wanting the Hovercraft 3000.

Introduction
The hovercraft has been in use for several years and has been used to transport people to
the arena. It has also been used to capture any rebels, runaways, or enemies of the Capitol. It is
used by Peacekeepers to maintain order among the districts. The hovercraft is ageing and slowly
deteriorating due to the various conditions it has been placed in. With the rebellion on the
uprising, the hovercrafts currently used are not equipped with weapons. It will only be useful in
transporting groups such as the Peacekeepers from one location to another. The hovercraft is
currently able to attach a large claw to itself, this will not be beneficial for the Capitol has
rebellion increases. This is why District 6 Transportation Corporation invented a new and
improved hovercraft, called the Hovercraft 3000.
This report will discuss the issues with the hovercraft and compare it to the Hovercraft
3000. It will go over the costs and explain how having the Hovercraft 3000 will help increase
The Capitols chances of defeating the Mockingjay. The rest of the report will (1) go over the
necessity of an upgrade, (2) emphasis on the differences between the hovercraft and the
Hovercraft 3000, and (3) end on the conclusions and recommendations pertaining to the
Hovercraft 3000.

The Necessity of an Upgrade

Our world is constantly changing and in order to keep up, we have to create and use
better machines that will effectively meet our needs. An upgrade is to increase the quality or
standard of a machine by removing or adding elements. In order to be on top of everything,, one
has to be mindful of what is going on in their surroundings. One has to keep asking oneself,
How do I make this better? That is what District 6 Transportation Corporation kept in mind
which led to the design and construction of the Hovercraft 3000.
The Hovercraft 3000 was built with the mindset of improving the hovercraft. It is equipped with
more technologically advanced devices, weapons, and performance improvements. It is created
with a newly found material that will help in decreasing the amount of wear and tear that
happens overtime. In addition to the added assets, it is both user-friendly and ecofriendly. This

will make it easier for those operating the Hovercraft 3000. It will be simple to learn to control
and navigate the Hovercraft 3000 because it has a similar structure as the hovercraft but with
enhancements. Because the overall vehicle is ecofriendly, it can maintain the current hovercrafts
feature of not making any noise when flying.

Compare and Contrast of the Hovercraft 3000 and the Hovercraft

Comparing and contrasting the differences between the Hovercraft 3000 and the
hovercraft will help in understanding the upgrade from the hovercraft. It will also help in
visualizing the added assets and knowing each feature. There are three main features that were
compared; the performance, weapons, and the technology.
Performance
The current hovercraft being used by everyone has an engine producing 10,000
horsepower and a fuel capacity of 2,000 gallons that will use an average of 500 gallons per hour.
This means that on a full tank, the hovercraft can go a total of 4 hours without stopping. It goes
an average speed of 250 miles per hour and requires 2000 yards to turn as well as 500 yards to
stop. It is also able to take a limited number of people due to its size.
The Hovercraft 3000 was able to easily outperform the current hovercraft. Due to its ecofriendliness, we are able to increase both the fuel efficiency and the fuel economy. In other
words, the average mile per hour was doubled and the speed in which the hovercraft burned fuel
was cut in half. Also, our team of engineers was able to find a way to increase the fuel capacity
to 5,000 gallons. Overall, we were able to increase the performance of the Hovercraft 3000 by
having it go an average of 500 miles per hour and burning only 200 gallons per hour. This means
if the Hovercraft 3000 were traveling at full speed, it would be able to go a total of 25 hours
without stopping. In addition two turbines were added; now there are four turbines, two for
propulsion and two for lift. The horsepower was doubled to 20,000 which helps in making the
performance of the vehicle better.
Performances such as the maneuvering abilities have been updated to being able to make
sharper turns and stop quicker. Now, it only requires 500 yards to turn and 50 yards to stop. We
were able to use the space on the Hovercraft 3000 effectively. It can now hold 40 fully equipped
troops in addition to a battle tank. It was designed in a way that even though the inside is huge,
the outside maintains a small appearance. This deceives those looking at it from the outside
because they would not realize how much bigger it is on the inside.
The hovercraft lacks the efficiency of the Hovercraft 3000; the hovercraft is currently
used for transportation, but it could be used for so much more. The Hovercraft 3000 introduces
various uses and is faster, efficient, and more powerful that the hovercraft. With increased fuel
economy and power to boot, it is the ultimate amphibious military vehicle to have.

