No, ZGCP/PHP-01 Date: 20-Dec-2014 Page 2 of 14 Siem HANDOVER PROCEDURE AND DOCUMENTATION a CONSTRUCTION TO CSU TO OPERATIONS 1.0 OBJECTIVE AND SCOPE OF THE DOCUMENT 1.1 OBJECTIVE ‘This procedure define and establish the systematic approach to perform the handing over process during the different project phases at PDO’s Zauliyah Gas Compression Project Phase-IIl, Oman under contract no. C-31/1214. All project phases and handing over plan is through Completions ‘management systems ie, CCMS (Certification and Completion Management System) and QCP (Quality Contro! Plan). 1.2. SCOPE OF THE DOCUMENT ‘Scope of this document covers Zauliyah Gas Compression Project handover procedure and documentation from Construction to CSU (Commissioning and Start Up) to operations. Handover occurs atthe following phases— © Construction to CSU (Commissioning and Start Up) ‘+ CSU (Commissioning and Start Up) to Operations. 2.0 SYSTEM DESCRIPTION, REFERENCE / PERFORMANCE STANDARDS 2.1 SYSTEM DESCRIPTION & LIMITS AHEC (Al-Hassan Engineering Co.) has systemized the facility as per PDO guidelines, PR-1159- ‘Commissioning and Start Up. Appendix I gives the list of systems. In addition to the list of systems, AHIEC has also defined the systems with marked up the system limits on the engineering diagrams viz. Subsystem: A subsystem is a further division of a system which performs a given minor but definable unit operation comprised of a significant number of basic functions working together within the system. The subsystem is the subdivision for all completion and planning activities for both Pre-commissioning and Commissioning. Completion Management System (CMS): Completion Management is a tool which is used to manage and monitor the project progress and integrity is maintained throughout the execution phase and handover of construction/ commissioning activities are achieved systematically. CCMS (Project Certifications and Completions Management system) will be used as CMS tool ‘The CMS will be managed by the company and contactor will use the facility as per contractual terms & conditions. TTR: Inspection and Test records. Combined results of conformity checks and tests by subsystem, used to record completion of construction activities for Pre-Commissioning on tagged items and equipments, and in commissioning for basic functions. ITR Check sheets will be issued from CCMS System. ITR-A: Construction ITR under responsibility of Construction to demonstrate the completion of construction of an individual equipment. ITR-B: Pre-commissioning ITR under responsibility of Construction to demonstrate the Mechanical Completion of a System / Sub System at SMC, Dossier: A self-contained collection of compiled documents; drawings, procedures, test certificates, Quality Control documentation, etc. systemm/sub-system marked-up, Handover Certificates: Certificates used to formalize the handover and transfer of responsibilities for the safety, operation and maintenance of specific subsystems, or groups of subsystems, either at MCC from Construction to Commissioning or SAC from Commissioning to Company. System Acceptance Certificate (SAC): This certificate confirms that all the commissioning activities include all associated multi discipline tests, all basic function checks, shut down, C&E tests have been completed. Ready for Start-UP (RFSU) : RFSU is considered as the point when all activities necessary to support the introduction of hydrocarbons, including all utility and process utility, safeguarding, and shutdown systems have been pre-commissioned, commissioned and integrity verified. ‘The verification of readiness for the introduction of hydrocarbons shall require the contractor / project/ Commissioning and the asset owner to agree that all systems, facilites, processes, skills. ‘and procedures required to control, safeguard and support the introduction of well fluids / hydrocarbons for live process systems testing, and subsequent production operations, are available, proven and commissioned (function checked and / or dynamically tested). ‘As-built: Drawingsdocuments which are updated by marking in red those changes which are done after AFC issue to reflect the real and actual as built status of the plant. Handover Certificate (HOC): Handover certificate issued by Commissioning to Company Operations to formally transfer responsibility for the Operation, Maintenance and Safety of whole for parts of the on-plot fa .. This is a technical milestone and Company will take over responsibility for the operation, safety and maintenance of the facility Final Completion Certificate (FHC): Contractual and Technical Milestone after completion of, Performance Test and handing over of all the related documents, ‘The FHC js issued to the operation group by contractor commissioning group for final acceptance. No. ZGCP/PHP-01 20-Dec-2014 Page 7 of 14 RVI’ IW y HANDOVER PROCEDURE AND DOCUMENTATION CONSTRUCTION TO CSU TO OPERATIONS 5.0 Handover Procedures 5.1 Overview ‘As described in the section 2.0 and section 4.0, the detail systematic handover process is, covered in this section. However the handover matrix / chart is attached as Annexure | & II, which gives the overall strategy of the Handover process. Refer to the flow diagram 5.1 for Phase wise handover. 