Executive Summary
Background
Signed into law by President Obama on March 23, 2010, the ACA requires States to begin operating a
Health Insurance Exchange by January 1, 2014 or to allow the federal government to operate an
Exchange on their behalf. In legislation adopted on April 12, 2011, the State of Maryland established its
own Exchange. The Exchange will provide Maryland’s residents and small businesses with the
opportunity to compare rates, benefits, and quality among insurance plans and enroll in products that
best suit their needs. It also will be the entity that evaluates eligibility for Medicaid, advance premium
tax credits and other programs designed to make coverage more affordable for all Marylanders.
The purpose of this procurement is to obtain a vendor capable of designing, developing, and
implementing a modern, consumer-friendly Maryland Health Insurance Exchange (HIX) eligibility and
enrollment system to support the State of Maryland in implementing key elements of the ACA. The HIX
will allow the Exchange to offer individuals and small businesses the opportunity to compare and enroll
in health plans, as well as to evaluate eligibility for affordability programs. Ideal vendor solutions entail
the use of COTS software and tools capable of meeting the scalability and flexibility the Exchange
requires, in a more cost effective and configurable manner
Major milestones have been successfully accomplished throughout this procurement effort. ‘The
Exchange released the Request for Proposals (RFP) on October 21, 2011. The release was followed up
by a pre-bid conference which was held on November 4, 2011. Responses from vendors were due back
to the Exchange on December 19, 2011. The anticipated date for notice-to-proceed to be sent to the

Vendor select is February 22, 2012, These milestones have played a vital role in keeping the Exch
on track with this procurement effort and will ensure the Exchange is positioned to meet the extremely
aggressive Federal timeline for HIX certification by CMS on January 1, 2013 and operationally ready
for use by citizens on January 1, 2014.