Weapons
As of right now, the hovercraft does not have any weapons except the immobilization ray
and the claw that can be attached. Other than that, there is no weapon that can be used to defeat
the Mockingjay. The hovercraft was mostly used for transportation so there was no need of
having weapons. In regards to the uprising, it needs to have weapons in order to defend itself.
This way, there is more use of the hovercraft other than transportation.
On hovercraft 3000 we have integrated advanced weapons and targeting systems that take
advantage of the new engine and build materials to create a hovercraft of unmatched warfare
capability. The new weapons system features complete detection, guidance and counterattack
capabilities that are autonomous. Starting from the inside, the hovercrafts internal security
systems detect when pilots first enter the cockpit, and arms the steering the wheel to explode if
an access code is not entered within 5 minutes.
The radar system mounted on the outside of the Hovercraft works in tandem with Capitol
satellites to make it powerful enough to track more than 100 threats at the same time. Two
missile launchers mounted on either side of the hovercraft allow it to launch a wide variety of
cruise missiles at detected threats. The Hovercraft is loaded with 50 Tomahawk cruise missiles
that can eliminate targets on land and at sea, 12 MK 48 heavyweight anti-ship and antisubmarine weapons can eliminate submarines and large surface ships. The weapons system
includes 50 caliber guns for more traditional threats as well. If an enemy captures one of the
Hovercrafts, the passenger area of the craft fills up with poison smoke if the DNA of the
passengers do not match up with capitol records. The Hovercraft 3000 is a dramatic innovation
in modern amphibious warfare technology which will maximize its prospects of success in
defeating the Mockingjay.
Technology
The standard District 6 hovercraft is outfitted with some of the most advanced technology
in Panem. However, the newly updated hovercraft design has added benefits that make it a far
superior option for The Capitols Peacekeeper forces. The costs of the updated hovercraft are
greater than the older model but the benefits should pay for themselves during the continuing
conflict with the Mockingjay terrorist.
The standard District 6 hovercraft is still the workhorse of the Panem military but after
being in use for years the hovercraft is in serious need of a technological overall. That is where
the newly updated Hovercraft 3000 comes in. The Hovercraft 3000 has been outfitted with
improved hands free interfaces, improved cloaking and shielding technologies, improved GPS
and orbital tracking, improved communications equipment, and improved stealth systems all
developed in coordination with District 3.

These improved systems will give The Capitol forces a distinct advantage over the
Mockingjay terrorist and rebelling districts because the districts will not have access to the new
technology. It will benefit The Capitol to order these vehicles even with the higher costs. The
features like the new shielding technology have been proven effective as evidenced by the
disgraced Gamemaker Plutarch Heavensbees 75 Hunger Games. The improved shielding will
give the Hovercraft 3000 the advantage over any sort of missile defense system or antipersonnel
rockets that might be used in attack. Anything short of a direct nuclear strike should have no
effect on the vehicle. The new cloaking and stealth functions will also prove invaluable in the
field. Cloaking and stealth are paramount when it comes to effective maneuvering and offensive
strategy. The new cloaking and stealth features will ensure that The Capitol forces will always
have the element of surprise.

Costs
It is estimated that it will cost $40,000,000 to complete a hovercraft. This cost includes
initial costs, capital costs, and revenue costs. The estimated initial costs are $800,800.80.
Capital costs are $34634634.63. The revenue costs are $4564564.57. Majority of this project is
funded by the Capitol. The remaining sum is covered through fundraising. In comparison to the
previous standard hovercraft the price difference is $20,000,000. This information is shown in
figure on figure 1-1.

Summary
Report Purpose
The purpose of this report is to inform The Capitol of the wear and tear of the current
hovercraft. It focuses on a new invention created by District 6 called The Hovercraft 3000 and
compares and contrasts the differences between The Hovercraft 3000 and the hovercraft. It ends
with recommendations that will help in defeating the Mockingjay.
The Necessity of an Upgrade
All inventions need an upgrade in order to effectively keep up with the world. By
constantly improving inventions, performance levels will increase and deteriorating will
decrease. The hovercraft as it is, will undergo some system failure if not upgraded because of the
amount of years it has been used. The Hovercraft 3000 is a new invention created as an upgrade
to the hovercraft. It is better in three main ways.
1. The increased performance makes it faster and more fuel efficient thereby saving money
overtime.
2. Weapons have been added to expand the use of the hovercraft to more than
transportation.
3. The technology has been updated to implement better navigations and user-friendliness.
Compare and Contrast of the Hovercraft 3000 and the Hovercraft
In order to see which vehicle is better, it is important to clearly see the difference between
the two products. There are there main components that were compared; performance, weapons,
and technology. The Hovercraft 3000 outperformed the hovercraft by a landslide. This means
that the Hovercraft 3000 is faster and more powerful than the standard hovercraft. In the current
hovercraft, there are hardly any weapons because it is mainly used for transportation. That is
changed in the Hovercraft 3000 in which various weapons are added in order to put an end to the
limitation of using the hovercraft just for transportation. The Hovercraft 3000 is equipped with
the latest technology, making it easier for the pilot to navigate. The technology helps in
increasing the chances of survival on the battle ground.

Conclusion
Making upgrades is part of everyday life and we would like to give the Capitol the option
of having the latest invention, The Hovercraft 3000. The Capitol has our full support in regards
to defeating of the Mockingjay. If you want the Hovercraft 3000, notify us by October 15, 2015.
Recommendation
In order to enhance your chances of defeating the Mockingjay, we recommend that:
1. An upgrade from the standard hovercraft should be made
2. The gradual reduction of the standard hovercraft
3. In order to increase the performance of Peacekeepers, provide them with the best
weapons.

Conclusion
With the increase of rebellion among the districts, The Capitol will need a way to defend
itself. Although the initial hovercraft is great, the Hovercraft 3000 provides state of the art
technology with a plethora of mechanical functionalities. We, as loyal supporters of the Capitol,
are eager to assist you in the fight against the Mockingjay. We would greatly appreciate a
response by October 15th 2015 in regards to your decision in wanting the Hovercraft 3000.

Recommendations
In light of the growing rebellion, The District 6 Transportation Corp. recommends that
The Capitol acquire The Hovercraft 3000. (1) The vast improvements over the District 6s
standard hovercraft will ensure that The Capitol has the undisputed technological superiority in
comparison to the Mockingjay forces. (2) The District 6 Transportation Corp. also recommends a
gradual phase out of the standard hovercraft so that production of the Hovercraft 3000 can catch
up. (3) The vast improvements in the performance, weaponry, and technology should increase
the Peacekeeper morale and performance.
