Burma Times Media Project is established aiming at publishing more precise and
informative news for the sake of the citizens of Burma/Myanmar. Burma Times media
Project strives to highlight the daily life of all ethnic Burmese people for protection of
human rights to strengthen movement for individual and communal respect and
understanding so that all ethnic Burmese people of different religions can pursue daily
existence without any religious hatred or bloodshed. We publish informative news to
bring public awareness to engage corporately for creating peace and harmony between
every nationalities of Burma so that every individual can evidently differentiate justice

2. Preamble

Moreover, the remained objective to issue this report is a plea standing on the side of the
most persecuted minority Rohingya of western Burma and all other victims of freedom
constraint regardless ethnicity or religious faithBurma Buddhist, Burma Muslim,
Kamein Muslim, Pan Thay Muslim, Chulia Muslim, Kachin, Kayah, Karenni, Mon,
Dinate, Thet, Mro, Anun,Paku, Bwe,Thado,Kwe Myi, Shan,Yun,Kwi,Pyin, Yaw,Beik, etc
to international community to pave the path for people of Burma to make themlead daily
life easily without continual thuggish ruling of current President Thein Seins
administration. The current President Thein Seins administration is a thuggish
administration which makes up tensions for people triggering so called religious clashes
or sectarian violence or communal violence to remain in militaristic power. In fact the
current violence occurs in Burma is a series of premeditated violence against Muslims
including Rohingya.
One hidden policy of this Burma Times Media Project to issue the report of a
circumstantial report on premeditated violence in Mandalay which was triggered ahead
of NLD campaign for constitutional amendment of article 436 is to highlight Burmese
state-sponsored pogrom against Muslims, official discriminatory policies against ethnic
minorities, Burmese special strategies to suppress opposition political party and other
democratic parties and Burmese foreign policies which attempt to be trusted with
international community by several deceptions.
3. Summary
Burma Times Media Project received many reliable reports of this premeditated violence
against Muslim occurred in central Burma known as Mandalay on 1

July 2014 and our
team monitored the situation from beginning until the end and we provided all the
documents which our correspondent from Mandalay collected through various sources
on the covert plot of Burmese President Thein Seins thuggish administration which
premeditated to disturb the campaign of National League for Democracy for
constitutional amendment of article 436, to suppress the activities of different human
right activists, to distract the attention of Burmese Mandalay residents from sending
complain letters against the new Chinese arrivals, to eradicate Islam from Mandaly
displacing all Muslims, to remain in grasping the transit of Chinese market for Southeast
Asian countries drawing attention of Chinese government that the ruling quasi-civilian
regime led by former high rank army officer President Thein Sein gets ready to act
everything in favor of China, and to alternatively bring all the Chinese occupied
commercial zones under governments control to sell them with a huge cost to foreign
stakeholders to be more close with westerners.
Moreover, we provided in this report some more documents of the above violence which
are collected from UN agencies, international organizations, news media and blog.

Violence initially triggers from the Buddhists side through an alleged rape case involving
a young Buddhist girl and a Muslim man and finally blames Muslims that they are the
main perpetrators. President Thien Seins thuggish administration turned a blind eye to
the angry Buddhist mob attack; on the other hand, authorities arrest massively Muslims
and imprison them immediately without official trial under false allegation.
The main culprits of this violence of Mandalay which was triggered based on an alleged
raped story involving a Buddhist maid and owner of a tea shop two Muslim brothersthe
proponent monk of anti-Muslim campaign 969 Wirathu and blogger Thith Too Lwin
and state government have played a great role to accomplish the plot of government.
In this report Burma Times media Project revealed the most unrevealed strategies of
Burmese quasi-civilian regime that how it was premeditated to trigger state-backed
violence in the name of inter-communal clashes or religious conflicts to remain in power
by military influence. Moreover, Isamophobia was highlighted because it is a political
trick of President Thein Sein who defends the leader of anti-Muslim movement 969
Wirathu standing from every corner as he,Wirathu, is used by government as political tool
to covertly suppress NLD and other democratic forces, and to eradicate Muslims from
Burma and to syndicate Chinese commercial zones under governments control in
Mandalay.
In accordance with the collected information through various sources on so called inter-
communal violence in Burma in fact which is backed by Burmese government, until
international community does not pressurize Burma to hand over the proponent monk of
religious hatred campaign 969 Wirathu with his thuggish sub-mentors to International
Criminal Court and US does not put sanctions on foreign investment including
international trip of Hitlerite Burmese higher authorities, the head of Thugocracy H.E
President Thien Sein will never tackle any mob attack which might increasingly flare up
ahead of 2015 Burmese national poll.
Moreover, ASEAN has an obligation to protect the ethnic Muslims of Burma including
Rohingya according to the commitments described in The ASEAN Charter. ASEAN
believes in human rights, however, it turned a blind eye to the human rights violation of
President Thein Seins administration. These ASEAN Members of StatesThailand,
Indonesia and Malaysiaalready violated its Charter and all the asylum seekers of ethnic
Muslims of Burma including Rohingya should be granted shelter.
This report revealed the most covert plot of the ruling Burmese government, deceptive
honesty of President Thein Sein on Burmese citizens, miscarriage of international
community to save souls of Muslims from Buddhist mob attack and ASEANs completely
abandonment of state-sponsored persecution against Muslims in Burma.

This Circumstantial report on the plot of Burmese quasi-civilian regime led by President
Thein Sein regarding anti-Muslim movement is a never-before published report. This is
a first report which disclosed all sorts of premeditation of ruling President Thein Seins
thuggish administration which would be implemented in turn so that international
community or ASEAN cannot perceive the state-sponsored massacre of Muslims under
so called movement of Protection of Bama Race, Language and Buddhism.
The revelation of the series of crimes of Burmese successive President Thien Seins
thuggish administration is not ended here. Once the plotted Buddhist mob attack became
miscarriage to ruin Muslims and was exposed without vast causalities, diplomatically,
government stopped from continuation because government has more terrible plots to
covertly implement further so that the perpetrators can escape internal or international
trial.
According to the leaked information through internal source obtained by Burma Times
Media project, the ruling Burmese successive President Thein Seins thuggish
administration might trigger more violence in upcoming days to win a landslide victory
and to hold legitimacy for 2015 poll.
All the ethnic Muslims of Burma should be alert always to escape from the state-
sponsored Buddhist mob attack as the ruling Burmese successive President Thien Seins
thuggish administration has been arranging orderly to accomplish their long plot in
particular in Yangoon, Mandaly, Rakhine state and other Muslim dense territories.
Apparently, to be protected from the state plotted disturbance of Buddhist miscreants,
particularly, Muslim ladies should accompany men when they wished to go out of the
residence.
4. The root cause of violence
The popular Thit Htoo Lwin Blog posted on 30

June a piece of news titled Two Muslim
brothers, owners of Sun Cafe tea shop, had raped a Buddhist maid.
The full news written by Blog Thith Htoo Lwin: on the evening of the past 28 June, two
Muslim brothers, owners of Sun Cafe tea shop, Ko Sann Maung and Ko Nay Win, had
deceived and molested a Buddhist female cook Ma Soe Soe who works there. The tea shop
is situated at corner of 28
th
and 82th Streets from Chan Aye Thar Zan Township,
Mandalay division.
It continued, with lurid details about how, around closing time, the two owners convinced
the girl to take a ride with them to Nay Pyi Taw( current Burmese capital), where they
planned to open a new teashop; how the duo stopped the car by the roadside and molested

her, despite her pleas; and how they drove away. There was no source, quote, or citation
provided. The sole authority of the piece rested with the phrase, "Thit Htoo Lwin
investigated and discovered ..." in the final sentence. The photo attached in the piece was
clearly stock art (image of a distraught girl sitting alone), not crime scene photo.
In reporting the crime, where neither guilt nor innocence has been proven in the court of
law, Thit Htoo Lwin's reporter spelled out the names of all parties involved, with a
complete disregard for their personal safety and privacy.The reporterwho, by the way,
chose to remain anonymous inserted in parentheses the faiths of the perpetrators and
the victim, dressing up the crime as a religiously motivated one.
Thit Htoo Lwin is not a news agency nor an official newspaper (likewise BBC
Burmese, The Irrawaddy, and Kyaymon as legitimate news sources). For the most part,
Thit Htoo Lwin aggregates, translates, and regurgitates others' stories. Sometimes it lists
a Facebook post as its source. Other times it republishes stories from RFA, government
press releases, and other legitimate papers.
The founding blogger of the Thit Htoo Lwin Blog is believed to be living in the United
States currently. He worked for several foreign-based Burmese Language broadcasts such
as BBC, VOA, and DVB from 1998 to 2006 according to Irrawady News Magazines
interview with him.
It was not the first time of posting such fabricated news at Thit Htoo Lwin and it used to
blog religious and racial hatred made-up stories and news, which might lead a sectarian
conflict. For instance, on 18th Jun 2013, it posted fabricated false news, Declaration of

2nd Jihad, with a very clear intention of causing a sectarian conflict, according to M-
media.
5. One of the circumstantially convicted main culprits of this
premeditated violence, radical monk Wirathu and his thuggish
activities through Facebook
The above alleged rape story really caught fire when the notorious radical monk Wirathu
intentionally shared that fabricated news in his Facebook page with some other religious
hatred stirring pages which might be able to lead unrest like 2012 and 2013. He is a monk
and his task is to preach people how to pursue daily life in accordance with the teaching
of Lord Buddha avoiding alcohol, adultery, fornication and other prohibited matter which
has great sin and to meditate to become pure by the grace of Lord Buddha. In lieu of
preaching sacred teaching of Lord Buddha, he preaches such disgusted teachings which
are filled with satanic verses that excite the lower self and encourage people to commit
crimes against humanity.In the past premeditated violence occurred across the country,
he plays a vital role of hostility to create instability the whole Burma. He called the accused
Mafia kular bothers. (Kular is a derogatory term for foreigners or Indians in Burma)
In his facebook page, Wirathu, called all Buddhist people to take action against the alleged
Muslim rapist and to protect the Buddhist people from Mafia Muslim community.

He is controversially well known as The Face of Buddhist Terror, Burmese Bin Laden,
leader of 969 Radical Buddhist Movement, one of the key mentors of Rohingya Genocide,
devilish monk ,etc. Then, Buddhist extremists, ultra-nationalists, former militaristic
powerful politicians and radical monks had got an opportunity to trigger strife inside
Muslim quarters.

Wirathu was exposed as proponent monk of anti-Muslim campaign 969 since he has
called for a boycott of all Muslim-owned shops and is pushing for a law that would restrict
marriages between Buddhist women and men of other religions in particular Muslim
men.
Wirathu was mentioned on the cover story of Time magazine as "The Face of Buddhist
Terror" on 20 June 2013. You can be full of kindness and love, but you cannot sleep next
to a mad dog," Wirathu said, referring to Muslims. Witharu was in fact arrested in 2003
for distributing anti-Muslim leaflets and allegedly playing a role in stirring religious
clashes in Mandalay, where close to a dozen people died.
6. The reason of referring the anti-Muslim riot as premeditated violence
In this report, the main reason to refer the anti-Muslim riot as premeditated violence is
because the Buddhist mob attack in Mandalay on 1
st
July 2014 was triggered by leading
of monk Wirathu to conceal the real sex crime of a Burmese Buddhist court official. On
March 8 2014, A Muslim girl, Ma Hae Mar Kyaw fromMaw Ya Wi War quarter, Aye Chan
Thar San Township, was deceived by a court official who offered her and her family to
help with her brothers case and raped her at a Pearl guest house. Sex offender Mr Tin
Maung Win, aged 58, is a Myanmar Government official with Justice Department, Home
Affairs Ministry. Afterwards, Ma Hae Mar Kyaw filed a case against her sex offender Tin
Maung Win.Monk Wirathu repeatedly threatened to the rape victim family to withdraw
the case which was filed against the sex offender. When the family of plaintiff Ma Hae
Mar Kyaw insisted that the sex offender should be charged by severe penalty, Wirathu,
defender of accused Tin Muang Win, fabricated a rape story involving of a young Buddhist
girl and a Muslim man. The alleged rape story involving a young Buddhist girl and a
Muslim man was fabricated to distract the attention from the rape of a Muslim girl by
Buddhist court official protected by Wirathu.
Every such deadly riot between Majority Buddhists and minority Muslims initially occurs
from Buddhists side through a fabricated rape story involving a young Buddhist girl and
a Muslim man. Radical monks call upon Buddhist people to protect the rape victim from
alleged rapist. When thugs start to participate in rioting, monks endorse the rioters in lieu
of preventing them. Without tackling the rioting, the authorities turn a blind eye to the
thuggish activities of monks and state backed thugs as well.

st
July, a mob came to that tea shop. As a result, nearby people came to that
place to become a crowd. At 11 PM, the crowd around 26th Road became 300 in number
and some sang national anthem (which was used to sing by extremists in most of the mob
attacks against Myanmar Muslims happened countrywide) loudly. A van and a group of
about 30 motorbikes, carrying mobs armed with machetes and lethal weapons, were
roaming around the city of Mandalay and targeting various Muslims, shops and
businesses owned by Muslims, and a number of Islamic religious institutions and
premises.
Some real monks who practice in reality the true teachings of Lord Buddha attempted to
calm the rioting Buddhist crowd. Venerable Galun Ni described that We tried our best,
but they would not listen. Some of them were drunk and hard to control. Whatever
happens to them depends only on their own behavior. We just dont want to see
Mandalay burn because of racial and religious hatred.
Most of Muslims shops located in 26th B Road and from the corner of 83rd Road to 84th
Road were destroyed at about 11:30 PM. Baho pipe shop , Khin Maung Gyi Khin Maung
Lay machine shop, Myathitsar car machine shop and some Muslims properties were
attacked. The fronts of other Muslims shops were destroyed as well.
Moreover, the thugs stoned Muslims shops and destroyed parked Muslims cars. Though
about 1,000 police were deployed instantly, they failed to prevent further violence as they
were watching immobile to the mob attack.

