A sampling of objectives implemented in Year One of the Pleasantville Schools 2026 Five Year Strategic Plan

2015-2016

Calendar

Dear Neighbor,
As we look forward to the 2015-2016 school year, I would like to share with
you a few highlights from last year and some of the challenges and opportunities
before us.
Our Strategic Planning process has continued to demonstrate results through
the first year of implementation. This year the Middle School will pilot block
scheduling in seventh and eighth grade English, science, and social studies that
will provide time for enhanced differentiation and inquiry learning. Our Communications Committee won a national award for its development of a new school
logo and a District app that links students, parents and teachers. This fall we will
appoint a Director of Technology to oversee our growth in this area.
In the coming year, we will continue the collaboration with our high school
students that led to the addition of a number of very popular electives last year.
We also will redouble our efforts to prevent drug and alcohol use by continuing
to work closely with the Pleasantville STRONG initiative.
With your strong support of the budgetary process, we have managed to prevent Albanys Tax Levy Cap from creating a negative effect on our schools. We
have consistently kept tax increases low, with an estimated 1.3% tax rate increase
this year, and an average tax rate increase of less than 1.5% over the last 6 years.
At the same time, we continue to invest in the future by rebuilding our sports
fields, repairing the roof of the Middle School, upgrading security at the Bedford
Road School and enhancing our technology and infrastructure.
With all that we are doing as a community, however, Albany plans to further
ratchet up the pressure against local control in general and school districts specifically. In the next fiscal year, Albanys new tax rebate system whereby only
residents of school districts that stay below the Tax Levy Cap will receive rebates
attempts to manipulate voter behavior with a cash incentive. At the same time,
Albany continues to impose unfunded mandates that often have a greater cost
than the levy limit allows, repeatedly substituting Albanys wisdom for yours.
We will continue to contest state initiatives that weaken our schools and
damage the grass-roots democracy that is the bedrock of our educational system;
to push vigorously for teacher evaluation and student testing reforms that will
ensure a uniform and transparent system of accountability for both teachers and
students; and to fight for a level playing field in labor negotiations. In these endeavors we continue to rely on your active support. You can find further information and sample letters to State Government officials on our District website.

BOARD OF EDUCATION GOALS for 2015-2016


Strategic Long-Term Plan: Review, implement and assess Pleasantville
Schools 2026: A Five Year Strategic Plan, which continues to provide the
framework for District decision-making to meet needs in all areas.

Students: Provide an educational environment that supports learning, positive


peer leadership, personal health and well-being, responsibility, service and
character. Help students to acquire the skills that will enable them to integrate
experience and knowledge to form reasoned judgments, solve problems, embrace
positive social and ethical behaviors and be prepared to take the next educational
and life step.
Learning: Cultivate a positive, motivating and creative instructional environment that encourages students to challenge themselves and that creates a genuine
love of learning while encouraging intellectual flexibility. Provide all students
with a rich learning experience infused with technology that enables them to
identify and follow their passions and to work effectively, both individually and
collaboratively.
Curriculum: Clearly articulate our academic standards on a K-12 continuum.
Communicate the knowledge, process and assessment goals for each curricular
area. Encourage improvement and innovation in all curricular areas. Focus on
teaching for understanding and depth of knowledge by enabling children to be
successful learners, confident individuals and team contributors.
Staff Development: Create a true Learning Community that will nurture
creativity, foster enthusiasm and build morale. Provide research-based and
collaborative opportunities for professional development that will provide
practical, relevant information and strategies to meet student needs at all levels.
Evaluate all opportunities in terms of 21st century skills and learning.
Community: Strengthen, nurture and engage the supportive partnership among
school, home and community. Continue to improve the meaningful flow of
communication with all constituents including those that promote the health and
well-being of our students and community. Create a welcoming atmosphere in all
of our schools.
Facilities: Support facility-based decisions that enhance sustainability, efficiency,
creative use of instructional spaces and the educational program. Continue to
maintain District buildings and property to reflect the expectation of excellence.
Continue the implementation of the 2014 Bond for Facilities Infrastructure,
Safety and Security Improvements.
Fiscal: Exercise sustainable fiscal responsibility while maintaining academic
excellence as articulated through Pleasantville Schools 2026. Continue the
transparent budget process that offers more opportunities for community input.
Energize legislative outreach and community involvement in/awareness of the
legislative process.

