Document scope
The purpose of this document is to describe the recommended values
for each of the Radio parameters in the Telcel GSM Network. This
document revision applies for R11.
All parameters on Global level should be set to the standard values used
in the whole network, unless some arguments exist for a difference.
Due to continued progress in methodology, design and manufacturing, the
contents of the document are subject to revision without notice. Ericsson
assumes no legal responsibility for any error or damage resulting from the use
of this information.

Since we want to use only signal strength as ranking criteria in this network, so we have to make sure that there are no
cells that fulfill sufficient level condition. By setting MSRSUFF = 0, we can make sure that there are no cells fulfilling
sufficient level condition on downlink and thereby no L cells. The value of the parameter BSRXSUFF will not be
essential. In order to avoid warnings in consistency check, BSRXSUFF has to be at least as high as BSRXMIN.
Therefore BSRXSUFF = 109.
BSSRELEASE:

the feature and SStarget defines the regulation area. So what value we want to use is dependent on the expected level
of interference and how much we want to down regulate.
MS power control for CS is based both on RXLEV and RXQUAL. This means that at a high received signal strength at
the BTS, the MS power will be down regulated.
If RXQUAL goes above a certain threshold, the degradation of the quality will be compensated by increasing the MS
power. This gives a protection against bad quality so that we can with a reasonable parameter setting achieve a stabile
behaviour of the feature. GPRS power control uses only RXLEV and no consideration is taken to RXQUAL or BLER.
This means that the setting for SStarget for GPRS should be much more conservative compared to MS power control for
CS since there is no quality compensation in-build in the algorithm. A reasonable initial value for this parameter should
be between 14 and 18 resulting in an SStarget between 70 and 80 dBm. The parameter needs however to be tuned
and optimized.
