Guidance Process
The Department of Education's guidance and counseling model must provide standards and strategies for school districts to use and follow in developing and implementing a comprehensive guidance and counseling program in their districts. This model must assist school districts and communities with the planning, development, implementation, and assessment of a school guidance and counseling program.

EDUCATION AND ECONOMIC DEVELOPMENT ACT


The EEDA sets up a system called Personal Pathways to Success to help South Carolina students build prosperous, successful futures through early career planning and an individualized curriculum. Combining high academic standards with enhanced opportunities to explore career options and build real-life working skills, Personal Pathways to Success gives students the guidance and experience they need to take full advantage of real opportunities in the South Carolina economy. Beginning in the elementary grades, Personal Pathways to Success provides programs of career awareness and exploration. In the eighth grade, students and their parents or guardians sit down with counselors and create individual graduation plans (IGPs) that lay out their personal education and career strategies.

An individual graduation plan must: Align career goals and a student's course of study; Be based on the student's selected cluster of study and an academic focus within that cluster; Include core academic subjects, which must include, but are not limited to, English, math, Science, and social studies to ensure that requirements for graduation will be met; Include experience-based, careeroriented learning experiences including, but not limited to, internships, apprenticeships, mentoring, co-op education, and service learning; Be flexible to allow change in the course of study but be sufficiently structured to meet graduation requirements and admission to postsecondary education; Incorporate provisions of a student's individual education plan, when appropriate; and Be approved by a certified school guidance counselor and the student's parents, guardians, or individuals appointed by the parents or guardians to serve as their designee.

CAREER EXPLORATION IN MIDDLE SCHOOL


School districts must implement counseling and career exploration programs on the clusters of study and make them available to all 6th, 7th and 8th grade students. These programs must be in place in the 2006 07 school years and must provide students with career interest inventories and information to assist them in making their career decisions.

School districts must begin in grade six the process of creating and updating developmentally appropriate career plans for students. The parents or legal guardians (or authorized representatives of the parents or guardians) as well as the students themselves must be directly involved in this process.
School districts must require that before the end of the second semester of their eighth-grade year, students select a preferred cluster of study and begin to develop an individual graduation plan (IGP) in consultation with their parents or legal guardians (or authorized representative of the parents or guardians). A certified school counselor must sign the IGP.

INDIVIDUAL GRADUATION PLAN


An individual graduation plan is a student specific educational plan detailing the courses necessary for the student to prepare for graduation and to successfully transition into the workforce or postsecondary education.