By early Wednesday morning, 2
nd
July, despite the increased security presence, some 450
rioters armed with sticks and knives had gathered. A car was torched on 26th St at 3am.
When mob attacks got more strength on 2
nd
July, the original blog post on the Thit Htoo
Lwin Blog was taken down without explanation.
Since about 11 PM, 2nd July, inflammatory provocations happened at Amyaut Tan and
East Koneyoe Blocks between 35th and 75th Roads, U Gyargyi Compound between 35th
and 36th Roads but the situations did not turn into fighting. A few provocations occurred
at East Koneyoe and the corner of 84th and 35th Roads.

day amid mob attack
Then, on 2nd July night( Wednesday) and 3rd July early morning(Thursday) , Muslims
in Mandalay were under unsafe situation, feeling sense of insecurity due to heavily
moving of armed mobs with knives, swords and machetes.

During the violence between majority Buddhists and minority Muslims on Wednesday
night, Tun Tun, a 36-year-old Buddhist, was killed. He was a volunteer driver for the Free
Funeral Service, a monastery-linked service providing funerals for those who can't afford
it, regardless of religious affiliation.
The conflict resolution committee led by the Venerable Galun Ni, Khalifah U Thein Win
Aung (a leader of Islamic Sufi order in Myanmar) and other religious leaders monitored
the worsening situation in the city.
Irrawaddy News Magazine Facebook page reported that its reporter fled from the
aggressive crowd at the corner of 35th and 84th Roads, polices out-of-control area.
According to Irrawadys today midnight breaking news, eyewitnesses reported that club
and machete holding rioters riding motorbikes destroyed shops and motorcycles which
were assumed to belong Muslims.

This Thursday morning, 3
rd
July, an innocent civilian, 51 years old U Soe Min, the owner
of Myanmar Nyunt bicycle shop located on 83
rd
street and 31
st
street, went to South Owe
Bo Masjid( Muslim worshipping house) situated at 29
th
street and 83
rd
street for dawn
prayer, the terrorist mob beat him to death.
Although there were people witnessing this grievous incident, no one dared to halt them
and rescue him. Only after the mob left, he was brought to emergency department.
However, he died of head injury caused by brutal assault.
U Soe Min from Mandalay was a peace activist and he will be remembered for his selfless
service to his people and country. U Soe Min left his wife and two preteen daughters.
Most shops in riot-affected Muslim areas remained closed and the situation remained
tense until 3
rd
July, Thursday.
After two consecutive nights of violence between Buddhist and Muslim residents in
Mandalay which left two people dead and 14 injured, Mandalay divisional chief minister,
U Ye Myint, imposed curfew from 9 pm to 5 am for all six townships in Mandalay on
Thursday, 3
rd
July. It was declared in the curfew announcement that during these hours,
gatherings of five people or more are prohibited. Anyone who fails to obey the order shall
be detained through use of force and charged under existing laws. The curfew would help
ensure the publics safety and rule of law as there had been clashes in the two previous
nights.

11. Situation of Mandalay Between 3

day amid mob attack
Though curfew by severe punishment description was imposed, during Thursday night
(morning will be Friday), the Buddhist mob was moving freely and chanted singing
Burmese National anthem which is usually used by thugs in every thuggish activities.
The heart of Muslim residents had gone minute like chicken-heart due to dual terror
either they will be brutally massacred by thugs if they obey the curfew or, on the other
hand, they have to be charged of disobedient to curfew when they will go out of homes
to resist the thugs as self-defense.
Amid curfew, Muslims in Mandalay were very much panic stricken, because, ironically,
declaring martial law could mean more deadly attacks against the Muslims. In 2013,
Muslim populous areas in Meikhtilar city were burned down to ashes soon after martial
law was declared. Under martial law in Meiktilar, police only intervened when Muslims
were trying to defend their lives, but stood by and watched immobile the mobs when they
targeted against the Muslims.
The authorities seized weapons, such as iron rods, knives and swords after a thorough
search in every Muslim home. But, they did not seize any tools which can harm from any
home of Buddhist residents.

On the Friday morning, three lieutenants with divisional chief minister of Mandalay, U
Ye Myint, had come and sought Gyon Masjid. Then, five prominent Muslims Islamic

scholar Hafiz Moulvi Noor Din @ Kyaw Min Lwin( Imam of Gyon Masjid), Hafiz Moulvi
Rahmot Ullah (Muazzin , announcer of Prayer times in Islam), Zaw Win Htoo( s/o: U
Hla Htoo, Maung Chit Oo( s/o: Maulana Nur, the Principal of that Masjid) and Maung
Myet Kowere arrested. The authorities accused the arrestees that they were involved in
violence while in fact they were the mentors who convinced their fellow Muslims to
protect their lives and properties from Buddhist mob attack, said a Muslim resident who
asked not to be named for security reason.
The authorities not sought the monasteries despite concrete information of mass weapon
stores in almost all monasteries. When radical real monks, thugs and fake monks
(Buddhists in monks robes) involved in violence, police stood by and was watching
immobile to mob attack. None of the monks engaged in violence was defrocked until
today.
On 4
th
July, Friday afternoon, around 300 Buddhists were riding around Mandalay, many
of them wielding knives, clubs and bamboo poles."We're going to kill all the Muslims,"
some shouted as they rode through the streets after attending the funeral of a Buddhist
man, Tun Tun, killed on Wednesday night during violence.
Afterwards, the angry Buddhist mob set ablaze an orphanage, a rest house and a farm at
a Muslim section of a cemetery north of Mandalay following a funeral for a Buddhist man,
Tun Tun.
Win Naing, a Muslim donor to the school, who watched the attack from his hiding place
in the home of a Buddhist friend said that More than 70 police were here but did
nothing.

Moreover, during a funeral procession for the Buddhist man, earlier Friday afternoon a
mob destroyed motorbike and a truck in the city center as well. The funeral procession of
Tun Tun included 5,000 motorbikes, 200 cars and more than 1,000 people walking
alongside, paying their respects.
Around 5 pm Friday, crowds of young Buddhist men on motorbikes were seen heading
towards to Muslim areas southeast of the old moat, close to the site where a Buddhist man
named Tun Tun was killed on Wednesday during clashes with Muslim residents.

