Subject: Project under Aajeevika Skill Development Programme [ASDP] for
placement linked skill development of rural BPL youth in Banda,
Jhansi, Jalaun and Hamirpur districts of (Bundelkhand region) Uttar
Pradesh by Mls. Indian Institute of Natural Resources
Management(IINRM) Noida. -regarding.
Sir,
| am directed to convey the approval of the President of India for sanction of
Project under Aajeevika Skill Development Programme [ASDP] [called as placement
linked special project NRLM earlier] for placement linked skitl development of rural
BPL youth in Banda, JhansiJalaun and Hamirpur districts of (Bundelkhand
region) Uttar Pradesh by M/s. Indian Institute of Natural Resources
Management(IINRM) Noida. [hence forth called as Implementing Agency for the
purpose of this project]. The Project shall cover 2000 beneficiaries in the above
mentioned districts of Bihar and Jharkhand for placement linked skill development
trades viz, Bed side Assistant, Medical record technician or nursing aid(Assistant
nurses) and Hospitality. The total tenure of the project shall be two years from the
date of issue of the sanction letter. The National Institute of Rural Development,
Hyderabad (NIRD) shall be the coordinating/monitoring agency for this project.
2.1 The total cost of the project is Rs.3,81,64,000.00 this cost shall be shared by
the Central Government and Implementing Ageney (IA) in the ratio of 75:25. The
Central share of funding shall be restricted to a maximum of Rs.14312.00 (Rupees
Fourteen thousand three hundred twelve only) per beneficiary and include cost of
skilling, post-placement support and monitoring fees for the project. The funding
pattern for the projact shall be as follows:-

2.2. The Central share of funds i.e. Rs. 2,88,23,000.00(Rupees two crore eighty six
lakh and twenty three thousand only) shall be released as grantin-aid to NIRD in
‘three installments in the ratio of 25:50:25 ‘subject to Terms & Conditions fas given in
Annexure-1 and Annexure-Il} The NIRD shall disburse the amount so released by
Central Government, to the Implementing Agency in a lumsump to the extent possible,
within a fortnight of fund release (inclusive of the time taken for completion of pre-
requisite formalities).A monitoring fee, not more than 1.5% of the amount of the
Central share released, may be retained by the NIRD.
2.3.1 The First installment shalt be released on sanction of project.
2.3.2. The Second installment shall be released subject to the following conditions:
Why5. The Pay and Accounts officer (RD) will be the Drawing and Disbursing officer
for this purpose. The amount of Rs.20,78,240.00(Rupees twenty lakh seventy five
thousand two hundred forty onlymay be sent to the Registrar, National Institute of
Rural Development (NIRD), Hyderabad, Andhra Pradesh through RTGS Telegraphic
Transfer/Demand Draft in State Bank of Hyderabad, Bank Branch Code No. 20965,
IFSC Code.SBHY0020965, Bank account No. 52040475313.
6. It is certified that there is no utilization certificate due from Mls. Indian Institute of
Natural Resources Management (JINRM) Noida. or NIRD for. any previous funds
granted for this project by the Ministry.
7. The funds disbursed for the special project under ASDP may be audited not only
by Comptroller and Auditor. General of India, but also by the Internal Audit of the
Principal Accounts functionary under CCA of the Ministry as per orders issued by
Government of India from time to time
8. This issues under the delegated powers of this Ministry and with the concurrence
of its Integrated Finance Division vide their U.O. Dy. No.1664/Fin.-Ildated 26/3/2013.

Annexure Il
Specific Terms and Conditions:
The project proposes fo cover 2000 rural BPL youth and forwarded with commitment to
share 25% of the project cost by the PIA. The Project is to be implemented by M/s Indian
Institute of Natural Resources Management, (INRM), and Coordinated & Monitored by
NIRD, Hyderbad. The Project Period is 2 Yeats. The total cost. of the Project is Rs.
381.64 lakh with funding pattem as indicated below:

The PAC approved the Project with the following conditions:
1. The Project will cover 2000 rural BPL youth from Banda, Jhansi, Jalaun and Hamirpur
districts (Bundelkhand region) of U.P.
2. The total cost of the Project is Rs, 381.64 lakh with Central share is Rs. 286.23 lakh
and PIA share Is Rs. 95.41 lakh.
3. Per beneficiaries subsidy will be Rs 14,342/-, the monitoring feé is @ of 1.5% of the
Central share. The post placement support will be payable to Rs. 2000 per beneficiary
@ Rs 1000/- per month through bank account.
4, The Project will include trades viz. Bed side Assistant, Medical record technician or
nursing aid (assistant nurses) and Hospitality.

. The PIA will develops web based MIS under this Project.

}. PIA will involve gram panchayat during mobilization of the candidates.

= PIA will provide third party certification from India Skills Pvt. Ltd. for all the trades
proposed.
8. The PIA will not outsource any activity of the project except hiting of infrastructure in
the proposed areas.
9. The PIA may provide 100 % resiqeittial training for the Project for beneficiaries from
far flung areas.
