    This email refers to the incident resulting in my 1st full scale Class 1 Internal Investigation. This is the email is the outcome of a brief telephone conversation I had with the shift sergeant that night, Kevin Mede. I advised Mede that the trails, although unusual, didn't indicate anything of any great concern at that time, which was confirmed by the refinery security patrol that happened through the area as I was getting ready to leave. It was strange to see these in that area, but there are a number of legitimate reasons why they could be there, ie survey, wetlands evaluation, etc., that aren't related to anything LE need be concerned about. Mede affirmed my plan to send an email to patrol lieutenant and the crime analyst so that the contact would be known in the event questions came up later. Of course, Mede later denied okaying an email, but the point is that a case number had been pulled and the event had been cleared as '78' no report required, in addition to this email as a heads up. Even if a formal incident report had been written, it would have been just a face sheet and a few sentences along the lines of: A WCSO deputy on random patrol discovered fresh cut trails in a wooded area in the vicinity of Gulf Rd. and Henry Rd. A check of the area revealed nothing suspicious. Refinery security was already aware of the trails. No further action was taken and this report is for information only. So when Elfo now says that 'no report was written,' that's what he's referring to, implying that I told no one and that no one was advised of what was found. I chose the email route instead as I can be less formal and expound more than I'd be able to do in the face sheet narrative, but the point is that it WAS reported, just not in the traditional 3-liner press release box, which is of little use for police investigation information. ie; the 'plentiful archive of useless paper' comment. Mede also made some other false statements after I became aware that this incident was to be used as a starting point to begin the journey towards 'progressive discipline,' but I'll address those in other posts with those documents. The next duty day I received an email from Chief Parks admonishing me for 'not documenting' the trails and the various citations on why it needed to be done. Okay. No problem. I simply replied "Will do, chief,' and when I signed into service several hours later that afternoon I did write a formal police report as described above. That was the end of it, or so I thought...

    I was poking around the end of Gulf Rd. last week, checking on one of my projects: Vince Jones, BC Smuggling, Inc. and found a freshly cut trail, west into the tree line roughly halfway between Henry Rd and Gulf Rd. on Powder Plant Rd. Bonsen, Van Loo and I later trekked in to see where it went and found that it went all the way to a creek bed ravine about mile in (north westerly) through heavy brush. It terminates at a swampy looking ravine, in an area where the heavily treed canopy opens up a bit. It all appeared to be freshly cut and appeared to have taken considerable effort to do so, but we couldnt identify the purpose of it at the time. To me, it had the feel of being something haphazard and illicit, but Im hard pressed to say what the purpose would be. I was in the same area tonight doing an area check and found 2 more of these trails not far from the first one. While I was there, I met up with one of the refinery security patrols, Shane Walls, and asked him about the trails. Walls tells me that they also discovered the trails, about 6-8 total, and they dont know what to make of them either. Walls tells me that they have verified that the trails are not geological, survey or pipeline related and that neither of the large plants knows why they were made either. Walls also told me that they found 1 trail that terminates just short of the US Coast Guard station off Cherry Point and speculated that perhaps it may have been intended as a back access to that area for reasons unknown at this time. Shane told me that their security office has already notified the refinery and aluminum plants and that DHS has also been advised of the discovery by USCG personnel. As its already been reported and up-channeled to DHS, I didnt see any point in creating a duplicate report for our already plentiful archive of useless paper. No further action is required of us at this time and this is primarily an FYI to keep an eye on things out there until the purpose of those trails can be identified. Murphy