The situation was tense and police ordered residents to go inside as they prepared to
clampdown on any outbreak of violence. We will open fire if needed. You guys should be
careful, a police officer warned journalists gathered at the scene.

As dusk turned into Friday evening, the situation appeared calm in central Mandalay and
the main streets were deserted.
For the first time since the unrest flared up, hundreds of police officers in protective riot
gear and armed with teargas grenades were sent to clear streets of central Mandalay.
According to a divisional police office, about 450 people have already been arrested and
detained for breaking curfew. Another 16 men have been charged with crimes ranging
from arson to carrying illegal weapons, he said.
Burmese government blocked Social media Facebook for the second straight evening

working normally on Saturday.
Here it is questionable that whether the government blocked the Social media Facebook
to hide the criminality of most notorious radical monk Wirtahu who is the one of the
main circumstantially convicted culprits of this premeditated violence or in fact to curb
inflammatory comment online. The answer is simple. If Burmese government was so
eager to stop violence which initially occurs every year from majority Buddhists side,
all the perpetrators of all fields including radical monks should be bitterly awarded by
severe penalty for their inexcusable crimes against humanity.
The violence almost came to an end in Mandalay since 5

July Saturday, but worries
remained high. The main markets in city center were open, but most shops remained
closed, including those located in Buddhist and Chinese communities.
On 6th July, Sunday, a committee comprising religious leaders and local residents was
formed to maintain peace in the city. Monks, abbots including proponent monk of anti-
Muslim movement 969 Wirathu delivered speeches for restoration peace. One key
message of most speakers was to teach each other for tolerance, love and kindness.
We do not know what will happen next. If something happens again in the area, it will
be difficult for us to close the shop and we will not be able to run back home quickly, said
Ma Myo, a Buddhist owner of a clothing shop.
13. Harsh comments from Mandalay residents and other experts
on the miscarriage of security forces in controlling mob attack
Qari(Quran recite) Hasan, the head of downtown Shae Shaung Masjid, said that the
Muslim community had become a target of hate speech and had been let down by the
authorities. If something incidentally occurs or premeditatedly triggers they

suddenly say it is because of Islam. With the new government we expected good
things but we only get bad things".
Residents of Mandalay had criticized the police actions so far, saying that security forces
became miscarriage to deal with the outbreak of violence and did little to stop the angry
Buddhist mobs moving through the city.
Some prominent figures of Mandalay expressed devastation over the double standard of
security forces saying that even International critics had lifted up trust from Burmese
security forces for their siding to their fellow Buddhist mobs in past days.
They continued that the miscarriage of authorities to control the mob is in fact
deplorable. We have to advocate against the silence of government in such terroristic
activities of radical monks and their thuggish followers which lead bloodshed. It is due
time for the residents of Mandalay and other Burmese compatriots to perceive evidently
the political tricks of government. If we dont love each other, the hatred against each
other will swallow us the way crocodile swallow human.
Muslim residents of the multiethnic neighborhood where the mob attack occurred said
Buddhist mobs had destroyed cars and attacked Muslim shops that were only a five-
minute walk from a large police station. Police fired rubber bullets in an attempt to quell
the violence, but residents complained that they had come too late.
I dont understand why it took the police 50 minutes to arrive and did not arrest
members of the mob even though they were just a few feet away from them, said U Nyi
Nyi, a Muslim resident who owns a tea shop in the neighborhood.
A Buddhist business man from Mandalay on condition of anonymity told Burma Times
that in fact government endorses the thuggish activities of radical monks and Buddhist
racists, otherwise, how radical monks could have been whipping up religious tensions,
with fiery warnings that the countrys main religion is under threat from Islam though
there is not any evidence that Muslims incites religious hatred or threaten other
religions.
The analysts who closely monitored the Mandalay violence pointed out the fact that
Mandalay divisional government and security forces failure to control the situation
indicates that they are supporting these terrorist activities.
According to remarks posted on the broadcaster's website, Radio Free Asia,
Opposition leader Aung San Suu Kyi blamed the authorities for the worsening

violence, saying that the authorities should properly handle those people who are
spreading rumors. Without rule of law, more riots will come".
Hsu Nhget, a famous writer in the city, told that in the past, there were some small
religious clashes, but the monks and abbots could control it and the situation did not
escalate. Now some monks have many different opinions about the other religion [Islam],
and some peoples respect for the monks has declined, according to Irrawaddy.
Moreover, he criticized authorities for failing to curb the recent violence. Just look at the
funeral of Tun Tun, he said, referring to a 36-year-old Buddhist man who was killed in
the unrest. At the cemetery for the burial, the crowd included young men who were
shouting and holding rods and sticks, like a group of rebels entering the city. I wonder
why the authorities allowed this. The police were understandably handling the situation
cautiously because the crowd was large and there were not many security officials. But as
a result, some angry men destroyed a Muslim section of the cemetery.
We think Mandalay became a victim in the reaction to stop the 436 campaigns. Now the
campaign has been stopped visibly, especially in Mandalay, said Thein Win Aung, vice
chairman of the peace group formed on Sunday, according to report of Irrawaddy.
Following a press release by the local assembly which state that Muslim nationals had
beaten up Burmans and the violence was conducted by both Muslims and Burmans,
supreme Court lawyer Thein Than Oo criticized it was imprudent of the divisional
government to single out Muslims, pointing out that it could stoke simmering tensions
between the two communitiesmajority Buddhist and minority Muslim. He continued
that the discriminatory comments of authorities will incite hatred between different
ethnicities and different faiths.
According to Irrawaddy report, Supreme Court lawyer Thein Than Oo added that officials
in Arakan State were similarly irresponsible as their counterparts in Mandalay when
dispersing press releases about the inter-religious violence in that region by using the
pejorative termkalar when referring to the Rohingya Muslim community.
A Mandalay resident said that the riot was intended in order to divert the peoples interest
during the time when movements for the constitutional amendment of Article 436 were
being organized.
Khalifah U Thein Win Aung, a leader of one Islamic Sufi order in Mandalay, opined that
the violence was a dirty political trick and Muslims became scapegoats in it.We are in the

riot places together with the respected monks from Mandalay. The authorized police force
hasnt taken any effective action. They are like playing running-and-escaping games. I
think they (the rioters) mainly target remote mosques. I havent found yet so far that the
authorities take effective action to terrorists, U Thein Win Aung criticized the situation
in the city.
He added, Because this event is a dirty political trick, Muslim youth should not enter the
trap of the terrorists. We cant allow our Mandalay to become second Meikhtila at all.
14.The analysis of an analyst from Human Rights Watch in Myanmar
David Scott Mathieson, an analyst with Human Rights Watch in Myanmar, wrote after
the Mandalay riots that it appeared that the violence was not just an organic eruption of
communal resentment and noted that it may have been linked to a planned visit to
Mandalay on Sunday by Daw Aung San Suu Kyi, the opposition leader. Burmese analysts
have speculated that the violence might be associated with efforts to slow her ascension
in politics and ultimately derail her attempts to become president

defrock him and lock him up until after 2015 and banned from entering any monastery

