Dear Senators:
HR Policy Association writes in support of The Freshman Value and Innovation Package
amendment to H.R. 3590, the Patient Protection and Affordable Care Act. Even though we
believe more could and should be done in this area, we believe the proposals in the amendment
are a step in the right direction to help improve transparency and efficiency and contain costs
within our nation’s health care system.
HR Policy Association represents the human resource officers of nearly 300 of the largest
private sector employers in the United States. Their companies employ more than ten million
Americans, and each year they and their employees spend more than $75 billion purchasing
health care. As such, they have a keen interest and will be deeply affected by the outcome of
the health care reform debate. HR Policy Association supports health reform that will lead to a
sustainable, high quality health care system that provides coverage for all Americans while
ensuring U.S. employers remain competitive.
Our members have been pleased that major health reform bills in Congress include
measures to improve efficiency and contain costs; however, employers are concerned that
current bills as written do not address these issues at a pace and scope that would bend the
cost curve of health spending downwards in the United States. Your amendment would
broaden those efforts and accelerate the implementation of critical provisions in the bill by
improving quality and value through delivery system reform, promoting transparency and
competition, and strengthening Medicare fraud detection and enforcement.
We look forward to working with you to ensure that the important measures included in your
amendment remain in a final health reform bill as well as working to include other important
transparency and cost containment elements in a final package.
