Bio Note
Dr. Lau, Hieng Soon is an education expert in pedagogical training besides a specialist in
Economics of Education as well as expertise in Economics. He is currently working as the
Senior lecturer, University College of Technology, Sarawak (UCTS) as well as conducting
training in pedagogy and educational assessment to the academic staff.
Prior to this appointment, Dr Lau was appointed as the Director, Centre for Teaching and
Learning at SEGi University, Kota Damansara, Malaysia. He has been developing training
materials for workshops conducted. More than 700 lecturers at SEGi Education Group
attended his five different types of workshops to enhance the academic quality of lecturers in
delivering their lectures.
He was also a member of the Senate as well as
member/secretariat/senior researcher of the Academic Quality Enhancement at the
University. He conducted three evaluation research for the SEGi.
Dr. Lau was also a senior lecturer and Head of Research and Education Innovation
Department at Rajang Teacher Education Institute. He was conferred as an expertise in
teaching the Economics (Micro and Macro Economics, Malaysian Economics as well as
Economic Growth and Development) for the Social Science subjects at the Teacher
Education Institute, Rajang Campus, Sarawak. He also taught pedagogy, psychology and
involved in supervising the teaching practice for about 23 years while he was at the Rajang
Teacher Education Institute. He was also part-time tutor and Research Supervisor for the
First degree, Master and doctoral students of Open University Malaysia. He also had wide
experiences teaching in secondary schools and at the Teachers Training Institute in Malaysia.
Currently, he is also appointed as a subject expertise for economics of education to teach
doctoral students at OUM.
Dr. Lau Hieng Soon completed his Ph.D at the Institute of Education, University of London in
March 2001. The areas of his research interest include: Financing of Higher Education,
Student Financial Support: loans or scholarships in Malaysia and other countries, Program
Evaluation, Teachers Appraisal, issues related to Teachers Education and School
Administration. Dr. Lau has been presenting the papers in Economics of Education and
Issues Related to Education in seminars both hosted locally and internationally. He also has
wide experiences in editing Journals as well as conducting courses to lecturers and school
teachers in Research and Statistics. Dr. Lau conducted research courses for the Teachers
Education Division, Ministry of Education, Malaysia and was also one of the panel research
consultants to the State Education Department, Sarawak.
