Rokeby traffic
levels after dip
By LLOYD GORMAN
A dramatic drop in the
number of people walking in
Rokeby Road has started to
level out in recent months.
New figures from A Beautiful
City, a company that uses sensors to detect body heat to
count pedestrians, show there
was a dramatic overall 40%
fall between 2013 and 2014 in
Subiacos Rokeby Road.
The sensors, based outside
the Subiaco 7 Day Chemist,
found big monthly differences
between the two years, ranging
between -4% and -14%.
But data collected for the
first four months of this year
reveals that these fluctuations
Get
flawed from a strategic and technical perspective and did not fit
either state government or council
policies.
City Beach was the least suitable
place in Perth for infill development, they said.
City Beach barely has an intermittent bus route and is the
epitome of a dormitory suburb,
they said.
The council claimed change
would be slow but was wrong, the
planners said.
It very naively assumes market
forces will regulate the timing and
impact of the density changes,
they said.
The consequence of this approach is a dramatic underestimation of just how widespread
redevelopment will be.

Make Sunset
the new MONA
It would be a waste to turn
Dalkeiths valuable Sunset hospital site into a hodge-podge of
offices for community groups,
according to a retired surgeon
who has studied the site.
It should be a centre for
the fine arts of all kinds, said
Malcolm Hay, of Cottesloe, who
was the driving force behind the
sail training ship, Leeuwin.
He has studied similar successful galleries in Australia and
Europe, and believes tourists
and locals would flock to it.
Mr Hay, who has been promoting his concept since 2003, said
that an overall arts plan should
be drawn up for buildings,
selected from an international
competition to establish an
integrated, coordinated centre
for arts excellence run by a
board.
It could become a stunning attraction like MONA in
Tasmania or Louisiana, north
of Copenhagen in Denmark,
Mr Hay said.
MONA is now the main
reason people visit Tasmania.
Tasmanians are justifiably very
proud of it.
One man brought that about,
financed by internet gambling. If
little Hobart can do it, imagine
what we could do.
There are nine billionaires
in Perth.
Surely one or two could see

precinct that he says could make it a stunning attraction like MONA in Tasmania. Photo: Paul McGovern

As the world struggles to relieve the wreckage of human
life and infrastructure in Nepal,
please imagine the impossibility of an adequate response,
medical or otherwise, to the
enormousness of an angry nuclear exchange.
The intention of these three
conferences was to concentrate
minds and hearts of all those
who would attend the New York

nuclear warfare.
Hence the review conference
outcome must stride towards a
universal, unequivocally irreversible agreement for verifiable nuclear disarmament.
How did Australia go at the

It was so encouraging to know
that on April 30, members

Developers in Nedlands had
been lobbying the Planning
Minister for action, planning
boss Peter Mickelson said in
a report.
Administration is aware that
community members have been
lobbying the state government to
expedite the approval of TPS3
due to their frustrations in the
delays and the relative age of
TPS2 which is seen as an impediment to their development
aspirations, he said.
But staff at the WA Planning
Commission have said they
want it fine tuned, with street
setbacks and building heights
removed and turned into planning policies.
They also want it to be more
like a model scheme designed
for uniform coverage across the
metropolitan area.
Council staff said they could
not do it thoroughly in the 42
days the Minister had given
them and time ran out.
They said it would take up to
six weeks.
Now they have asked councillors to ask the Minister for
extra time.
The WAPC are requiring a
number of modifications to the
originally submitted draft that
would result in effect a total rewrite of TPS3, staff said.
The citys TPS2 was gazetted
and became law in April 1985.

Saving Nedlands history is
in the spotlight again and a
battleground for councillors.
By LLOYD GORMAN
Sixty tents were pitched for
this years school overnight
camp on the oval at Rosalie
Park Primary School.
According to camp organisers Louise Burlinson and
Karen Lamb, the event raised
more than $4000 to go towards
resources for the Kindy and
Pre-primary students.
Mrs Burlinson said 20 more
families than last year had
braved the elements for the
fundraiser.
A small army of volunteers
was needed to feed the hundreds
of campers at both dinner and
breakfast the next morning,
she said.
We had a great raffle thanks
to local businesses such as
Galileo Buona Cucina and the
Onslow Road Pharmacy.
Other local businesses contributed goods such as Mini
Magnums, which were very
popular after dinner, despite
the cooler temperatures.
After a group bedtime story
and the children had gone to
bed, the adults and parents
socialised around a fake campfire under the near-full moon
light.
Theres been lots of great
feedback about how much the
kids enjoyed themselves and
organisers are already planning
how to make next year even
better, Mrs Burlinson said.

