policy revisions that have taken place this summer including 08.132 AP.1 (Gifted and Talented
Students), 09.112 AP.1 (Gifted/Talented and Magnet School/Program Procedures), and 09.112
(Magnet Schools/Programs and Gifted/Talented Programs Enrollment).
1. The Fayette County Public Schools Quest Accelerated Cluster Program (3rd, 4th, & 5th
grades) has been in place for 34 years and has a proven record of success. After passage
of the Kentucky Education Reform Act of 1990, FCPS received a waiver from KDE
permitting 3rd grade students to continue participation in the self-contained cluster
classroom. We believe discontinuing this program is a grave disservice to these highly gifted
students in light of research which shows that programming at an appropriate level at the
earliest age is best practice.
*This KDE document has been on le in the GT Ofce throughout the subsequent years and
LexKAGE has been in touch with previous district GT staff that can validate the existence of
this document.
2. In the previous 08.132 AP.1, each individual School's Gifted and Talented Committee were
responsible to review all of their students documentation including their special populations
to determine selection/identication. The services provided at the home location included the
Primary Talent Pool, Grades 4-12 General Intellectual, Specic Academic (language arts,
math, science, and social studies), Creativity, Leadership, and Visual/Performing Arts.
In addition, " The School Gifted and Talented Committee shall determine service options,
location, and provider of services".
* In the revised 08.132 AP.1, "or District" has been inserted in determining selection/
identication of students, service options, location, and provider of services at the
Individual schools.
With the understanding that "or district" is included in the state regulation, will this be
utilized by IAKSS to supersede the authority of the School SBDM which is
responsible for their student's curriculum, instructional practices, assignment of students,
use of space, enhancing student achievement, instruction and instructional materials, etc.?
3. In accordance with student identication guidelines stated in 704 KAR 3:285 and FCPS
08.132 AP.1, a nationally normed Science and Social test is required for identication
purposes in the areas of science and social studies for Grade 4-12 students.
* What has been and will be the Science and Social Studies nationally normed measurement
administered Districtwide to 4th and 5th graders ?
4. The "request for consideration can be made for students scoring a minimum of 94%
percentile on both the mental ability by age measure and total/ partial battery of
achievement" was eliminated in the revision.
* If a student scores in the 94-95% percentile range or lower, yet other documentation
shows potential, will IAKSS administer another standardized normed achievement
test/individual mental ability test as outlined in 704 KAR 3: 285 ?
5. The Grade 4-5 Resource Teacher currently provides services for highly gifted students
(at the second highest elementary GT level) identied in intellectual ability and/ or specic
academic total/partial battery and also can work with PTP students. With the elimination of
"Grade 4-5 Gifted Talented Resource Services" and revised to "Grade 4-12 Gifted/Talented
Services" with staff responsibilities in all ve areas of giftedness does that mean:
* High functioning 4th-5th grade students identied in general intellectual and/or specic
academic total/partial battery will lose their quality of services while GT staff is diverted
to servicing students in all 5 areas of giftedness.... will there be a caseload "cap"for these
teachers; and
* PTP services will not be provided by a professionally trained AND endorsed personnel ?
6. An addition in 09.112 states, " Newly enrolled students into the District who enter the
school year must wait and apply for a gifted or a magnet program following application
period".
* Does that mean if a student enrolls the end of October during the 2014-2015 school
year, they must wait until the 2015-2016 school year to apply, and not be placed in a
gifted or magnet until the 2016-2017 school year?
* Is this the same procedure for students missing the application deadline or enrolling
after May 1st, with qualifying scores and available slots ?
* Will the parents in these scenarios be provided with information of the process to request
a waiver from the Superintendent ?
7. According to 704 KAR 3: 285, Section 5. Program Evaluation states " District policies
and procedures shall ensure that a program evaluation process shall be conducted on
an annual basis and shall address:
(a) Overall student progress;
(b) Student, parent, and faculty attitudes toward the program;
(c) Community involvement;
(d) Cost effectiveness
(e) The incorporation of gifted education into the regular school program
(f ) Overall quality of instruction and program personnel credentials; and
(g) Future program and modications "
* The District Gifted and Talented Advisory Committee has not had a scheduled meeting
since Spring, 2013. At that time Committee members were comprised of approximately:
10 IAKSS staff (40%),
6 building level principals (24%),
6 Gifted/Talented Resource/Accelerated Teachers/ High School Facilitator (24%)
1 District Equity Council Member (4%),
1 Community Member (4%), and
1 Elementary Accelerated Cluster Parent (4%).
* Will FCPS ensure that a program evaluation process be conducted on at least an
annual basis or more if needed, addressing all seven (7) of the above areas, involving
stake holders that are knowledgable with an understanding of gifted/talented students
unique needs, interests, and abilities ?

together with Fayette County School leaders to ensure continuation of providing quality
programming for gifted/talented students in Fayette County Public Schools.