2) fire, true and lock up ex-colonel Ye Htut and ex-Major Zaw Htay, two president
spokesmen using their official capacity to promote anti-Muslim misinformation and hate

3) disband 969 and 'Defence of Buddhism and Bama Race League' and declare them a
threat to social harmony;
4) drop the anti-religious conversion bill, drafted under President Nwa Thein Sein's order
and sponsored by the ruling military party headed by Thakhoe Shwe Mann;
5)arrest the ruling party Finance Committee chairman Aung Thaung, who patronizes
anti-Muslim thuggish group known as Taung Tha Army, named after his birthplace in
upper Burma;

a. 2007 Saffron revolution
In 2007, tens of thousands monks including civilians protested against the rising of fuel
price. Within a short time, all of a sudden, the massive protest was transformed into a
wide call for democracy. The brutal security forces killed as much as they can like killing
ants. Prominent figures in particular well-versed intellectuals including 13 prominent
Burmese dissidentsMin Ko Naing, Ko Ko Gyi, Min Zeya, Ko Jimmy, Ko Pyone Cho, Arnt
Bwe Kyaw and Ko Mya Ayewere imprisoned with hard labour. Robes of monks were
torn off and monks were thrown into trucks. Security forces were stationed at every joint

b. Lepautaung Copper Mine Protest by monks and farmers
On November 29, 2012, in Monywa, Sagaing Division, local security forces forcibly
dispersed six protest camps at the Letpaudaung copper mine, owned by the Union of
Myanmar Economic Holdings, a Burmese military conglomerate, and Wanbao Mining, a
subsidiary of Chinese industrial and arms manufacturer China North Industries
Corporation (Norinco), arrested an unknown number of protesters, and injured at least
40, including many with serious burns.

us. They cracked down on us violently. One villager was shot twice and was taken to the
hospital in Monywa, local farmer Zaw Naing told RFAs Burmese Service.

monk Wirathu
Once the proponent monk of anti-Muslim movement 969 Wirathu failed to persuade the
plaintiff Ma Hae Mar Kyaw, a rape victim, for retreat of the case which she filed against
the sex offender Mr Tin Maung Win, he, Wirathu, fabricated a new rape story involving a
young Buddhist girl and a Muslim man.
Lets pay attention to the statement of rape victim, Ma Hae Mar Kyaw(17).
"I am not ashamed of having been raped by a fellow Bama and Justice Department staff,
but I am ashamed that monks and other (anti-Muslim) groups are distorting and using
my rape story to create religious conflicts in my hometown of Mandalay", according to Ma
Hae Mar Kyaw (17), a Mandalay rape victim at Press Conference in Mandalay, 3 July 2014.
The gist of the story according to this news report about her press conference quoted by
Dr. Maung Zarni and M-Media:
Back in 2013, her older brother was approached by some elements to sell drugs. When
her brother refused to cooperate they went ahead and farmed him with possession of
illegal drug charges for which the brother was arrested. She and her family began
attending his court hearings in Mandalay and became well acquainted with one court staff
named Mr Tin Maung Win, aged 58, Myanmar Government staff with Justice
Department, Home Affairs Ministry.
(Earlier this year), the court official offered her and her family to help with the brother's
case, and asked Ma Hae Mar Kyaw to come to Pyin Oo Lwin (forrmely May Myo famous
colonial hill station 42 miles from Mandalay) a few months ago (this year) where she was
promised a meeting with a judge important for her brother's case.
At a teashop, Tin Maung Win spiked her CocaCola, took her to a nearby Pearl Guest House
and subsequently raped this young woman.
The rape victim explained that on 19 May 2014 the doctor who conducted pregnancy test
informed her that she is pregnant and she tried to communicate with the above-named
rapist, who refused to discuss the matter.
Subsequently, she and her family reported him to the local police. But the Court officials
under whose supervision the rapist works refused to issue any arrest warrant which the
police needed to take legal actions.

The mother of the victim girl said that they didnt feel safe at home and the monks came
to their home and forced them to close the case. She expressed her wish clearly that they
dont want any compensation except to charge the offender with severe penalty.
Ko Yan Naing Htwe, an advisor of Myanmar Laborer Union who helps the victim on
humanitarian ground told the media that he called to Ashin Wirathu to discuss about the
case. I requested U Wirathu not to listen to only one side. Invite the victim and her family
to your monastery and ask them. After listening to both sides, help the one who tells the
truth and hand over the liar to the police. I requested him to listen to both sides and decide
with wisdom. But his answer made me really sad. He replied, Dont call me again if you
are not going to close the case in the court.
U Wirathu told to Ko Yan Naing Htwe that he had an obligation to protect Tin Maung Win
and affirmed not to call him again unless they are ready to close the case in the court.
Then she and her family got in touch with social activist networks to go to public with her
story. It was at this point 969 monks and other anti-Muslim agitators got involve: they
manufactured this 'a Muslim man raped a Buddhist story' and used this lie to incite anti-
Muslim communal violence.

"no sign of rape or other violence according to the Ministry of Home Affairs." "After a detailed
investigation she confessed that she accused the two men because she was paid" to do so
by two other people who apparently had a personal dispute with the tea shop owners.
In the Burmese Home Ministrys report, the raped victim Phyu Phyu Min is not the girl who
was mentioned in the fabricated rape story involving a Buddhist maid named Ma Soe Soe
and owner of tea shop two Muslim brothers.

On July 7, President Office released a thank you letter for the residents of Mandalay who
prevented the violence from further escalation. The letter expressed a huge praise to the
responsible residents of Mandalay, Civil Society Organizations including Media and
religious leaders, who protected the city from a strife-torn city.
We have to recognize and appreciate those dutiful persons behind the scene although it is
not possible to cite all the names of the residents who informed and cooperated with the
police about the activities of miscreants. We believe that our collective efforts prevent
Mandalay from possible ugly violence, the letter said.

