(f) CONDITIONS FOR TRANSFER OF ADMISSION FOR STUDENTS WITHIN THE
UNIVERSITY (As per U.G. Regulations)

The Transfer of Admission of students from one College to another College shall
be governed by the following conditions:

According to the Admission norms of Under Graduate Courses of the time table
for the 2014-15 Academic year. The Admission of 3
rd
and 5the semester
students are permitted only in Transfer cases within the duration of 30 days
from the last date of admission with/without fine penalty.
Such student shall comply with the attendance requirement as stipulated by
the University.
Note:
The said conditions along with above conditions mentioned at Sl. No. (IV)
a.b.c.d & e be followed for transfer of admission for the students within the
University.

(h) CONDITIONS FOR TRANSFER OF ADMISSIONS OF THE STUDENTS FROM
OTHER UNIVERSITIES (As per U.G. Regulations)

The Transfer of Admission of a Student from any other sister Universities and
other recognized Universities, out of the State, shall be governed by the following
conditions:

Such transfer of admission shall be out of the intake capacity of the respective
class/subject of the respective College.
Such Students shall apply to the University for admission along with
migration certificate, eligibility certificate, prescribed fees and other
necessary documents, through the Principal of the respective College with I
period of 30 days from the date of commencement of the respective
semester.
Such Students, after transfer of admission, shall be governed by the
regulations as stipulated by Rani Channamma University in respect of the
respective degree course.
Such transfers are permitted only when there is conformity between the
respective degree programme of Rani Channamma University and that of
other Univerisity from which, the student is seeking transfer.
If the two degree programmes are not in conformity with each other in terms
of scheme of examination, syllabi, number of papers that the minimum marks
for passing etc., such transfers shall be subject to studying and passing any
deficient paper(s), as stipulated by Rani Channamma University in each
individual case.

Sub: Issue of Eligibility Certificate

In continuation of this Office Notification and above cited subject it is hereby
notified that the instructions for issue of Eligibility Certificates are as under:

1. No student who has passed qualifying examiniation from other University /
Board other than Karnataka, shall be admitted to any course in an any College
or Post-Graduate Department for PG/Ph.D.M.phil Course or any Diploma
Course without obtaining his/her Eligibility Certificate at the time of
admission, issued from this University.
2. The students who have passed Pre-University Examination conducted by the
Pre-University Examination Board, Bangalore, are not required to produce
Eligibility Certificates, However, they may be admitted by the concerned
Principals subject to admission Provisions as per the Syllabus prescribed in
the relevent subjects.
3. The last date for issue of Eligibiligy Certificates will be the same, which will
be notified by the University as the last date for admission to various courses
every year.

In case the admissions are mode without the Eligibility Certificates, the Penalty
of Rs. 1,000/- to student and Rs. 11,000/- (each case) to the Institution will be imposed.

The chairman of the Post-Graduate Departments and the Principals of the
Colleges are requested to adhere to the Provisions of this Notification and bring its
contents to the notice of students and all other concerned.

PREAMBLE:

In the G.O read at (1) above it is directed that all students stydying in schools
recognized by the State Govt., shall learn three different languages compulsorily as
per the scheme detailed therein.

In the Government Order read at 92) above, sanction has been accorded to
permit deaf children studying in recognized schools to offer the same language at the
I & II levels and Hindi at the III level.

In his letter read at (3) above, the DPI has requested orders of Government to
permit deaf children studying in recognized school to offer only one language as it is
very difficult for the deaf children to learn more than one language.

ORDER:

Sanction is hereby accorded to permit deaf Children to offer only one
language at all levels and this Concession stand extend to all deaf children who study
in recognized schools.

Sub: Regarding exemption of II & III Language for deaf Children:

With reference to the subject mentioned above, I am Directed to state that
G.O. No. SWD 79 PHP 76, Dt 16/18/1/76 permitting the deaf children to offer only
one language at all levels has been issued as per the recommendation made by you in
your letter No. A3, 233, ALN, 166/76-77, dt: 05-07-1976. This means that the deaf
children need to study only one language at all levels i.e. from Std I to X.