5.2 AREA COMPLETIONS AND HANDOVER ‘The construction activities are executed in area wise for smooth and faster completion. Typically, Inspection and Testing activities performed to achieve Construction completion are carried out on a single discipline basis, by construction work packs, which forms the systems / subsystems. Such ities will not require equipment/ systems to be energized, but may include bench calibration of instruments, electrical insulation tests, electrical continuity tests, hydrostatic testing of pipes and integrity testing of valves, Construction completion will be documented on check sheets known as ‘A’ check sheets, which will be generated and managed by completion management system by CCMS to ensure that asset integrity and the same can be verified and demonstrated. acti Discipline wise joint punch lists will be prepared and managed. On achievement of mechanical completion, responsibility for the facility will transfer from those responsible for construction to those responsible for pre-commissioning. The responsibility changeover will be on discipline basis. However the Pre-Commissioning activities are all also part of the construction, there will not be any custodian transfer in this handover process. Any deviations required other than mentioned in the approved construction drawing, Field Trouble Report (FTR) and construction team will follow-up with engineering and close the punch. Al CCMS check sheets A completion and acceptance by PDO is the criterion for handing over construction to commissioning. 5.3 PRE-COMMISSIONING COMPLETION & HANDOVER ‘Subsequent to construction completion of the system, pre commissioning activities follows. Pre- commissioning is an integral part of construction activities. Pre-commissioning of the systems shall be performed during the construction phase and shall be completed as part of the Substantial Mechanical Completion stage. Pre-Commissioning will be carried out on System Sub-System. basi All necessary checks and tests required bringing the equipment / component within each system to RFC status shall be performed during the Construction/Pre-commissioning phase and relevant reports generated and accepted by authorities concemed prior to MCC. Checklist and Report formats pertaining to pre-commissioning activities shall be part of Mechanical Completion package. (Test Pack). Checklist / Formats are generated from the CMS. Pre-Commissioning activities will verify that documentation to support mechanical completion is in place, and not to repeat work carried out to achieve substantial mechanical completion. Pre- Commissic jes are cartied out on a single discipline basis, by commissioning system / ing acti subsystem, and require equipment or systems to be energized, but do not require the introduction of process fluids. ‘As the Pre-commissioning is an integral part of construction activities, however some of typical pre-commissioning activities will be carried out under the supervision of integrated commissioning team and vendors to avoid repeat work and to ensure the system is ready for ‘commissioning / start up. At this point Construction should notify Commissioning and Company. The relevant Lead Discipline Commissioning Engineers ‘concerned will then commence formal punching activities for that particular subsystem for his discipline. This will be repeated as each Construction DAC is issued. After Successful ‘completion of Construction/ Pre-Commissioning activities, completing the individual discipline punch points and getting approval for the Discipline acceptance Certificate, formal Punch List will be generated. (Refer the Master Punch List). ‘After completing the Construction, Pre-Commissioning and liquidation of the entire Category “A” Punch Points, Pre-Commissioning Construction Manager will issue the Construction Handover Certificate, indicating the system has been completed in accordance with the design and construction requirements except for the remaining work-list items. Priority will be decided as per the requirements. ‘Once the MMC (Mechanical Completions Certificates) is jointly accepted by the above team, the custodian will be transferred to Commissioning Team from Construction. The necessary Permit to Work System will be implemented. All the activities in the system will be performed with the knowledge of Commissioning Manager/ Control Room in order to perform a safe commissioning and Start-Up. 5.4 Commissioning, startup & Handover . For hydrocarbon systems, provisional handover will take place after all pre-commissioning and commissioning activities have been completed up to the point of hydrocarbon introduction. Commissioning Activities will be carried out on System Basis. The Operations group takes responsibilty for the introduction of hydrocarbons, the Start- up activities