On the 11th May 2012, I submitted additional concerns into the police handling of the alleged
suicide of Robert Fleeting.
I now have TVP's report into their investigation of the further points that were put forward by the
family. This report again raises concerns into the way the investigation was handled by Det Sgt
Darren Cartwright.
TVP INVESTIGATION
Point 1..........Re-interviewed the individual on the 9th September regarding the anal bruising on
Robert Fleeting, why did he not request swabs to be taken from Robert Fleeting when said
individual stated he did not touch Robert Fleeting, why was anal bruising totally disregarded when
all evidence suggests that Robert Fleeting was not gay and was his normal self and not showing any
signs of being suicidal.
Point 2..........Why was individuals statement regarding the family's disprovable of Robert being gay
never checked with the family.
Point 3..........He did not maintain the integrity of the scene as he put paperwork on top of a suicide
note, which he later missed in his search of Robert Fleetings room.
Point 4..........DS Cartwright and DI Elkins searched Robert Fleeting, totally contradicts his written
and oral testimony at the coroners inquest as stated that himself and SOCO Weller searched Robert
Fleeting
Point 6..........DS Cartwright states that Cpl Wilcox offered the letters to him when he arrived, this
totally contradicts his and Cpl Wilcox's written and oral testimony under oath at the coroners
inquest, when both stated they did not know how notes got from windowsill back to the floor.

TVP have concluded that on four points DS Cartwright should receive management advice and on a
further four points organisational learning should be gleaned. This amounts to eight different issues
on one investigation that were not carried out to the professional high standard which is set down on
police policy and procedure guidelines. This is extremely alarming and concerning to the family as

it gives the conclusion that this investigation was not thorough enough to come to a definite
conclusion as some evidence was never investigated and other evidence not checked.
We feel that this new evidence must be considered when making your deliberation into our
complaint as DS Cartwright has changed his statement on two accounts when being re-investigated
by another officer into the evidence regarding Robert Fleeting's death.
We feel that DS Cartwright showed gross negligence and incompetence whilst carrying out this
investigation.
We feel a fresh investigation into Robert Fleeting's suspected suicide is necessary as statements of
events have changed and we feel the coroner did not have the advantage of a full investigation when
making his conclusion into the death of Robert Fleeting. Robert Fleeting's injuries to his anal
passage were never investigated, nothing in Robert Fleeting's room could cause injuries, statements
by other individual were never verified and statements were not taken by all that were with Robert
Fleeting on his last night to verify the nights events. The family have never been asked to verify any
evidence given by other individual and no background report on Robert Fleeting by the family has
ever been done by TVP.
We believe all this evidence is extremely important and must be considered when viewing our
complaint.
