Update on the new Community Precinct and School at Powells Creek

Construction of the new Precinct


The Development Application (DA No. 505/2012) for the new
facility at 64 66 Victoria Avenue, Concord West was
approved by the State Government Joint Regional Planning
panel on 13 August 2013. This Approval was for the
demolition of existing structures, remediation of the land,
construction of a new school, child care centre and early
childhood health centre, car parking, associated facilities and
landscaping and upgrading works to the existing change
rooms and the sports field in Powells Creek reserve.

A W Edwards were awarded the contract to construct and


complete this project, commencing on site in November 2013.
Remediation works in accordance with the Development
Application Approval has been completed. Work is now
underway with site foundations completed and concrete floor slabs being constructed.

Set out below are the key dates for works on the site:

Base Structure scheduled for completion July 2014

Building Works scheduled for completion December 2014

Complete external playing area and landscaping scheduled for completion January 2015

Occupation by School and Council scheduled for January 2015

In addition, design work has been undertaken in Victoria Ave to address flooding and traffic matters as set out in the
conditions of consent, with construction works to commence November 2014.

Community Precinct Services and Facilities


Once complete the new Community Precinct will contain a new primary school catering for up to 600 students including 4
supported classes, a purpose built outside school hours care centre, a 47 place child care centre catering for children from
birth to school age and an early childhood health services. This Precinct will represent a new model in the City of Canada
Bay providing an integrated service hub for families with children from birth to year 6. The management of the Precinct
involves both government and non-government agencies and private providers to deliver a range of services.

Childrens Centre (Child Care Centre)


Council resolved at its meeting held on Tuesday 15 April 2014 to directly manage the new Childrens Centre. The Centre
will provide care and education to children from 6 weeks to school age for 52 weeks a year, between 7.30am and 6pm
Monday to Friday (excluding public holidays). The Centre will be managed by the Council and will provide quality care and
education for 47 children each day.

Work on the building is due for completion in January 2015. It is anticipated that the Centre will open in March 2015 with
commencement dates confirmed at the time of enrolment.

Child and Family Health Services
The NSW Department of Health will be offering a new service at the Powells Creek site. Child and Family Health Services
provide assessment, early intervention and support for families with children aged 0 -12 years. Both Centre based and
community-based interventions will be offered including individual consultations, group therapy or with a multidisciplinary
team. Services to be provided include access to:

Child and family health nurses

Community children medical service

Counselling including Psychology, Social Workers

Paediatric Occupational Therapy

Paediatric Orthoptist (Vision)

Paediatric Physiotherapy

Speech Pathology

Early childhood health centres provide a free service staffed by Child and Family Health Nurses who offer health,
development and wellbeing checks for your child as well as support, education and information on all aspects of parenting.
They provide a first home visit as well as information and support regarding breastfeeding, infant feeding & nutrition, sleep
and crying patterns and parental wellbeing.