and operation of hydrocarbon process systems. Co-ordination between the ‘Company's Operations Team and Contractor's Commissioning team is essential ‘The commissioning plan and Start-up sequence shall be developed by the contractor with Company's assistance for the Integrated Production System. Commissioning activities are documented through the CCMS/ QCP check sheets and the certificates, which will be generated and managed by QC dept. 5.5 Handover / Custodian Transfer procedure ‘There are two types of handovers/ transfer inthe following sequence as follows: + Construction to Commissioning + Commissioning to Company 5.5.1 Construction to Commissioning When a sub-system is mechanically completed by Construction 2 Substantial Mechanical ‘Completion Certificate (SMCC) will be produced for formalization of intemal handover from Construction to Commissioning Construction will handover following the Mechanical ‘Completion milestone which includes completion of all Pre-commissioning activities formalized by ITR, Handover will be strictly by subsystem in the sequence dictated by commissioning which in um is derived generally by the start-up sequence shown in the WEFS. (On completion of Category “A” items of MC punch list and when the system is verified against "Ready for Commissioning” checklist, RFC status shall be acknowledged by company. RFC checklist will be generated from CCMS. Following hand-over the subsystem and immediate area is deemed to be a commissioning area. [As such, access to the area is controlled by Commissioning Team. Commissioning activities for the system are coordinated by the Commissioning & Startup Team Leader / Construction Manager. ‘The Commissioning Leader and Construction Managers will continue to be in close contact over the commissioning period. These don’t usually follow the exact limits of subsystems, in these cases, Construction will ensure that the handover dossier will include all or as many hydro test packs that are required to cover all the piping in that particular subsystem. 5.5.3 COMMISSIONING, START-UP & HANDOVER When a system is fully commissioned, Commissioning Completion/ Handover Certificates (HOC) are also raised by QC dept. to formalize the handover from Commissioning to Company Operations. Commissioning will handover to Company operations by operational units which may comprise, an individual subsystem, a number of subsystems, systems or number of systems together in a handover package to suit operations. For all handovers offered, will be sequenced incrementally in such a way that it will give Company reasonable and adequate amount of time for their verification. In all cases Contractor will advise Company in at least two week in advance when a subsystem/system is nearing Ready for Handover status so that pre-verification activities can be started in advance to save time when the ready for handover status has been reached. There may be occasions where handover of a subsystem is delayed but this will only be where CSU want to retain control where relinquishing that control may delay the commissioning activities on other dependent subsystems due to creation of additional layers of interface burdens and complexities which may impede completion. There will be no partial handovers or any component handovers unless by special exception and then only by prior agreement of the construction Manager /QC manager/ Commissioning Leader and the ‘Company Operations Manager. The smallest unit of handover will always be the subsystem. Other related handover acceptance criteria for CCHC acceptance by Company are the following: ‘© ESPIR Documentations. ‘© Make available all input data for SAP data import by Company © Make available all input data for PACER-CM data import by Company © Vendor O&M Manuals. © Training. During the whole process of Initial Start-up, equipment may be progressively handed over from Contractor to Company Operations to enable the progression of Commissioning activities in accordance with the approved Commissioning Plan. The audit shall verify key items such as: ‘+ Facilities are constructed as per design. © Operations philosophy is complied with. © Asset integrity is verified and can be demonstrated ‘© Necessary vendor support is identified and scheduled. © Operations staff are sufficiently trained and competent. © Operations Management System (OMS) is operable and ready for steady-state operations, © Commissioning ‘imperatives’ are in place and complied with. © Project assurance in place. ‘The pre-startup audit will be used to demonstrate the facilites, systems etc. operational readiness. ‘The verification of readiness for the introduction of hydrocarbons shall require the contractor / project and the asset owner to agree that all systems, facilities, processes, skills and procedures required to control, safeguard and support the introduction of well fluids / hydrocarbons for live process systems testing, and subsequent production operations, are available, proven and commissioned (function checked and / or dynamically tested).