She said the churches were

In Kathmandu, Dr Prince
volunteered for a foreign medical team.
She joined a South African
disaster response medical team
called the Gift of the Givers,
and worked in the hills around
Kathmandu, seeing between 20
and 30 patients a day.
After that she linked up with
Sir Edmund Hillarys granddaughter, Amelia Hillary, a
goodwill ambassador for the
Nepalese government tourism
ministry, who was organising aid
through her grandfathers trust
for the people of Nepal.
Through her, Dr Prince
joined Team Rubicon, a group
of American and UK veteran
soldiers, many with medical
backgrounds, who were there
for the disaster relief effort.
They were allocated the
hills in the Solu-Khumbu and
Helambu regions.
It took us a day to get to these
areas and we drove from village
to village assessing medical
requirements and need for food
and shelter, she said.
Any acute medical requirement was managed. It was great
because we could get the information we needed to understand
where the need was to help
distribute relief fairly.
Back in Kathmandu after the
second quake hit on May 12, Dr
Prince helped emergency physician at the Grande Hospital,
Dr Ajay Thapa, set up a field
hospital and major incident
plan after the hospital had to
be evacuated.
They evacuated 71 patients,
six of them intensive care patients, Dr Prince said.
There was no structure to setting up the field hospital in this
chaotic environment. They had
inadequate shelter, including

Registration was based on

The commission said it had

ACNC Commissioner Susan

We assume that many are

A further 3000 groups would

Could we bike
like that here
in Australia?
This is a link to an online
Guardian article about cycling
in Japan: gu.com/p/3k2a2/sbl.
The heading, What can the
UK learn from Japans cycling
culture could also read, What
can Australian learn from
Japans cycling culture?
Obviously, the Lycra crowd, in
their lurid outfits and on their
over-priced bikes, could pose a
problem here.
But for those of us who cycle
gently, perhaps we can also learn
from the Japanese?
Having ridden around Tokyo
on an electric bike, I know it
can be safe for both cyclists and
pedestrians.

Good friends
always loved
the Red Cross
Having long been a volunteer
for the Red Cross, I have many
memories.
I am 85 years old and have a
picture of seven girls, all aged
about 11 years old, in 1940.
We did jobs and helped by
selling cakes and giving the
money to the Red Cross.
All the girls lived in Lake
Street, Northbridge, and some
went to Highgate School.
We got our mothers to help us
make our Red Cross caps and
sew the red crosses on them.
Also that year, during World
War II, my mother, Chrissie Aris,
was given an award for helping
the Red Cross.
I am one of the girls in the
picture and we are all still alive
and good friends.

The City of Perth Act, proposed by the Barnett government, would force thousands
of residents living around the
University of WA and QEII
Medical Centre into an expanded
Perth, with zero opportunity for
them to exercise a democratic
vote on the matter.
These residents place a very
high value on the amenity of
their neighbourhoods.
Under Perth jurisdiction,
there is every prospect that this
amenity would be sacrificed for
a sprawling CBD (or to facilitate the expansionary plans of
UWA and QEII) and that local
government representation and
residential services currently
enjoyed would be significantly
diminished.
I ask Premier Colin Barnett
and Nedlands MP Bill Marmion:
Given the parlous state budget
situation, how much will this
cost the taxpayer, and what are
the projected rate increases for
the residents who will be forced
into Perth?
Attorney-General Michael
Mischin and Premier Colin
Barnett should consider this
injustice, instead of allowing
the DAP more decision powers
to the exclusion of other interested parties.
These decisions have real effect on real people.
Removing Catherine Street
residents from the process, and
allowing excessive development
in this unsuitable area will result
in real damage to real heritage
(the Regal Theatre and Subiaco
Hotel are also vulnerable).

Thank you for the report,

Surely its time for the Barnett
government to assess the conduct and process adopted by
Cambridge council.
The Local Government Act
1985 provides for a system of
local government with better
decision-making by local governments; greater community participation in the decisions and
affairs of local governments;
greater accountability of local
governments to their communities; and more efficient and
effective local government.
It seems that Cambridge
council does not meet all these
requirements, in my opinion.
Where does Local Government
Minister Tony Simpson sit on
this issue?
He has been notably silent
and needs to step in and take
charge of this matter.

