Attachment B Scope of Services

Background:
Firehouse Building 9 not only serves as an administrative headquarters; it is also a first responder
to emergencies. Additionally, it is the backup communication center for dispatch for the whole of
San Mateo County. Given the nature of the location, it is crucial that an Automatic Transfer Switch
is in operating conditions at all times.
The Project:
The City of Redwood City, California (City) is soliciting Proposals from qualified and licensed
design/build electrical contractors (Contractor, Proposer) to replace and install two (2)
Automatic Transfer Switches (ATS) at the Redwood City Firehouse Building 9 Headquarters. The
City desires to have standby power sources that automatically transfer when a loss of power is
realized. The successful Contractor will be responsible for intercepting the main power connection,
completing all modifications, connections, and install the required equipment to achieve the
desired results. The ATS will be supplied by the Contractor.
The project is located at the Firehouse Building 9 Headquarters at the address:
755 Marshall Street
Redwood City, CA 94063
Upon receiving notice to proceed from the City, the successful Contractor will be expected to
begin work in an expeditious manner, and continue without interruption until the project is
complete.

A. Competence of Contractor

In order to demonstrate that the Contractor can properly fulfill all of the services and conditions of
these specifications, the Contractor shall meet the following criteria:
1. The Contractor shall have a current license to perform the work in conformance with the
provisions of the State Business and Professions Code. License number shall be set forth in
all bids and contract.
2. The Contractor shall have satisfactorily performed other contracts of a similar nature and
magnitude and shall have been in business at least 10 years.
3. The Contractor shall have the requisite organization of skilled and experienced electrical
engineers and technicians under their direct employment and supervision.
4. The Contractor shall perform proper demolition and installation according to Attachment C
(Specification Drawing) and verify correct phase rotation on both normal and emergency
sources prior to testing.

5. The Contractor shall not interfere with operation of the Fire Station. The Contractor must
coordinate all scheduled power outages with the Project Manager. The Contractor shall
coordinate with City and County Facilities Departments and provide temporary power as
directed.

B. Hours of Service

All normal work under this agreement will be performed during regular hours of regular working
days (Regular work days and hours are Monday through Friday 7:30 a.m. to 4:30 p.m.). If overtime
work is required, and is authorized by the City, the City will pay the Contractor only the difference
between normal and overtime labor at the Contractor's regular billing rate.

C. Performance of Contractor
1. General:
Skilled and competent workers shall perform all work in a timely, neat, and orderly
manner. City may refuse to accept work or workers who do not meet these standards.
Contractor shall be responsible for any damage caused by their operations and shall repair
or replace, as directed by the City, said damage within a reasonable time.
2. City's Right to Inspect and Require Work:
The City of Redwood City reserves the right to make such inspections and tests whenever
necessary to ascertain that the requirements of this agreement are being fulfilled.
Deficiencies noted shall be promptly corrected at contractor's expense.
If Contractor fails to perform the work required by the terms of this agreement in a diligent
and satisfactory manner, the City may, after 30 days' written notice to Contractor, perform
or cause to be performed, all or any part of the work required hereunder. Contractor
agrees that it will reimburse the City, and the City may deduct the amount from any sum
owed Contractor. The waiver by the City of a breach of any provision of this agreement by
Contractor shall not operate or be construed as a waiver of any subsequent breach by
Contractor.
3. Warranty of Work:
All repair work not covered by this contract shall have a parts and labor warranty for one
year. Repair work covered by this contract that is performed in the last year of the contract
shall have a parts and labor warranty for one year.
