Sir,
This has reference to the representations received from various ICAR
Institutes, wherein, clarification is sought on the following issue: Whether the non-compounded increments are to be included in the basic pay
for calculating 3% annual increment or otherwise in both the cases i.e. M.Sc/M.V.Sc
and Ph.D.
In this regard, it is to state that the incentive of advance increments for
possessing higher qualifications is to be granted in terms of the provisions of para 4 of
the Councils letter dated 06.03.2009. The Council vide its letter No.10(4)/96-Per.IV
dated 22.12.98 had also clarified that the advance increment for possessing higher
qualifications are to be treated as basic pay for all purposes and are not to be
absorbed at any time. Further, this issue of treatment of advance increment was
earlier deliberated upon in consultation with the Internal Finance Division and
clarifications issued to other institutes also. Again, it is hereby clarified that these
advance increments are to be calculated on non-compounded basis and are to be
merged with the basic pay as illustrated below. This illustration was issued for
clarification in the matter by UGC vide letter No.F.No.1-2/2009 (EC/PS)Pt.VII dated
10th June,2013(Annexure.I)
