a. The1stclauseofthesection:SCenbancshallhavethepowertodisciplinejudgesof
lowercourts,
EnBancwasusedbecauseallinternalprocedural,adminmatters,and
ceremonialfunctionsaredecidedbyorconductedintheCourtenbanc.
Theclauseisadeclarationofthegrantofdisciplinarypowerto,andthe
determinationoftheprocedureintheexercisethereofby,theCourtenbanc.
Butitwasnotintendedthatadministrativedisciplinarycasesshouldbeheardand
decidedbythewholeCourtsinceitwouldresulttoabsurdity.
