The Question of Germany's Stance on Nuclear Disarmament
Honorable Chairs and Distinguished Delegates,
The Federal RepuQlic of Germany has been a leader in the campaign to make a
nuclear-weapon-free world in Europe for many decades. The memory of mass
destruction of major cities from the Second World War has motivated the German
people to be peace-loving. Another experience goes back to the Chernobyl disaster in
1986, when many areas of Germany Were contaminated-with nuclear radiation. The
country became more cooperative with nuclear disarmament after US President
Obama's speech in January 2009 that addressed the goal of reducing nuclear weapons.
His speech became a trendsetting event among German politicians. States like Belgium, .
the Netherlands, Luxembourg, and Norway joined in and agreed with Germany's view
and President Obama's goal for peace and security in a World without nuclear weapons.
Disarmament is one of the mo~~ortant permanent missions of Germany in the
United Nations. Germany is ~neerned that in ten years the number of nuclear-armed
nations will double and terrorists may obtain these nuclear weapons. As a member state .
of the European Union, Germany takes part in a common security policy with other
member states of the EU. Germany also participates in ttae NATO. These collective
security arrangements give protection to Germany fro~ potential s~u~~~~s and
reduce the need of Germany's own nuclear program. rhe country IS Gommittlng to
various initiatives outside of the EU and the NATO, including the well-known Nuclear
Non-Proliferation Treaty (NPT) and the Comprehensive Nuclear Test Ban Treaty.
Germany believes that compliance with international treaties and standards shOUld be
improved. There should also be an ability to react more decisively to treaty violations.
The Security Council may assume a greater responsibilityhere.The country is
cooperating with other countries towards denuclearizing the Korean Peninsula and
finding a solution to the Iranian nuclear program. Germany is actively contributing to
further developments of Nuclear Disarmament and wishes the vision of a nuclear~
weapon-free world to be a global guiding theme. (I yield the floor to the Chairs.)

Topic: Nuclear disarmament

Policy Statement:
Honourable Chairs and Distinguished Delegates,
China has been involved in the global issue of Nuclear Disarmament for almost half a
century since it first tested and developed itsfirst nuclear weapon in 1964. Since
1945, when the first nuclear bomb was dropped on Japan in World War II by the US
and the world first saw its massively destructive powers, the topic of nuclear
disarmament has been a global issue concerning states all around the world. As one
of the nUclear-weapon states, China has worked in co-operation with the other nu~lear
weapon states to try and prohibit, or decrease, the proliferation of nuclear weapons
which is one major step towards the main global issue of nuclear disarmament.
China's main reason for owning a moderate number of nuclear weapons.J.k for self
defense only against the more powerful nUclear-weapon states and China's
neighbours, to be used only in the situation when another state fires its own nuclear
weapons at China first, as China is abiding by the strict 'no-first-use' policy. The idea
of the proliferation of nuclear weapons poses the largest issue to this topic. China
strongly supports the idea of limiting and slowly decreasing the number of nuclear
weapons in the world and the main principles of the NPT (which China has signed in
1992) because of its effective approach to achieve a nuclear-free world and feels that
other countries should do the same. China also supports the agreement not to
develop, store or test nuclear weapons in the Sea-Bed/Ocean Floor, Antarctica and
Outer Space.

China is willing to work with many states to carry out the task of nuclear disarmament
if they have the same missions and goals. China feels that regional treaties have
proved to be more successful overall in dealing with this crisis and would welcome a
regional agreement in Northern Asia to further accomplish the task of nuclear
disarmament. China views nuclear weapons as a big threat to the idea of world peace
and security and relationships among states. Therefore, China will not oppose the idea
of total nuclear disarmament and agrees to dispose of their entire nuclear arsenal if all
other states agree to do the same.
