Jakarta: Dalam upaya mencapai target kinerja organisasi yang telah ditetapkan
dalam Rencana Kerja Anggaran (RKA) 2015 dan terbangunnya komitmen seluruh
jajaran BPJS Kesehatan, maka pada 29-31 Januari 2015, BPJS Kesehatan
melaksanakan kegiatan Rapat Arahan dan Strategi Nasional (RASNAS) BPJS
Kesehatan Tahun 2015.
Kegiatan RASNAS merupakan kegiatan rutin yang dilaksanakan setiap awal tahun
yang dihadiri oleh Dewan Pengawas, Direksi, Kepala Grup, Kepala Kantor Divisi
Regional dan Kepala Kantor Cabang BPJS Kesehatan di seluruh Indonesia.
RASNAS kali ini juga dihadiri oleh Menteri Kesehatan RI Nila Moeloek sebagai
keynote speaker.
Dalam sambutan Direktur Utama BPJS Kesehatan Fachmi Idris mengungkapkan, BPJS
Kesehatan telah satu tahun diamanatkan yang mengelola Jaminan Sosial bidang kesehatan
sesuai dengan UU No. 40 Tahun 2004 mengenai Sistem Jaminan Sosial Nasional dan UU
No. 24 Tahun 2011 tentang Badan Penyelenggara Jaminan Sosial. Banyak perubahan dan
terobosan yang diusahakan agar penyelenggaraan Jaminan Kesehatan yang diemban BPJS
Kesehatan lancar tanpa hambatan. Segala kelancaran dan prestasi yang diperoleh dalam
menjalani BPJS Kesehatan, tidaklah lepas dari dukungan semua stakeholder termasuk di
dalamnya masyarakat.
Tahun pertama sudah kami lalui, dan penyempurnaan dalam menjalankan program mulia ini
akan terus kami sempurnakan, mengingat pelayan publik khususnya bidang kesehatan,
selalu berteman dengan 3 (tiga) hal yaitu Ekspektasi publik yang tidak pernah turun,
Resources bidang kesehatan, selalu tidak match antara supply dan demand, serta Alokasi
biaya (budget alocation) yang terbatas. , ujar Fachmi Idris.
Terkait dengan hal tersebut Fachmi Idris mengungkapkan, organisasi yang lahir 1 Januari
2014 ini akan terus bersahabat dengan ketiga teman pelayan publik tersebut diatas, dengan
memperkuat pemahaman serta menerapkan 3 (tiga) pilar utama dalam menyelenggarakan
Asuransi Sosial yaitu :
Risk Pooling (pengumpulan Risiko), fungsi ini bertujuan untuk memastikan adanya

Success of KIS is 100% targeted on well printing and distribution of Indonesia Health Card as
many as the registered participant total numbers. Success of Quality and Cost Control is
targeted on 98.5% claimed ratio on 2015, and the success of premium collectability and
increasing salaried participant (PPU) is targeted on 95.1% collected premium and 29.1
millions of additional participants from salaried employee.
The strategic planning of BPJS Kesehatan on 2015 is composed as well as the National
Medium Term Establishment 2015-2019 in the field of health: improving the public health
and nutritional status through the health and public empowerment supported with financial
protection and equal health service.
Focussing on the RPJMN main target no. 4 in the field of health, it is about the improving
universal health service scope through Indonesia Health Card (KIS) and SJSN Kesehatan
quality management. The indicators are financial protection improvement, drugs availability,
quality, and distribution, and health resources. The SJSN indicators consist of SJSN
Kesehatan membership percentage from 51.8% to 95% on 2019.
The Aimed Policy and Strategy no. 4 of RPJMN consist of:
