I INTRODUCTION
Congress must recognize its fundamental role in the process of
bringing just and lasting peace to Mindanao by enacting the proposed
Bangsamoro Basic Law in order to prosper in a new era of peace and
development not only in Mindanao but throughout the Philippines.
The draft Bangsamoro Basic Law, now House Bill No. 4994, was submitted to
Congress during ceremonies held in Malacaan Palace on September 10,
2014. Secretary Teresita Quintos Deles recognizes the event as a turning
point

in

the

nations

quest

for

peace

in

Mindanao.

During

the

ceremony, President Benigno S. Aquino III asked Congress to pass this bill in
the soonest possible time. Once Congress passes the Bangsamoro Basic
Law, a plebiscite among the people of the Bangsamoro.

II DISCUSSION
-Explain whether or not the proposed BBL is contrary to constitution

The proposed Bangsamoro Basic Law is not contrary to the constitution

because, the purpose of the Bangsamoro Basic Law is to establish the new
Bangsamoro political entity and provide for its basic structure of government,
in recognition of the aspirations of the Bangsamoro people.
Bangsamoro Basic Law also gives freedom of choice of other indigenous
people

shall

be

respected.

And

also

Bangsamoro

Government

is

Parliamentary. Its political system is democratic, allowing its people to freely

participate in the political processes within its territory.
Bangsamoro Basic Law Section 2. Human rights All laws and policies,
including customary laws, shall conform to international human rights and
humanitarian standards. And in Bangsamoro Basic Law Justice is Serve Right.
According to the Bangsamoro bill, the sources of revenue of the Bangsamoro
government shall include among others, taxes including additional taxes
beyond those already devolved to the ARMM such as capital gains tax,
donors tax, estate tax, and documentary stamp tax provided all elements
are in the Bangsamoro area; fees and charges; annual block grant; loans,
whether foreign or domestic, which the Bangsamoro Government is
authorized to contract.

III Conclusion
After reading the Bangsamoro Basic Law, I had concluded that this proposed
law is for the betterment of the Mindanao but also for the betterment of our
country, the Philippines. This proposed law belived to give peace in
Mindanao, and I agree. Bangsamoro Basic Law will grant peace to Mindanao
to help its country to usher peace and development to its country.
IV RECOMMENDATION

Firstly, I would like to recommend giving full support education to

indigenous people of Mindanao, for them to help their family to have a better
way of living and not suffering because of poverty. I believe that giving
education to people in need in Mindanao will help them but also will grant
them their needs to their daily life. I have a belief that when an indigenous
people work, they will work to their fullest. They will work very hard because
they have experience the hardship of poverty.
Secondly, I would like to recommend the honesty of the leaders of the
Bangsamoro Basic Law. I hope this proposed Bangsamoro Basic Law House
Bill no.4994 will prevent the corruption. I really hope it will, because
corruption is one of the major causes of poverty, and only our true leaders
can help us to stop corruption.
Lastly, I would like that justice will be serve right. And no person have
to suffer again because of the wrong governance and the greed of our own
leaders.

What is your observation on analysis ?

I have observe in my analysis is that unity for a nation in needed and
very important, because with the help of having unity of the people in a
nation will help unite the people and develop our country. Unity saves life
and money in a nation, not only that, but unity of a country or nation will
help us to show the world we are a nation united for the betterment of the
people for their freedom.
