SUBJECT: Cheney Stadium Design-Build Process
City staff was recently advised of a potential impropriety in the selection process for
awarding the design-build contract for the Cheney Stadium renovation. It was alleged
that a private, non-City staff member of the review team met with two members of one
of the proposing teams during the selection process.
In response to this allegation, and at my direction, the Legal Department contacted
certain members of the parties alleged to be involved. The parties acknowledged that a
meeting did take place in a public setting between a non-City staff member of the
review team and two members of one of the proposing teams. However, the subject
matter of that meeting related to a non-City of Tacoma project and the Cheney Stadium
project was neither discussed nor was project-related information provided to the
proposing team.
While | must regretfully acknowledge the potential of an appearance issue, based on
our due diligence inquiry, | am confident in the integrity of the selection process and
have concluded that the selection process can move forward unimpeded.
