Re : Misfeasance of West Buechel City Clerk-Treasurer

Dear Mr. McCall:

Four Penalty Invoices for $1000 each ($4000 total) were issued by the Kentucky
Retirement System due to late reporting and payments. These late reports and payments
were grievous job performance failures by the Citys Clerk-Treasurer, Kimberly R.
Richards.
This is the type of loss for which the Clerk-Treasurers Public Officials Surety Bond is
designed to compensate, for the protection of the City from pointless avoidable costs
resulting from employee misfeasance. However, two of the late payment penalties were
from before the Performance Surety Bonds effective date of May 7, 2015.
Copies of the two Penalty Invoices after May 7th are attached.
Ms. Richards $20,000 Officials Surety Bond was issued by the Western Surety
Company, Bond No. 62388425, and it was purchased through the following insurance
agency:

I assume a claim on the bond should be submitted promptly to the issuing agency.
I look forward to your legal analysis of this situation and recommendations to the West