It is in this sense that the expression at all levels is used. As a corollary it
follows that the deaf children are to be exempted from the requirement of studying
more than one language at P.U.C. and degree levels also. It is for the P.U.C. of the
Universities to make appropriate regulations in this behalf. Therefore, it is directed
that the G.O. NOSWD 76, Dt: 16 of 18.01-1978, Issued in this behalf by the Social
Welfare Department may be implemented for with.

PUBLIC NOTICE

It has come to the notice of the Univerity Grants Commission that Institutions
and Universities including institutions deemed to be universities are admitting students
to various Programmes of studies long before the actual starting of academic session;
collecting full fee from the admitted students; and, retaining their schools/institutions
leaving certificate in original. The Institutions and Universities are alos reportedly
confiscating the fee paid if a student fails to join by such dates.

The Commission is of the view that the Institution/Universities, by way of
retaining the certificate in original, force retention of admitted students, which limits
the opportunities for the candidates from exercising other options of joining other
institutions of their choice. However, it would not be permissible for Insitutions and
Universities to retain the School/Institution Leaving Certificate, mark sheet, caste
certificate and other documents in original.

The Ministry of Human Resource Development and University Grants
Commission have considered the issue and decided that the Institutions and
Universities, in the public interest, shall maintain a waiting list of students/candidates.
In the even of a student/candidates with drawing before the starting of the course, the
waitlisted candidates should be given admission against the vacant seat. The entire fee
collected from the student, after a deduction of the processing fee of not more than Rs.
1,000/-(One Thousand only) shall be refunded and returned by the
Institution/University to the student/candidate withdrawing from the programme.
Should a student leave after joining the course and if the seat consequently failing
vacant has been filled by another candidate by the last date of admission, the institution,
must return the fee collected with proportionate deductions of monthly fee and
proportionate hostel rent, where applicable.

The Universities/Institutions are requested to abide by the instructions issued
by the UGC. The UGC, shall on its own or on receipt of specific complaints from those
affected, take all such steps as may be necessary to enforce these directions.

Institutions/Universities are also required to convey these instructions to the
colleges affiliated to them.

Sub: Amended Ordinance governing the admission of students who have
been involved in Malpractice to the next higher courses under
C.O.B system.

It is hereby notified that the Principals of the Constitutent / Affiliated Colleges
and Heads of the P.G. Departments, Rani Channamma University, the amended
ordinance governing the admission to the students who have involved in malpractice to
the next Higher Courses under C.O.B system is as under:
ORDINANCE:
a) A candidate charged with any Malpractice relating to an Examination in
respect of which full Carry over Benefit is permitted may seek Provisional
Admission to the next Higher Class, if any, pending decision of the case by
Syndicate on the recommendation of the Malpractice cases consideration
committee. In the event of such candidate being found guilty, his admission to
such class and also appearance for any examination shall stand automatically
cancelled in terms of the punishment awarded by the Syndicate.
b) In respect of other Examinations where there is no fully Carry over Benefit
cases shall be expenditiously decided.
c) Where the Candidate is found not guilty or given the benefit of doubt in
respect of alleged Malpractice the Committee is authorized to recommend
admission of such a candidate to the next higher Class even after the last date
for admission is over provided the candidate satisfies the other admission
requirements.
The Principals and Heads of the P.G. Departments are requested to notify the
contents of this notification to the student and teachers.

Additional Clause for VI Semester Students of U.G. Courses (Option)

Regulations governing the In-plant Training as a part of Academic Industry
Partnership Initiative (AIPI) in lieu of Sixth Semester of B.A, B.Com., B.Sc Courses of Rani
Channamma University, Belagavi.