Photos a tribute to
the missing
The tragedy of war and the
heartbreak of separation take
centre stage in a free photography
exhibition at the State Library.
Almost 20 years after the wars in
Serbia, Croatia and Bosnia, and 13
years after the end of the conflict
in Kosovo, thousands of people
are still missing.
This Red Cross exhibition tells
the story of some of those who are
unaccounted for.
The photos, by award-winning
British photographer Nick
Danziger, document the plight of
families waiting for news of loved
ones, with each photograph accompanied by a description of the
missing person and their familys
search for answers.

Bingo takes o
in Wembley
Every second Tuesday is bingo day
at the Dutch club in Cambridge Street,
Wembley.
Games at the Neerlandia Club are run in
English and the idea is to provide fun and
entertainment rather than making money for
the club.
Organiser Henk Oorschot said bingo was
having a resurgence.
It was a chance to have some fun and win
some money, he said.
A bring-your-own lunch is held after six
games and there are six more games after
lunch.
One of the games jackpots, so the prize can
grow over many weeks.
The total cost per session is $24 and players
can help themselves to tea and coffee.
All are welcome you dont have to be Dutch.
The doors of the club at 230 Cambridge Street
open at 10am and games start at 11.
The next game is on May 26.
For more information, call Henk on 9256
1977.
More players are welcome at the fortnightly bingo games at the Dutch Club in Wembley.
squash players.
Remi says squash is a fun
way to keep fit and also make
friends.
Every week, he trains by
running and in one-on-one
coaching sessions with his
private coach, plays two to
four matches and has one
group training session with
the state squad.
Remi says it feels amazing to be the number one in
Australia for his age group.
His goal is to reach the
Australian number one as an
adult and eventually make
the top 10 in the world.

After a positive

Chargers nature
belies his name
Charger is a shy three-year-old rottweiler in
need of a confidence boost.
He is a sweet boy looking for a family who will
be patient while he gains confidence.
Charger may suit part- time workers, as long as
he is given sufficient time to settle into a new home
he will slowly approach for pats and cuddles.
He will need his daily exercise of two 45-minute
walks, as well as being given plenty of toys and
mental enrichment when at home.
He can be a little choosy with his doggy friends,
but with some training and confidence he will
become a great companion.
Group obedience classes will help him relax
around new people and learn how to interact
socially with other dogs.
Owners with previous experience with the rottweiler breed would be the best option for him.

Samarkand, one of the

The English private

Damon said: When I

The Italian actors have
a crazy physicality. They

they absolutely exemplify

A home theatre, billiards room and Hugh Hefners old oce make this the ultimate bachelor pad.
He first listed the triplex apartment
atop the landmark Art Deco
Palmolive Building in 2012, and is
now asking a cool $US13.9million.
The 1115sq.m penthouse offers
panoramic views, timber-panelled
rooms, and an office fit for Hugh
Hefner himself literally. Playboy
Enterprises actually occupied the
historic building from the mid-60s
to late-80s. Could there be a better
definition of bachelor pad?

investing that money back into the community via their business.
In this regard, lower foot traffic trends

From page 25
window at St Andrews.
Councillor Leanne Potter
said there was a big difference
between the wealth of the religious bodies as corporations
and individual churches.
She volunteers as an
Auslan interpretor at three
churches.
They dont collect enough
on their collection plates to
pay their priests, she said.
I would disagree that they
would have any access to any
millions anywhere.
She said the two churches
were very much part of the
community and offered a
local service.
Its good that theres a
Catholic and Anglican church,
that means its even stevens
... they are full of our ratepayers, she said.
Dr Hewetts motion was defeated 7/3 while all councillors
voted to approve $29,810 for
eight applications, including
the two churches.
Councillors did not support
a bid to reinstate stained glass
in the front door and windows
of 8 Kershaw Street because
the owners had received funding in the previous two rounds
of heritage grants.
Earlier in the night,
councillors voted 11/1 for
retrospective approval of
an air-conditioning unit at 8
Kershaw Street.

NEP lots cost $26m scheme

Sign of the times More Claremont dwellings.
The prices for the remaining eight available apartments ranged from $485,000
to $1.225million.
The PCYC land was subdivided into 29 lots: 11 front
Lapsley Road, seven are
on Graylands Road, and 11
front a new road south of
Lapsley.
The Satterley Property
Group is selling the PCYC
lots.
A company spokeswoman
said CEO Nigel Satterley offered to sell the lots because
he was on the PCYC board.
The 27 lots sold fetched
about $15 million.
The PCYC bought the site,
previously a bus depot, from
the council for about $400,000
in the 1980s.
The PCYC shut in late
2013; 250 people used it, and
about 100 skaters used the
skate bowl.
The spokeswoman said only
two Claremont Square lots
were left, for $550,000 each.
She said one buyer bought
three lots.