Mandalay residents
As soon as Buddhist mob attack against minority Muslims was stopped after four days of
unrest in Mandalay, and the governmental premeditation in which it plotted to
accomplish 5 agenda was failed, Burmese government issued a thank you letter to the
residents of Mandalay as empty reassurance to conceal the state backed extremism and
the perpetrators blogger Thithtoolwin, wirathu, Mandalay divisional administration

residents, came to light after his flavorless oral expression highly appreciation to
Mandalay residents for preventing the unrest from further escalation. Apparently, it is
exposed that President Thein Siens administration does not want to rule the country with
a good intention so that people can pursue daily existence easily without encountering
discrimination and poverty.
26. Burmese Governments silence on Extremism, Racismand Islamophobia
Proponent monk of anti-Muslim movement 969 or leader of Myanmars neo-Nazi group
Wirathu was exposed that he has been overtly playing a leading role of religious hatred
and racismin the name of Protection of Race, Language and The Religion since 2012.
Lets closely watch that how Burmese President Thein Sein and his thuggish

magazine as "The Face of Buddhist Terror" on 20 June 2013, without an official

magazine, President Thein Sein banned Time magazine in Burma.
In June 2013, President Thein Sein defended Wirathu issuing a presidential office
statement where it was that 969 is just a symbol of peace and Wirathu is a son of Lord
Buddha.
You can be full of kindness and love, but you cannot sleep next to a mad dog," Wirathu
said, referring to Muslims.
Whatever Wirathu says about Muslims, President Thein Sein turned a blind eye toward
his (Wirathu) crimes against humanity as all the hate speeches of him (Wirathu) were a
political tool to maneuver military power.
In the past, the security forces had used excessive force and power to crackdown on
farmers protesting against land grabbing and demonstrations against brutalities of
government, no doubt to protect the interests of the generals and their cronies.
Today, the same security forces watch immobile to deadly mob attack of majority
Buddhists against minority Muslims because the prime cause is to distract the attention
of people from speaking out for freedominto stirring religious hatred and racismso that
president Thein Seins thuggish administration can remain in militaristic power by
political tricks with citizens and international community.
Until today, head of anti-Muslim campaign 969, Wirathu and other powerful extremists
are moving freely by a close relationship with President Thein Sein, according to Foreign
Policy report in March. Wirathu has been meeting high rank leaders including Aung
Thaung, former industry minister and one of the leaders of the ruling Union Solidarity
and Development Party.
27.Wirathu is exposed as one of the main culprits through circumstantial
evidence
Wirathu warned Ko Yan Naing Htwe, an advisor of Myanmar Laborer Union who helps
the rape victim Ma Hae Mar Kyaw aged 17 on humanitarian ground, to retreat the case
filed against the sex offender Burmese court official Tin Maung Win aged 58. Accordingly,
this is a circumstantial evidence that wirathu is circumstantially convicted as one of the

had called all Buddhist people to take action against the alleged Muslim rapist and to
protect the Buddhist people from Mafia Muslim community after sharing his own
fabricated alleged rape case involving a young Buddhist girl and a Muslin man.
Here he, Wirathu, violated the existing laws as he took the law in his hand calling his
fellow Buddhists for immediate action against the alleged sex offender instead of seeking
justice through court. Thus, as soon as he, Wirathu is circumstantially convicted as one of
the main culprits of mob attack according to his fabricated rape story, he deserved severe
punishment and he has no more legitimacy to be in the state of monkhood as well.
Accordingly, Wirathu should be brought in justice and Burmese government should
defrock him without any further delay, otherwise, his wild discourses of religious hatred
and racism will be deep-rooted and government will have to face many unwanted
challenges.
After violence flared up in Mandalay, on 2

July, the thithtoolwin blog withdrew the
alleged raped story titled Two Muslim brothers, owners of Sun Cafe tea shop, had
raped a Buddhist maid without any statement which was published under the copy right
of that blog.
In Burma state prosecutes against the unauthentic news, indecent stories and revelation
of secret plans of the state. On the other hand, Burma kept quiet on those media which
publish religious hatred and racism news and fabricated stories.
It is the turn of readers to judge whether the anti-Muslim violence occurred in Mandalay
on 1

July 2014 was a premeditated violence or an incident.
28. An interview on anti-Muslim campaign 969
Lets peruse and ponder why state-backed violence or so called communal clashes
happens in Burma amid ongoing democratic reforms from the below interview of Dr.
Muang Zarni conducted by Vice media reporter Ray Downs. The objective to describe the
interview here is to highlight the political tricks of President Thien Sein.

According to Dr. Muang Zarni, a Burmese human rights activist and research fellow at
the London School of Economics, much of the blame for the current situation in Burma
can be laid at the feet of the 969 group, which he describes as an neo-Nazi organization of
hatemongers who are using Hitlerian tactics to purify the country by getting rid of the
Muslimsits also, he says, one of the fastest-growing movements in the country.
VICE: Who are the 969, and what does the number mean?
Dr. Muang Zarni: The 969 leaders are Burmese men in monks robes. Its a bit
difficult to describe them as genuine monks because they are preaching a message of
anti-Muslim hatred and Islamophobia that is completely incompatible with the
Buddhist message of universal kindness. The 969 number stands for three things:
the 9 stands for the special attributes of Buddha, the founder of the religion;
the 6 stands for attributes of his teachings of dharma; and finally, the last 9stands for
special characteristics or attributes of the clergy.
Youve described the 969 group as Burmas fastest-growing neo-Nazi
Buddhist nationalist movement. What makes them neo-Nazis and why
are they targeting Muslims?
I use the word neo-Nazi because their intent is genocidal in the sense that the Muslims
of Burmaall of them, including the ethnically Burmeseare considered leeches in our
society the way the Jews were considered leeches and bloodsuckers during the Third
Reich when Nazism was taking root.
There is a parallel between what we saw in Nazi Germany and what we are seeing today
in Burma. The 969 movement and its leading spokespersons call for attacking the
Muslims of Burmanot just the Rohingyas in western Burma who were incorrectly
framed as illegal migrants from Bangladesh, but all Muslims from Burma. Buddhist
people who try to help Muslims or buy groceries from Muslim businesses are either
beaten up or intimidated or ostracized by other Buddhists.
Also, the military is involved with this movement. At best, the military authorities are
tolerating the message of hatred coming from the Buddhist preachers. At worst, and I
believe this to be true, elements within the military leadership are passively backing this
movement. Over the past 50 years since the military came to power, there has been a
consistent pattern of the military leadership using proxy organizations within Burmese

communities across the country to incite violence against targeted groups, be they
dissidents, Chinese, or now, Muslims.
What does the Burmese government have to gain from this violence?
There are three goals, as far as I can tell. One is, the military leadership has swapped their
generals uniforms for civilian clothing, but at heart, they still remain irredeemably
authoritarian and dictatorial. They are security obsessed and some of them feel the
reforms that are unfolding in the country are going too far. So they want to slow it down
and roll back the reform process. In order to do that, they must create social instability
and use volatile situations as an excuse to say, The people cant handle freedom of
speech, freedom of movement, and freedom of organization. Therefore, we need to have
a strong handle on the situation to make sure people stay in line and dont kill each other.
Secondly, when all these waves of violence against Rohingya Muslims started last year,
the military and the proxy political party of the military was in a worrisome situation
because it lost by a landslide in the elections. So within two months of their defeat, they
decided to create this very powerful anti-Muslim communal sentiment around the
country. And now, [activist and political leader An San] Suu Kyi is in a difficult situation
because she can only speak the liberal language of human rights and democracy, which is
not as powerful as the ideology that the military and these neo-Nazi monks have whipped
up. When it comes to fighting this kind of abnormal religious movement, the language of
human rights is never enough.
Thirdly, I think the military is not leaving anything to chance. They have another round
of elections in 2015, and they want to make sure that they have a new proxy political
movement that they can use to square off Suu Kyis party. As a result, the 969 neo-Nazi
movement is the most popular movement in the country.
In a YouTube video of a sermon given by Wirathu, one of 969s leaders, he
says that Muslims are taking over the country and destroying the Buddhist
way of life. Is this way of thinking only popular in extremist circles, or are
everyday Burmese buying it?
The reaction is mixed. We Burmese tend to be prejudiced against people with darker
skin color. And thats typical among Far East or Southeast Asian countries where lighter,
paler skin is considered more prestigious and desirable. This 969 movement is preying
on the historical and cultural prejudices we have as a society towards darker skin color.

Also, when you have a country that is the poorest in Southeast Asia, the language of
economic nationalism is appealing, and thats what the neo-Nazi movement is using. They
tell people they are poor because their wealth is taken away by the Islamic leeches.
What role, if any, do Western governments have in this?
Burma is a crucial element in Obamas new foreign policy of rebalancing American
interests and power. It sits in between two major powers: India and China. And were
also next to Thailand, which is the United Statess strategic hub for diplomatic,
economic, and intelligence operations in Southeast Asia.
American and EU businesses are looking for new markets to get out of their economic
decline and Burma has massive resources of oil, gas, uranium, timber, you name it. So
theyre not going to frame their new business partner in an emerging market as genocidal.
If the West portrays what is happening in Burma accurately as genocidal, the
international community will demand action and demand the perpetrators be brought to
justice. Thats why I think the international community is going very easy on the Burmese
military.

29. The condemnation monsoon by residents of Mandalay on
governmental thank you letter
Many aged residents of Mandalay criticized the government chaired by President Thein
Sein for his deception with citizens. The full expression of the aged residents is as follows.
We have been living here with peaceful co-existence since many decades. Whenever
residents start to appeal the government for something or attempt to demand something
from government, a series of premeditated violence has been triggering here. It seems
lawless in Burma as perpetrators move freely in lieu of severe penalty for their perpetrated
crimes. Government turned a blind eye to every mob attack and finally comforts the
residents by monthly oral speech of President Thein Sein that we are in zero tolerance
and anyone who perpetrates crimes will be charged under existing laws.
Who will be responsible for the causalities and who will look after the families of the
slain? said the families of the slain.

Moreover, with a pure intention, if government wants to pave path for a developed and
civilized society, law must be equal for everyone. If it is true that the government in fact
expressed heartfelt gratitude to the responsible residents of Mandalay, all people
regardless ethnicities and religious faiths must be able to pursue daily existence without
fear and discrimination. It must be proven that President Thein Sein refrains from
playing political tricks with citizens, charging by severe penalty to the main two culprits
blogger Thithtoolwin, and proponent monk of anti-Muslim movement 969 Wirathu and
other relevant perpetrators of this 1

July violence triggered in Chan Aye Thar Zan Myo
from Mandalay division, based on an alleged fabricated rape case, otherwise such
premeditated violence will be increasingly occurring.
30. The main reason why state-backed violence in the name of
religious conflict occurs in Burma
According to an internal source, it is exposed that some powerful people, both in the
government and outside, have been financing the anti-Muslim campaign or Islamophobia
which began shortly after the opposition National League for Democracy won a landslide
victory in the April 2012 by-elections.
According to informed sources from Rangoon, funding for groups inciting Islamophobia
and creating divisions in democratic forces came from powerful politicians and former
high rank army officers now attached to government departments or holding seats in
Parliament.
The quasi-civilian government led by President Thein Sein will never withdraw from its
thuggish activities as it was premeditated to eliminate former army generals fromsevere
penalty for their perpetrated crimes against humanity during their respective
dictatorships.
The chief of NLD Daw Aung San Suu Kyi, beats the state-sponsored drum of
Islamophobia with the same rhythm of president Thein Sein that the religious violence
unfortunately occurs today in our country is due to poverty and lack of proper education
for understanding, and there is no ethnic cleansing against Rohingya.
Unfortunately, she, ASSK, is eerily silent on the Rohingya plight which is in fact Rohingya
ethnic cleansing according to a well-reversed Burmese human rights activist Dr. Maung
Zarni and other experts of human rights.

She, ASSK, should convince her fellow Buddhists to oppose the ongoing political trick of
President Thein Sein in the name of religious violence calling upon the government for
lifting up all the restrictions against Rohingya in Arakan state, a quick cease-fire in all
ethnic minority areas, launching trial to all those involved in mob attack since 2012 for
bitterly deserved award of severe punishment for their perpetrated crimes against
humanity.
31. ASEAN turned a blind eye to anti-Muslim violence, internal war and
Rohingya genocide in Burma
According to The ASEAN Charter I.1.7(To strengthen democracy, enhance good
governance and the rule of law, and to promote and protect human rights and
fundamental freedoms, with due regard to the rights and responsibilities of the Member
States of ASEAN), I.2.2.i (respect for freedoms, the promotion and protection of human
rights and the promotion of social justice),I.2.2.j( upholding the United Nations Charter
and international law including international humanitarian law, subscribed to by ASEAN
Members of States), ASEAN Members of States have full responsibility to protect the
Muslims of Burma including Rohingya and other ethnic minorities who have been
encountering discrimination in the circle of dirty political trick of former Juntas and their
successive ruling Thein Seins administration.
Muslims of Burma including Rohingya were banned on official professionsmilitary
department, police department, navy department, health department, provincial
ministerial department, Immigration department, education department and other
governmental sectors.
Rohingya people are stripped of their fundamental rights and encounter unprecedented
human-made catastrophes in their motherland, Burma. Burma has been violating human
rights since 1962, however, ASEAN is absolutely silent and it means that ASEAN endorses
the thuggish activities of President Thein Seins quasi-civilian regime to kill more people
in particular Rohingya and other ethnic Muslims. The 2014 ASEAN rotating
chairmanship is Burma. Thus, ASEAN has many roles to play with Burma to stop human
rights violation and thugocracy in the name of democracy.
The ethnic Rohingya people are the native people of Arakan and were citizens of Burma
until 1980s. Burmese Rohingya citizenship cards were deceptively taken back by state
government in 1980s by false commitment that national registration cards with new
forms will be issued soon. Later, since 1990s, white cards were issued for Rohingya in
which it was prescribed that the holder of this temporary card is strictly prohibited from
indentifying as any nationality.