Upon a childs return to school following an absence, he or she must bring a


dated, written excuse from a parent giving the specific reason for the absence.
This helps complete the childs health record. A call to the school nurse (BRS
& MS) or attendance coordinator (PHS) is required between 8:008:45 a.m.
on the first morning of an absence and on each succeeding morning that the
student is not in attendance.

Absentee Ballots

Applications for Absentee Ballots for the School District Annual Budget Vote
& Board Election and referenda may be obtained from the District Clerk. Only
registered voters may receive Absentee Ballots. For more information, call the
District Clerk at 741-1400, x10511.

Confidentiality and Publicity (FERPA)

Student records are confidential except as permitted by law. One exception


is for Directory Information, which is considered neutral or positive
information about students. Directory Information may be released without
written consent to publicize school activities or student achievement, among
other things. The Pleasantville School District has designated the following
items as Directory Information: students name, participation in officially
recognized school activities and sports, height and weight of members of
athletic teams, dates of attendance, awards/honors received, photographs/
videos of students involved in school activities/events.
If for any reason you do not want your childs Directory Information released,
please complete an Opt Out Form and return it to your childs principal by
September 30, 2015. The form can be printed from the District website: go to
www.pleasantvilleschools.com, click on the Parents bar at the top of the page,
then select District Policies; click on Opt Out Form. The form also is available
at the main office of your childs school.
An opt out is valid for only one school year. You must re-file every year you
wish to opt out. Your decision not to return an opt out form will be taken as
consent to release your childs Directory Information. Please be aware that
opting out does not apply to your childs participation in school-related events
that are open to the public.

Athletic Events Schedules and Directions to Games

Get schedules for interscholastic athletic events and driving directions to away
games from the District website (www.pleasantvilleschools.com) by clicking
on either the Athletics or the Athletic Interactive Calendar tab located on the
home page. The Interactive Calendar also allows residents to subscribe to a free
online service that provides text and email messages when events change; click
Sign In and follow the directions. Subscribers are responsible for keeping their
contact information up-to-date.
The Athletic Director also maintains an Athletic Hotline, 741-5368, that is
updated daily through 2 P.M.

Bell schedules and lunch hour information are available on the Districts
website or from the main office of your childs school.

Committees on Special Education & SEPTA

The Committee on Preschool Special Education (CPSE) and the Committee


on Special Education (CSE) are ongoing committees appointed by the Board
of Education to assist children with disabilities. Please contact Dr. Carolyn

Kindergarten Admission

Children must be five years of age on or before December 1 of the current year
to be eligible to enter kindergarten in September of that year. Please contact
the Superintendent of Schools or the Bedford Road School Principal for further
information if your child is eligible and you have not received Registration
Materials by April 1 or if you have other questions.

Minimum Graduation Requirements

Minimum graduation requirements are listed in the Pleasantville High


School Course Directory, distributed to all students in grades 9-12. For more
information, contact the High School Guidance Office at 741-1420, x20601.

District App

A free District app for Apple and Android devices provides anytime, anywhere
access to school information school and District news, teacher webpages,
calendars, lunch menus, sports schedules, social media, eSchoolData,
MySchoolBucks, staff directories, and much more. Go to either the iTunes
store (Apple) or Google Play (Android) and enter Pleasantville to find and
download the app. As a user, you can subscribe to only the information that is
relevant to you by selecting the specific school or schools you would like to
follow. Changes to District events, such as date/location changes for an athletic
event, are automatically updated and available on the app as they occur.

New York State Assessments

The New York State Education Department (SED) requires students in grades
38 to take assessments in English Language Arts (ELA) and mathematics;
additionally, students in grades 4 and 8 take a science performance test.

