a. Explain how liberalism affected Russias domestic policy.
There were many ethnic groups existing at one time in Russia. It lacked a homogeneous population.

b. Describe two features of Russias foreign policy.
Russia promoted Pan-Slavism which is the union of all Slavs under a Russian leader.
Russia sought to continue expansion.







2. Organizing Ideas:
a. List the liberal reforms that Alexander II accomplished in Russia.
He wanted to modernize Russia. He issued the Emancipation Edict which freed all Serfs. He also
allowed rural districts to elect zemstvos. These councils could levy taxes and controlled programs in society.

The army remained loyal which would not end the czars regime.

He created the duma which was a council of assemblies.
