Introduction
The Top of the Hill Neighbourhood Renewal Area is located in the east side of the City and
encompasses Top of the Hill, Gobnascale 1 & 2 Bards Hill, Oldbridge, Tamneymore,
Foxhill, Harbourview, Strabane Old Road, Derryview, Woodside Heights, Fountain Hill &
sidestreets, Chapel Road & side streets, Knockwellan Park, Lisaghmore and the new
estates adjacent to the Trench and Belt Roads. This plan will also incorporate The Triangle
and Hollymount Park areas. These locations form part of the overall Waterside
Neighbourhood Renewal Area and have been subject to numerous emergency incidents.
It is the intention of this document to assist people to respond and recover from such
events as effectively and quickly as possible.
Servicing this area is the Top of the Hill Community Forum which brings together
representatives of public, private and the community and voluntary sector interests along
with Elected Members of Derry City Council.

Aim
This aim of this plan is to assist responding agencies and communities to work together to
set up, manage and close Emergency Support Centres following a declared emergency or
major event. Depending on the circumstances of the emergency or major incident there
may be a need to establish some or all of the following types of Emergency Support
Centre (ESC):

Emergency Rest Centre (ERC)

Survivor Reception Centre (SCR)

Family and Friends Reception Centre (FRRC)

Definitions of these centres are outlined in this document.


Objective of Plan
This plan has been produced to document the agreed arrangements that will be put in
place to provide emergency support to members of the public following a declared
emergency or major incident and will adopt the principles of the Multi-agency Emergency
Support Centre Protocols.

Key locations identified as Emergency Support Centres

Emergency Rest Centre


An Emergency Rest Centre (ERC) is a designated secure building which will provide a
safe environment for individuals/families who have been caught up in an incident/event,
where they can go to receive shelter, care and support, until they can return to their own
homes, or be otherwise accommodated.
Such a centre will be used for temporary accommodation for evacuees from an incident.
This may be a natural event such as flooding or an industrial incident such as HAZMAT
incidents (Hazardous materials incident)

Family & Friends Reception Centre


A Family and Friends Reception Centre (FFRC) is a designated facility that may be set up
after a major incident for providing information and Support to family and friends of those
involved in the incident.
Such a centre will provide a focal point for Relatives and Friends where information advice
and support can be obtained. This will be a secure location at or near the scene or area

associated with the incident such as an air or sea port. Those attending will be asked to
provide information to the Police/Social Services in regard to their family member or friend.
This process will assist police in both locating and providing them with accurate
information in respect of their family member/friend. Social Services assisted by the Red
Cross will provide support, advice, guidance and comfort to those affected. Faith leaders
may also be invited to attend.

Survivor Reception Centre


A Survivor Reception Centre (SRC) is a secure designated facility where survivors not
requiring acute hospital treatment can be taken for short term shelter, first aid,
documentation and Interview. PSNI are responsible for collating information from victims to
allow for prompt repatriation with their families.
The nature of the emergency shall determine the requirements of the Emergency Support
Centres, each Centre has been assessed to fulfill any of the above scenarios and shall be
equipped with appropriate resources to assist those attending each particular Centre.

Actions agreed with emergency responders in the event of an


evacuation
Waterside Community Representatives shall agree the Emergency Support Centre
location/s with Derry City Council who will then inform PSNI. Movement of displaced
persons shall be agreed, and WHSCT shall arrange for the transportation of vulnerable
people on their data base. Derry City Council shall request assistance for transport from
Translink if deemed necessary. A muster point shall be identified by the PSNI Duty
Inspector and transport shall be directed there via the most appropriate route. The above
activation shall be in accordance with the agreed multi-agency Emergency Centre protocol
and Derry City Councils Integrated Emergency Management Plan.
In addition Top of the Hill Community Representatives shall:
1. Attend a meeting of all responding agencies as soon as possible at an agreed
location, and complete the Community Emergency Group first meeting Agenda
(Appendix1)
2. Collate information from responding agencies in the Situation report (Appendix2)
and agree a course of Action.
3. Agree if future meetings are required and means of continued communication
throughout the event.
4. Help emergency services with alerting residents and assist evacuation.
5. Inform emergency services who might need extra help to leave their home and the
location of vulnerable people.
6. Assist in the management of the Emergency Support Centre/s