Educational Cable Channels

The District broadcasts Board of Education meetings, school events, and other
related programs on Cablevision channel 77 (simulcast on PCTV Cablevision
channel 76 on Fridays between the hours of 6 a.m. and 12 midnight for nonVillage residents) and on Verizon channel 32. Additionally, www.pctv76.org
provides on demand viewing of Board of Education meetings and selected
District programs.

eSchoolData Portal to Monitor Student Progress

Personal Voter Registration

Middle School (grades 5-8) and High School (grades 9-12) students records
will be updated on approximately the 1st and 15th of the month, at a minimum.
Logon to your eSchoolData Portal to obtain real-time progress data. Please
contact the appropriate school immediately with any questions or concerns.

District residents must be registered with either the Westchester County


Board of Elections or the School District in order to participate in School
District votes and elections. Residents who need to do so can register with: the
Westchester County Board of Elections either in person or by mail (the NYS
Registration form is available at www.pleasantvilleschools.com) no later than
25 days before the vote/election; the School District at the District Office on
any school day (SeptemberJune) from 8:30 a.m. to 4 p.m. and on business
days during the summer months from 9 a.m. to 1 p.m. no later than five days
before the day of a vote/election. For more information, contact the District

K-12 Alerts System

District residents can subscribe to K-12 Alerts, a web-based emergency


notification system, by clicking on the link found on the Districts website
www.pleasantvilleschools.com. Information on school closings, early
dismissals, and other school-related matters will be sent to subscribers e-mail
addresses and cell phones that have text messaging. Subscribers are responsible

Report Cards

and ensures that we meet the conditions of the warranty. Rules include: No
pets, skateboards, rollerblades, scooters, bicycles, strollers, chairs, metal spikes,
golfing, or sunflower seeds on the fields and the track.

Report cards will be available via the eSchoolData Portal to parents/guardians


of students in grades K-4 in December, March, and June; of students in grades
5-12 in November, February, April, and after the end of the school year. Please
call your childs school if you need assistance or have any questions.

School Lunch

According to State Education Law, it is generally considered that a childs legal


school district residence is at the legal residence of the parent, unless there
is evidence that the parent has given up legal control. Questions of residence
for children who are not living with their parents, and who have not been
placed in a foster home by a recognized social agency, are to be referred to the
Superintendent of Schools, so that the proper guardianship papers may be filed
and the question of tuition determined.

Hot entres, sandwiches, and snacks are available in all three schools. The
selection of la carte items varies at each location. Menus and prices for each
school are available on the Districts website.
Free and reduced price lunches are available through the National School
Lunch Program to students whose family income falls within the income
eligibility guidelines set by the federal government. These guidelines are
mailed to the parents/guardians of all students at the beginning of the school
year and also are available at each schools main office and at the District
Office.

School Emergencies (School Delays & Closings)

School Visits and Conferences

Residence

In the event of severely inclement weather or mechanical breakdown, school


may be closed or starting time delayed. The decision will be made by 6:30
a.m. If the decision is to delay, the delay will be a two hour delay and a second
decision will be made by approximately 7:00 a.m. as to whether schools
will open or close. Since road/sidewalk conditions may vary throughout the
District, parents should decide whether or not to send their children to school if
they consider it unsafe to do so. In addition to subscribing to the K-12 Alerts
system (described on page 7), you can consult the websites, radio station, and
television channels listed below. PLEASE DO NOT PHONE THE STATIONS
OR THE SCHOOL.

Emergency conditions may require that the schools close early. If this decision
is made, notifications will be sent via K-12 Alerts, the radio station, and the
Class Parents, who will attempt to notify all parents by phone. It is essential
that each parent provide the school with up-to-date emergency and regular
telephone numbers, and instruct children on what to do if parents are unable to
meet them in an emergency.

Parents are cordially invited to visit the school their child attends. All
visitors are required to report to the office. If a parent wishes a conference
with a teacher or with a principal, the parent should call the school for an
appointment. Parents also may call the principal about matters of concern.
School counselors at the Middle School and High School have complete
records for all students. If a conference is desired, please call your childs
counselor for an appointment.