PREAMBLE:

The Higher Learning Institutions are expected to be Environment-sensitive in
view of Open Economy, which has ushered in. Market driven Courses are to be designed
and implemented so as to enhance employability of educated yound graduates. With
this objective, the University ahs held meetings with the HRD managers of the Infosys
and planned to introduce the in-plant Training Programme, for a period of 6 months in
lieu of sixth semester, to be undergone by only those B.A., B.Com., and B.Sc. graduates,

who would be selected by the Company at the end of 5

semester of the respective
degree programme. The present regulations governing the semesterized B.A., B.Com.,
Courses run by the University are not inclusive of the provision relating to the in-plant
Training. Hence, it is felt necessary to frame additional regulations governing such
training programme. These regulations will supplement rather than supplant the
existing regulations governing the semesterized B.A., B.Com., and B.Sc., courses.

TITLE:

These regulations shall be called Regulations governing the in-plant Training
Programme as a part of Academic-Industry partnership Initiative (AAIPI) in lieu of 6
th

Semester of the B.A., B.Com. and B.Sc. courses of Rani Channamma University, Belagavi.

COMMENCEMENT:

These Regulations shall be applicable only to those students, who are desirous to
undergoing in-plant Training, after completion of 5
th
semester of their respective degree
programme, in lieu of 6
th
semester.

REGULATIONS:

1. The students, who have successfully completed all the five semesters and who
have been selected by the concerned Company or Industrial Organisation, are
eligible to undergo in-plant Training.

2. There shall be a MOU between University and the concerned Company/Industrial
Organisation, which outlines the conditions and Modus Operandi of the in-plant
Training Programme.

3. The in-plant Training, to be completed by the candidate, shall carry such total
marks as assigned to the 6
th
semester of the respective U.G. Degree.

4. The performance of in-plant Training candidate shall be assessed in terms of:
a. Internal Assessment carrying 20% weightage;
b. Project Report carrying 50% weightage; and
c. Project Viva voce carrying 30% weightage.
5. The attendance of the in-plnat Trainee Student shall be duly certified by the
respective Company as per the MOU.

6. The in-plant Trainee shall the project report to the University. The report shall
be duly completed under the supervision and certified by an Officer as
designated by the Company for the purpose to the University, soon after the
completion of the Training Programme.

7. The medium of language for writing a project report shall be English.

8. The in-plant Trainee shall also apply for registration to the semester end
examination along with regular students by paying fees relating thereto.

9. I.A Compnent of the Trainee shall be done by the respective company or
organization and the award list shall be submitted to the University soon after
the completion of Internal Assessment.

10. Project Report shall be evaluated by an expert in the concerned subject
appointed
by the University.
11. The Project Viva-voce shall be conducted by the Board consisting of Dean of the
concerned faculty and the subject expert, who has valued the project report.

12. There shall be no minimum for passing Internal Assessment Component.

13. No candidate shall be declared to have passed in-plant Training Programme,
unless he/she obtains not less than 40% of the total marks assigned to the entire
Training Programme.

14. The students are not eligible for applying for improvement in respect of any
Component of the in-plant Training.

15. The results of the successful candidates at the end of training programme shall
be declared and classified on the basis of aggregate marks obtained in the five
semesters and marks obtained in respect of in-plant Training Programme.

16. If any in-plant Trainee fails to complete the Training for an approved period due
to unforeseen events, like, prolonged ill-helath, accident etc; he/shall be
permitted to the 6
th
semester of his/her degree programme along with regular
students of the next batch of the succeeding academic year.

17. If the in-plant Trainees are not selected for the job by the respective company
even after successful completion of in-plant Training Programme, they are
eligible to apply for admission to the concerned P.G. Courses as and when it is
notified by the University.

18. In the case of the issue emerging from the introduction of the in-plant
Training Programme, for which no regulations are present or the present
regulations do not provide satisfactory explanation, the matter shall be
referred to the University and the decision of the Vice-Chancellor in
consultation with the Syndicate/Academic Council shall be final.