Tens of thousands of Rohingya survivors and refugees are not sheltered in ASEAN region
in particular in Thailand, Malaysia and Indonesia. In Thailand, authorities sell Rohingya
to human traffickers in lieu of sheltering them as refugees. It is devastation to come across
today that ASEAN practices discriminatory policies. Tens of thousands of Burmese
migrant workers can work freely in Thailand and Malaysia but Rohingya cannot work like
Kachin, Karen and Chin as they are not officially registered as refugees.
Particularly, Rohingya asylum seekers (refugees) are not allowed in Malaysia to pursue
daily existence (i.e. Rohingya cannot work officially in private companies freely and spend
catastrophic situation desperately hiding in undeveloped areas the way thieves do). As
medical treatment is very expensive in Malaysia, Rohingya patient in particular pregnant
women suffer serious health situation. None can be able to imagine how Rohingya
families in Malaysia struggle for daily life without basic needs. As persecuted victims,
Rohingya are stripped of their refugee rights in Malaysia. Moreover, UNHCR also does
not provide necessary helps Rohingya for daily survival. It is too difficult for Rohingya to
get UN refugee cards. As UNHCR ignores Rohingya, there is not any place for Rohingya
to share their crisis. UNHCR practices double standard policies in Malaysia to leave
Rohingya in catastrophic situation.
Many unregistered refugees in Malaysia told Burma Times that we face too much trouble
here for survival. Malaysian police arrest us whenever they find us without official
documents. Malaysian authorities dont heed to our painful voice and finally imprison us.
Only 10 or 15 Rohingya families who are the arrivals of before 2010 are selected to go to
third countries under resettlement program, on the other hand, Christian families
Kachin, Karen, Chin, etccan go to third countries within 3 or 4 years of their arrival.
Until today, ASEAN did not intervene or take any effective steps to stop the state-backed
violence against Muslims of Burma including Rohingya that forced Muslims to flee Burma
into uncertain destinations desperately. Tens of thousands of Rohingya internally
displaced people (IDP) remained in suffering troubled life in squalid and concentration
camps. Burmese authorities segregated Muslims and their properties were brought under
governments control. Government started building offices in the land of Rohingya IDP.
It is absolutely miscarriage and a bad reputation for ASEAN as President Thein Seins
thuggish administration succeeded in keeping Rohingya plight off at 24

agenda that was held in the capital of Burma Nay Pyi Taw. ASEAN already violated both
charters, The Universal Declaration of Human Rights and The ASEAN Charter.
In accordance with the charter of The Universal Declaration of Human Rights,
International community has an obligation to set free Burmese people from state

backedpoverty, discrimination, persecution and rampant violenceurging ASEAN to
take all necessary measurements to protect human rights in Burma.
Before President Thein Seins thuggish administration could make Burma a Muslim free-
zone, UN should take necessary measurements without issuing regular oral speech of
deeply concerned or censorious letters to stop the state-backed violence against Muslims
including Rohingya in Burma

minorities.
5. Regrant full-fledged Burmese Rohingya citizenship which was captured by Junta Ne
Win in 1980s.
6. Take necessary measurements to develop the deprived Arakan state including the
Rohingya populous areasMaungdaw and Buthidaung
7. Disband 969 and the Term Protection of Bama Race, Language, Buddhism and
announce them a threat for democracy.
8. Arrest the two presidential spokesperson Ye Htut and ZaW Htay who incite and spread
religious hatred thorough Facebook, and insultingly award them with severe penalty that
they deserved.

9. Release unconditionally the five detained prominent Muslims of MandalayIslamic
scholar Hafiz Moulvi Noor Din @ Kyaw Min Lwin( Imam of Gyon Masjid), Hafiz Moulvi
Rahmot Ullah (Muazzin , announcer of Prayer times in Islam), Zaw Win Htoo( s/o: U
Hla Htoo, Maung Chit Oo( s/o: Maulana Nur, the Principal of that Masjid) and Maung
Myet Ko and all the detained innocent Muslims including Kya Hla Aung,a Rohingya
human rights lawyer and all other detainees under false allegation since 2012 in which
year Rohingya and other ethnic Muslims in Rakhine state were massacred.
10. Issue official demand letter for the militaristic cronies to be held accountability

13. Crack down on Burmese private media outlets that publish anti-Muslim stories,
fabricated rape stories and unconfirmed news.
14. Arrest thuggish Chairman of Diversity and Democracy Party, Nay Myo Wai , on
charges of openly promoting hate speech and inciting the murder of the country's
opposition leader ASSK (Nay Myo Wai openly called upon Buddhist radicals to raze all
Masjids in Burma, to advocate on illegalization of Islam and the murder of Aung San Suu
Kyi).
15. Immediately, settle the displaced people of Meiktelar and Rakhine state in their
original places finance them according to the number of family members which they
deserved from the funds donated by international donors and sympathizers and ensure
security for Muslims across Burma.
33. Appeal to international community including UN, OIC,ASEAN,US,UK
and EU by Burma Times Media Project
1. Launch an international independent investigation to the premeditated anti-Muslim
violence occurred in Mandalay on 1
st
July 2014, in Meiktelar in 2013, in Rakhine state in
2012, and the persistently human right violations in Rakhine state against Rohingya.
2. Urge the Burmese government to abolish all the discriminatory policies against
Muslims ,and to ensure the life-security of Muslims and to prescribe law for
establishment of true teaching of Lord Buddha as the radical monks destroy the holy
image of Lord Buddha and the good reputation of Burma.

a. launch trial for all the perpetrators and to punish them by severe penalty that they

award him by severe double penalty as he converted the true Teaching of Lord Buddha
non-violence into violence ;
c.suspend the two presidential spokesperson,Ye Htut and Zaw Htay , and sue against
them and punish them with insulting award of severe penalty that they deserved for their
spreading rumors of anti-Muslim hatred through Facebook
d.unconditionally release all the innocent detainees of Muslims including Rohingya, and
Kyaw Hla, and the five prominent figures of Muslim community fromMandalay who were
detained under discriminatory law;
e. stop segregation of Muslims and setting up governmental offices in Muslim areas in
Sittwe and settle the IDPs to their original places where they were displaced;
f-lift up all the restrictions imposed on Muslims including Rohingya and give back the
confiscated properties;
g- re-grant the captured Burmese Rohingya citizenship cards to Rohingya community and
issue Rohingya citizenship cards to white card holders of the Rohingya young generation.
3. Take necessary measurements:
a.to stop the ongoing increasingly human rights violations against Rohingya in Rakhine
state in particular in western Rathedaung,Buthidaung and Maungdaw;
b.to tackle the deadly violence that might occur ahead of 2015 poll in Burma and
pressurize the Burmese government to refrain from creating tense situations through
state-backed thuggish activities so called Buddhsit mob attack in country to win in
presidential poll.