Transportation to Private & Parochial Schools

In accordance with Section 3635 of New York State Education Law, the school
district will provide transportation to private and parochial schools within 15
miles of a students home. Requests must be made, in writing, by April 1 or
within 30 days of moving into the school district if that occurs after the April1
deadline. A new request must be submitted each year, even if transportation is
currently being provided. Forms are available on the District website. For more

Working Papers

School Facilities

School facilities are available for community use only after school hours,
which extend through all school-sponsored extracurricular activities.
Adherence to the posted usage rules helps us obtain their full life-expectancy

According to New York State laws, any minor between the ages of 14 and
18 must have working papers in order to secure employment. Students must
apply in person at the PHS School Counseling Office and may be asked to
bring in proof of age. A parent must sign the working papers application. The
student must have a Social Security number and must have proof of a physical
examination within the past twelve months. Contact the School Counseling

FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA)


The federal Family Educational Rights and Privacy Act (FERPA) affords
parents/guardians and students over 18 years of age (eligible students)
certain rights with respect to the students education records,
including:
1. The right to inspect and review the students education records
within 45 days of the day the School District receives a request for
access.
Parents/Guardians or eligible students should submit to the principal
a written request that identifies the record(s) they wish to inspect. The
principal will make arrangements for access and notify the parent/
guardian or eligible student of the time and place where the records may
be inspected.

Education; a person or company with whom the District has contracted


to provide a particular service or perform a special task (such as an
attorney, auditor, medical consultant,therapist or other service provider,
District insurance company); a parent or student serving on an official
committee, such as a disciplinary or grievance committee; or a parent or
student or other volunteer assisting another school official in performing
his or her tasks. A school official has a legitimate educational interest if
the official needs to review an education record in order to fulfill his or
her professional responsibility. Upon request, the School District discloses
education records without consent to officials of another school district
in which a student seeks or intends to enroll, or is already enrolled if
the disclosure is for the purposes of the students enrollment or transfer.

2. The right to request the amendment of the students education


records that the parent/guardian or eligible student believes are
inaccurate or misleading.
Parents/Guardians or eligible students may ask the School District to
amend a record that they believe is inaccurate or misleading. They should
write to the Building Principal, clearly identify the part of the record they
want changed and specify why it is inaccurate or misleading.
If the School District decides not to amend the record as requested by
the parent/guardian or eligible student, the School District will notify the
parent/guardian or eligible student of the decision and advise them of
their right to a hearing regarding the request for amendment. Additional
information regarding the hearing procedures will be provided to the
parent/guardian or eligible student when notified of the right to a hearing.

4. The right not to have Directory Information disclosed.


Directory Information is information that is generally not considered
harmful or an invasion of privacy if released. The primary purpose of
Directory Information is to allow the School District to use this information
in certain school publications or to provide this information to outside
organizations including but not limited to companies that manufacture
class rings, take photographs or publish yearbooks, MSG Varsity, or the
media.
This School District designates the following items as Directory
Information, and may disclose any of these items without prior written
consent, unless notified to the contrary, in writing, by the parent/guardian
or eligible student by the end of the first thirty (30) days of the school
year: students name, participation in officially recognized activities and
sports, weight and height of members of athletic teams, dates of attendance,
honors and awards received, photographs of students involved in school
activities and events.

3. The right to consent to disclosures of personally identifiable


information contained in the students education records, except to
the extent that FERPA authorizes disclosure without consent.
One exception which permits disclosure without consent is disclosure
to school officials with legitimate educational interests. A school official is
a person employed by the School District as an administrator, supervisor,
instructor or support staff member (including health or medical staff
and law enforcement unit personnel); a person serving on the Board of

Pursuant to the Protection of Pupil Rights Amendment of the No Child


Left Behind Act and the Pleasantville School Districts policy on student
privacy, parents/guardians (or a student who is 18 years of age
or older) have the right to opt their children out of the following
activities:

from students for the purpose of marketing, selling, or otherwise

release of the aggregate data from such tests and assessments;

f. The sale by students of products or services to raise funds for school
related activities.

3. The administration of any non-emergency, invasive physical


examination or screening that is required as a condition of attendance,
administered by the school not necessary to protect the immediate health
or safety of the student or other students and not otherwise permitted or
required by state law. The term invasive physical examination means
any medical examination that involves the exposure of body parts,
or any act during such examination that includes incision, insertion,
or injecting into the body, but does not include a hearing, vision or
scoliosis screening. It does not apply to any physical examination or
screening required or permitted under New York State law, including
those permitted without parental notification.
