officers 0 - Warrant Officers 1 - Enlisted 2. An E6, 88M30 Instructor, is authorized for ADT.

Section IV
ADMINISTRATION A. Course Orientation.

1. This course is performance-oriented and designed to qualify individual students in MOS 88M30. Upon completion, the students must be able to perform the tasks necessary for the skill level 3 proficiency. Refer to the Program of Instruction (POI), for a complete list of tasks to be trained, the organization of lessons (task groupings), phases of training, and resources needed for support of the instruction. 2. The course consists of the common leader training (RC Phase I, IDT) and technical training (RC Phase II, ADT). 3. Tasks are trained to the conditions and standards outlined in the STP. Performance measures are used as a training guide to ensure the student learns how to do tasks step by step. Training is learning by doing, not simply memorizing answers to questions. Learning by doing requires mastery of simple tasks or subtasks as a basis for performing more complex tasks. 4. All tasks, conditions, and standards -- as well as the performance measures for doing them and testing them -- are in the STPs available to each student. They must be studied, reviewed, and used as take-home study assignments throughout the course. The POI indicates where each instructional block will be taught. Any deviation from the POI must be approved in writing by the proponent. Waiver requests signed by TASS school commander must be forwarded in writing. 5. Tasks to be trained by hands-on practical exercises are identified in the POI, next to each POI file number (PE1, PE2, PE3). A practical exercise is a practical application, performed under controlled conditions by the student, of the actions specified in the lesson objectives. There are three categories of a practical exercise: PE1 PE2 (Hardware-Oriented). This practical exercise includes performance oriented training with Army or Army-associated equipment. (Nonhardware-Oriented). This practical exercise includes practical application outside the typical classroom setting, using techniques not involving practice in the use of specific equipment items. This practical exercise encompasses all student performance in a classroom area, except that involving practice in the use of specific equipment items.

6. Progress will be measured by the students ability to perform each task to standard as it is trained before going on to the next task or series of tasks. Retraining and retesting will be a continuous requirement of the instructor to ensure student proficiency. The final exam represents testing of all of the tasks within each lesson. This test also depends upon mastery of the skills and knowledges taught during the practical exercises within each POI file.
B. Evaluation Procedures.

1. Testing of students, to assess and ensure proficiency in MOS 88M30 tasks, will be a requirement for course completion and award of the MOS. The course will include the following methods of testing: a. Performance training evaluation. Performance measures of tasks are taken from the STPs. As the instructor trains the student in the tasks, reinforcement of the training is accomplished by using the GO/NO-GO aspect of evaluating the ability to perform the task. The instructor instills confidence in the student by having the student demonstrate his ability to perform the task. Although this evaluation is on an informal task-by-task basis, the instructor must keep track of the students ability as basis for integration of refresher training and testing. This day-to-day evaluation also provides the instructor with valuable feedback regarding the effectiveness of instructional techniques. b. Formal evaluation. The end-of-course test method is incorporated into the course POI in order to formally test the student on a representative number of the tasks trained during each POI file. The instructor will maintain formal records as a basis for certifying the students successful completion of course requirements and award of the MOS. Retesting may be on a case-by-case basis but will occur at times other than the scheduled academic hours. Retesting may be required if the student achieves less than 70 percent (GO ratings) on the first test. The student may be dropped from the course if 70 percent is not achieved on the second test. Test material must be regarded as sensitive and handled accordingly. 2. An examination book has been developed and will be distributed along with other course materials. Each examination book will include all performance exams, practical written exams, written exams, and answer sheets for the course. The instructor package will also include all solution sheets needed for scoring the tests. 3. Evaluation of course material content will be done on a day-by-day basis, using feedback questionnaires and student performance results. Recommendations for changes to course material will be forwarded to proponent for incorporation in course revision. Results of testing may identify a need to revise course supporting material, change the method of instruction, and/or develop instructor qualification to conduct performance-oriented training.
C. Test Control Procedures

1. TASS Schools will ensure that all evaluation instruments are safeguarded against compromise. The term evaluation instruments includes examination questions, student responses, and other USATSCH-provided test and administrative materials. 2. Evaluation instruments will be afforded protection equivalent to that provided material marked FOR OFFICIAL USE ONLY (AR 340-17). Access will be limited to those TASS school personnel and official evaluation personnel with a direct need to know. 3. Cases of compromise or suspected compromise of any portion of an evaluation instrument will be immediately brought to the attention of Training Director, U.S. Army Combined Arms Support Command. Use of that instrument will immediately cease and an alternate instrument will be used.

D. Progress Control Records.

1. The two progress control documents that the instructor may use to track individual students and their class performance are located at the back of this book. Instructors must use these forms to track performance during each lesson, as well as to record the end-of-lesson testing results. The progress control documents should normally be kept in a centralized location and the course manager should enter student completion times/dates as they occur. 2. The progress control documents may be locally reproduced.
