    I’m not sure if it was the popcorn, or if I was being influenced by the Robert Redford spy thriller I had just watched on my iPad (called “Spy Games”) but as I went to bed last night I began to think deeply about alternative ways in which the Internet could be managed by the US. I was asking some hypothetical questions about both the Internet’s past, and its future.

    US.IwasaskingsomehypotheticalquestionsaboutboththeInternetspast,anditsfuture.
    IwouldntpretendtoknowanythingaboutwherethingsaregoingfortheInternet,butitdoes
    seemtomethatthemoreitbecomesintegratedintoourdailylivestheharderdifferent
    intereststrytotakeatightercontroloverit.Thismonth,therewastheannouncementabout
    thecreationofaCyberThreatIntelligenceIntegrationCenterinresponsetorecentcyber
    attacksonUScompanies.Woulditbesofarfetchedforthegovernmenttohavestartedan
    agencytenorfifteenyearsago?
    IwasalsothinkingaboutthedeclineoftheUSPostalService,anditoccurredtomethat
    perhapstheUSPScouldhavestrategicallybeenputinchargeoftheInternetintheUnited
    States.Inthelate90sandearly2000s,wemostlyusedtheInternetforemail,soitwould
    havemadesensefortheUSPStomanagethedeliveryofourmessages.AstheInternet
    evolved,itwouldhavetakentheleadonecommerceandsocialmediaalso.
    ThisinternetfocussedbranchoftheUSPSwouldhaveofferedamyriadofservices,from
    domainnameregistration,webdesignconsultations,togeneralusersupport.Itwouldalso
    workwiththemajortechnologycompaniestocompilealistofbestpracticesandtipsfor
    users.
    Mostofthisagencysinteractionwithuserswouldbevirtualorviathephone,buta
    partnershipwouldallowlibrariestoprovideabricksandmortarpresence.Selectemployees
    ofthelibrarieswouldalsoserveasrepresentativesofthisfederalagency.
    TherestoftheFederalCyberServicesAgencyworkforcewouldbedistributedacrossthe
    country.Techsupportrepresentatives,analysts,andadministratorswouldworktogether
    insideasharedofficespace.Networktechnicians,andotherserviceproviderscouldwork
    remotely.
    ThisagencywouldbeleadbyaWebmasterGeneralatthenationallevel,andwebmastersat
    theregionalandstatelevels(Ithoughtthatitwouldbeneattouseexistingterms,whilegiving
    theroleofthewebmasterformalpowers,anditseemedlikeanaturalextensionoftheUSPS).
    InadditiontoansweringquestionsabouttheInternetandtechnologyfromthepublic,working
    withcompanies,anddirectingvisitorstotrustworthyinformation,thisfederalagencywould
    releasedifferentpublications.

    ThiskindofentitywouldhelptoredefinehowAmericansreceivedtheirinformation.Perhapsit
    wouldhelptounitedthedifferentmediaoutlets,ormaybeitwouldstandonitsownasa
    sourceforinformation.
    BeingayoungeragencybornduringtheageoftheInternet,itwouldrelyonalotofexisting
    toolsforcommunicationanddocumentmanagement.Itwouldtakeadvantageofthetools
    offeredbypartnercompaniessuchasGoogle,andSalesforce.
    ForawhileIvebeentoyingwiththeideaofcreatinganorganizationthatisasimulationbut
    couldstillproduceactualcontent.Someonecouldbecomeamemberofthe
    pseudoorganization,followitsdirections,andrespondtoitsmessages.Alotofwhattheydo
    wouldberoleplaying,butIdontknowifitmattersaslongastheyarepursuingapassionor
    creatingsomethingthattheycanbeproudof.
    So,Ihavebeendevelopingthisthinkingintoasocialexperiment.Ivecreatedpagesonboth
    Google+
    and
    Facebook
    titledNationalBureauofCyberServices(IpreferredU.S.or
    Federal,butIdidntwantanybodytothinkIwastryingtoimpersonateanactualagency).I
    alsohaveanideaofwhatkindsofpostswouldgoonthesepages.Ingeneral,anythingthatis
    helpfulorinformative.
    Whatkindsofservicesdoyouthinkthatanagencylikethismightprovide?Whataresomeof
    thelimitsthatwouldneedtobeimposedonit?HowwoulditworkwithcompanieslikeGoogle
    andApple?Whataresomeoftheotheragencies,companies,andorganizationsthatmight
    serveaspartners?
