Yes, the consumption per HDD depends on the base of temperature. In tables HDD is possible to verify that HDD depends on
base temperature chosen. HDD is calculated according the temperature difference between outter temperature and base
temperature. Base temperature is temperature that people can live in the building without heating needs and that also depends
of building characteristics.

Like is possible to see in above table, 2014/2015 is much warmer than 2013/2014. In 2014/2015 when base temperature was
17C it was saved 14.51 HDD.

Comparing all these values and assuming 17C, I concluded that the heating energy efficiency in 2015 was around 12.26% better
than in 2014, for the same period. This happen because year 2015 was more warmer, so our heating needs where smaller than
in 2014. So our saves where around 12.26%.
